This paper examines the privatization of Lufthansa and Deutsche Telekom in order to see whether changes in enterprise ownership reflect a process of convergence in the rules of coiporate governance. While the outward form of privatization in Germany looks quite similar to privatization in Britain and the United States, these two cases show little evidence that the change in ownership is driving any formal changes in corporate governance. If anything, German financial institutions and trade unions continue to exercise distinctive roles that rest on their historical positions in the German economy. In October 1969, Bonn’s Christian Democrat-led “grand coalition” was replaced by an alliance of Social Democrats (SPD) and Free Democrats (FDP) led by Chancellor Willy Brandt that held a sixteen-seat majority in the West German parliament. Not only were the leaders of the CDU caught by surprise, but so, too, were many in the U.S. government. Presi- dent Richard Nixon had to take back the premature message of congratu- lations extended to Chancellor Kiesinger early on election night. “The worst tragedy,” Henry Kissinger concluded on June 16, 1971, in a con- versation with Nixon, “is that election in ’69. If this National Party, that extreme right wing party, had got three-tenths of one percent more, the Christian Democrats would be in office now.”1 American administrations and their embassy in Bonn had cultivated a close relationship with the leaders of the governing CDU/CSU for many years. -

Central Europe West Germany FOREIGN POLICY AND STATUS OF BERLIN OUBJECTS discussed during British Premier Harold Wilson's offi- cial visit to Bonn from March 7 to 9 included the maintenance of the British Rhine Army in Germany, the continuation of German currency aid for the United Kingdom, and a new approach to German reunification. When East German authorities tried to interfere with the meeting of the Bundestag in Berlin on April 7 by disrupting traffic to and from the former capital, the Western Allies protested sharply. In his opening speech Eugen Gerstenmaier, president of the Bundestag, emphasized the right of the Fed- eral parliament to meet in West Berlin and denied that the session was an act of provocation. During the Easter holidays 300,000 West Berliners were permitted to visit relatives in the Eastern zone of the divided city. About a million Berliners crossed the Berlin Wall and spent Christmas with their relatives, after the renewal of an agreement in November. Queen Elizabeth II of England and her consort the Duke of Edinburgh made an official visit to West Germany and West Berlin in May, and were cheered by the population. Attempts by Foreign Minister Gerhard Schroder to bring about an improvement in relations with the United Kingdom during this visit were viewed skeptically by Franz-Josef Strauss, chairman of the Christian Social Union (CSU), representing the pro-French wing of the coalition. French President Charles de Gaulle's talks with Chancellor Ludwig Erhard in Bonn in June were described as "positive," but did not lead to an agree- ment on a conference to discuss the reorganization of the Common Market and other matters pertaining to the European community. -

His book represents a very serious piece of scholarship and is interesting to read. It excels with a novel hypothesis, a very careful use of varied archival sources, and an ability not to lose his argument in the wealth of material. Helga Haftendorn, Free University, Berlin Petri Hakkarainen I don’t know of any other book that deals so thoroughly with German CSCE policy in the years described here…The author has done a vast amount of research, using documents from different archives and different countries…While he is of course not the first scholar to write about the origins of the CSCE, the author does contribute new elements and interpretations to the topic. Benedikt Schönborn, University of Tampere, Centre for Advanced Study From the mid-1960s to the mid-1970s West German foreign policy underwent substantial transformations: from bilateral to multilateral, from reactive to proactive. The Conference on Security and Cooperation in Europe (CSCE) was an ideal setting for this evolution, enabling A StateofPeaceinEurope the Federal Republic to take the lead early on in Western preparations for the conference and to play a decisive role in the actual East–West negotiations leading to the Helsinki Final Act of 1975. -

II. Der programmierte Konflikt? Gründung und Entwicklung der CSU 1945/1946 1. Konfliktpotentiale und Gemeinsamkeiten a) „An der Wiege der CSU"'. Die Gründung der Union in Würzburg, Bamberg, Nürnberg und Regensburg Mit der Besetzung durch amerikanische Truppen ging im April 1945 auch in Bayern der Zweite Weltkrieg zu Ende. Die Militärmaschinerie des Dritten Reiches war unter den alliierten Offensiven ebenso zusammengebrochen wie die Strukturen der staatli- chen Bürokratie oder die noch vor kurzem so mächtig erscheinende NSDAP, deren Würdenträger ihr Heil zumeist in der feigen Flucht gesucht hatten2. Die ersten Nach- kriegswochen boten auch denjenigen nur wenig Raum für politische Betätigung, die das nationalsozialistische Regime bekämpft oder ihm zumindest ablehnend gegenüber- gestanden hatten. Das lag nicht nur daran, daß die Militärregierung alle politischen Aktivitäten zunächst verbot, sondern auch und vor allem an dem unüberschaubaren Chaos, das sechs Jahre Krieg und zwölf Jahre Diktatur hinterlassen hatten. Doch aller Apathie und allen Hindernissen zum Trotz fanden sich schon bald wieder informelle Gesprächszirkel und lokale Initiativen zusammen, die zum Teil in Anknüpfung an Tra- ditionen der Weimarer Republik, aber auch in Erinnerung an vor 1933 gescheiterte Konzepte oder an Überlegungen, die während der NS-Zeit in Oppositionskreisen an- gestellt worden waren, über die politische Neuordnung diskutierten3. Der Gedanke, katholische und evangelische Christen in einer Partei zusammenzu- führen, stand dabei vielfach im Vordergrund. Er ging auf Vorstellungen aus der Zeit des Kaiserreiches und der ersten deutschen Demokratie zurück, war aber in dem stark milieugebundenen und hochgradig fragmentierten Parteiensystem der Weimarer Repu- blik nicht zu realisieren gewesen. Versuche, das Zentrum und die neu gegründete BVP nach dem Ersten Weltkrieg aus dem Korsett konfessioneller Zwänge zu befreien und zu christlichen Volksparteien umzubauen, waren bereits in den Ansätzen gescheitert4.
