A.Introduction

Why relocating to Athens? A solid choice, serving the EU citizens and sending out a strong political message – For a stronger and more ambitious Europe

Athens is far more than a modern European metropolis that is hospitable, mutli-cultural, multi-lingual and bathed in sun. Athens is a capital well-connected to the rest of the world that fulfils all the criteria that the has set for the relocation of the European Medicines Agency, following the ’s decision to leave the EU.

Why relocate EMA in Athens? We believe that there are solid arguments for such a decision, both objective and political ,which - we are convinced - the European Union will consider thoroughly.

There are objective reasons for choosing Athens as EMA’s new seat:

1. Athens is one of the few, if not the only, candidature that offers ready-to-use, high-quality premises that could also be easily and promptly refurbished if need be. The proposed building offers enhanced amenities to the Agency and its staff (e.g. parking space for almost all the Agency staff, fitness centre, nursery for the personnel’s children, company doctor facilities etc). The premises readiness ensures business continuity and a smooth transition.

2. The proposed premises as well as the Greek capital guarantee excellent accessibility. The Greek capital is very well connected to European capitals and the rest of the world, thanks to an ever adjusting and developing main international airport hub, the Athens International Airport. Moreover, the greater Athens offers a multitude of public transportation means, as well as an excellent road and railway network that render the proposed premises easily accessible from every part of the city and its suburbs. The hotel and convention capacities of the city and the region of Attica are of the highest standards and international reputation.

3. The Health Sector is of increasing importance for Greece, having acquired significant expertise and know-how and constituting a rapidly developing, viable and innovative sector of the Greek economy. The Greek Health Sector has the necessary mechanisms, institutions and academic excellence that are indispensible for the support, promotion and diffusion of EMA’s important work. Many schools offer the International Baccalaureate, whereas there is a multitude of private institutions teaching foreign languages.

5. Athens offers excellent free medical care to all its residents, regardless of their nationality. There are also state-of-the-art private hospitals as well as many major private insurance companies that specialize in health and pension plans. Social security as well as labour market access for the families of the EMA staff are also guaranteed by the existing national legal framework, which could also be amended in line with the specificities of needs of the Agency’s personnel. 6. In addition to the above, the Agency’s business continuity is ensured not only through the expertise of the National Organisation for Medicines and its synergies with the national and European health sector, but also through the flourishing academic and EMA-related professional environment in Athens and the attractiveness of the city for high-skilled professionals. The promotion and funding of innovation in the medicines field is also a top national priority.

What’s more, there are reasons for selecting Athens as the new seat of the European Medicines Agenc closely related to the future of the European integration.

A. A new, stronger and united Europe – choosing a Member State at the forefront of European Integration. Greece has been a staunch supporter of further European Integration. Brexit can also be seen as an opportunity to do more together; this is why the Greek Prime Minister speaks often of an inclusive Europe of many choices. Relocating EMA to Athens is a vote of confidence to the efforts for a European Union that is more united, more functional, more integrated and ever closer to its citizens.

B. A new, more social Europe – doing more together based on our common values and the European Social Model. Giving to Athens the seat of EMA is a tangible act of solidarity towards a Member State, which has confronted the most adverse crises in the history of the EU, namely the financial and the refugee crises, with perseverance and humanity. Now, Greece is in an upward curve and on the path to economic recovery; Relocating EMA to Athens is an opportunity to present to our citizens a EU success story. While our candidacy can be strictly claimed on the basis of objective criteria, the choice of Athens as the new seat of EMA would also be an act of solidarity and a positive signal for our common future. It serves a recognition of the efforts of the European citizens to tackle global challenges efficiently and as prescribed by European values amd our social model.

C. A new, more ambitious Europe – putting emphasis on geopolitics not only on geography. In a gloablized world with transnational challenges, a new Europe needs a shift of paradigm. Geopolitics more than ever is paramount. Greece is a Member State whose geopolitical role, both for the EU and the wider region, is crucial. Relocating EMA to Athens will reconfirm the strategic emphasis that the EU puts on a Member State that is a geopolitical anchor of stability and respect of our common values in an ever challenging, geopolitical environment.

D. A new, more secure Europe – caring for its citizens in a safe environment. Athens is the capital of a Member State that stands at the extremely challenging external borders of the EU and yet remains a harbor of political stability and safety. This is especially crucial in times of turbulence and great security concerns, worldwide. Moreover, the Greek capital is one of the safest cities worldwide, which enhances the quality of life of its residents. Relocating EMA to Athens is a safe bet, in all respects.

B.Executive summary

The present report constitutes the supporting folder accompanying Greece’s offer to host the European Medicines Agency in Athens. The brochure supporting Greece’s offer is accessible at the following link: http://emathens.eu/. The purpose of the present supporting folder is to provide more details concerning the basic arguments of the Greek candidancy, in line with the criteria set for the relocation of the Agency, as follows: Chapter 1 “The assurance the Agency can set up on site and take up its functions at the date of UK’s withdrawal from the Union” is dedicated to EMA’s future premises: Keranis building constitutes a ready-to-use, sustainable and cost-efficient office building of c. 44,800 sqm, offering flexible, functional and ergonomic planning, thus being absolutely capable to fully adjust without delay to EMA’s specif needs, in terms of room types and space, and to be ready for occupation well ahead of the date of the official UK’s withdrawal from the European Union. Within this chapter, emphasis is given to the following: Ideal location of the building, in close proximity to port, to Athens city center, to numerous high-quality hotels. Accessibility of the building, especially from the Athens International Airport and Athens city center, by means of public transport or by car. Finally, Chapter 2 includes overall date with regards to the hotel capcity of the Greek capital, in particular its 4 and 5 star accommodation. Concise data on conference tourism and related convention capacity of the greater Athens is also provided. Greek labour market trends and foreign nationals-related sectors of the economy are also presented, in an effort to provide an overview of employment possibilities in Athens for the EMA staff. The Greek Health Care System is also delineated and an indicative list of public and private hospitals, as well as private insurance companies operating in Athens are provided. Finally, in Chapter 5 “ Business continuity” special reference is made to the dedicated Liaison Office that the Greek Authorities will establish well before the relocation of EMA and its staff to Athens, so as to facilitated their establishment and adjustment to their new working and living environment. Moreover, a detailes presentation of EMA’s National Competent Authority (the National Organization for Medicines of Greece - EOF), including its scope, functions, structure, operation and contribution to the network, is included.

C.Facilitating the establishment of the EMA and its staff to Athens – Legal framework and general provisions

Greece will offer the best possible conditions for the establishment of the Agency in Athens, primarily but not only by means of a Headquarters’ Agreement (Seat Agreement). Provisions ensuring the smooth and continuous operation of EMA as well as facilitating life of EMA staff and their families will be foreseen. Athens will be a reliable, hospitable and welcoming new seat for EMA.

Furthermore, the Greek Government will provide a Seat/Headquarters’ Agreement for EMA, along the lines of the European Commission Guidelines with standard provision for headquarters agreements of EU decentralised agencies. The Agreement will be signed before the Agency takes up its seat at the new location and will include the terms concerning the maintenance/upgrading of the new EMA building. More specifically, the Greek Government commits itself to offering the best possible arrangements for the facilitation of EMA’s operation and the establishment of its staff, inter alia through special provisions on privileges and immunities in the Headquarters’ Agreement both for the Agency and its personnel, in addition to those derived from Protocol 7 on the privileges and immunities of the European Union. In complying with the criteria for the relocation of EMA, the Greek Government will take the necessary measures to facilitate access to labour market for spouses and dependents of EMA staff. In order to facilitate the initial relocation of EMA staff in Athens, Greek Authorities will ensure setting up a Liaison Office. Subsequent issues pertaining to the establishment of the Agency and its staff will be taken care of, as foreseen, by the Ministry of Foreign Affairs/Protocol Department.

D.Criteria for the relocation of the European Medicines Agency

1. The assurance that the Agency can set up on site and take up its functions at the date of UK’s withdrawal from the Union

1.1 Presentation of EMA’s future premises

Athens offers immediately available and ready-to-use premises for EMA: A modern, sustainable and cost-efficient bioclimatic building, ideally located in close proximity to the Athens city center and to the Piraeus port, as well as to a number of state-of-the-art conference and convention centers, numerous top rank business and other hotels The new EMA premises are easily accessible from the city center and from the Athens International Airport via some of the most important highways running the city, as well as by several means of public transport. The building provides ample office, meeting, event and on-site as well as off-site storage / archiving space, top quality IT infrastructure, and high-end security standrards, ensuring a a high quality, optimalworking environment. The building has a flexible, functional and ergonomic planning, which can be easily adapted within a very short time to meet EMA’s specific needs, in terms of room types and space, and to be ready for occupation promptly and ahead of the official date of the UK’s withdrawal from the European Union.

1.1.1 Location

The Keranis building is located at 196-198, Thivon Avenue (google coordinates: 37.967760, 23.662173 or 37°58'03.0"N 23°39'43.8"E), in the southwestern part of the greater Athens, and in particular in the Aghios Ioannis Rentis - Nikaia Municipality. The building’s wider area is rapidly developing and has great potential to host numerous prime office buildings, high level administration buildings, as well as ample complexes with mixed commercial uses. Currently, the area is mainly residential, but also hosts a number of light industrial units, logistics centers and off-site storage spaces (warehouses), while offering plenty of recreational alternatives, such as shopping malls , amusement parks and multiplex cinema theaters, such as: Village shopping and more (2’ drive distance from Keranis building), comprising 20 cinema theaters, plenty of shops, restaurants and cafes, a family park, multiple indoor and outdoor recreational activities’ facilities; Allou Fun Park (2’ drive distance from Keranis building), the largest amusement park of Athens Factory Outlet (9’ drive distance from Keranis building), the largest Greek outlet department store with over 200 brands. It is also noted that a big scale urban renewal (regeneration) project of the greater area near the proposed new premises of EMA has been underway over the last 20 years. The renovation of the old

Keranis tobacco warehouse itself (including its conversion and extension) fall under the abbovementioned project. 1.1.2 Accessibility

The building is reachable by two main road axes, namely the Thivon Avenue and the Stratigou Makrigianni avenue, the latter directly connecting the property with the “Rentis junction” of the National Motorway (1 km from the Keranis building), linking the port of Piraeus with (western sea link to Europe) and (northern borders of Greece with the rest of countries of the Balkan Peninsula). Furthermore, the suburban railway station of Rentis is located at an 800 m distance from the property, providing direct connection with Athens central Railway Station (Larissis Station) at a travel time of 11 minutes and, thus, with the whole network, the Athens city center, the Athens International Airport and the port of Piraeus. There are also various bus lines with stops located within a radius of 500 m from the Keranis building, linking the property with Athens city center and/or the port of Piraeus: 703, Piraeus – Ag. Anargyroi – Ag. Eleutherios (via Thivon Avenue) 801, Piraeus – Palaska 803, Piraeus – Dasos B (via Iera Odos) 827, Piraeus– C’ Cemetery – Aspra Xomata 828, Piraeus – Aspra Xomata – C’ Cemetery 831, Piraeus – 845, Piraeus – Eleusina (via Thivon Avenue) 860, P. Kokkinia It should be noted that the first eight (8) of the bus lines mentioned above run though the Thivon Avenue and stop just outside Keranis building. More information regarding the aforementioned bus lines’ schedules and stops can be reached through the following link: http://telematics.oasa.gr/en/#main It should also be highlighted that the Athens Urban Transport Organisation (OASA) is committed to establish new bus routes and stops, based on the needs of EMA’s staff, in order to accommodate their daily transportation.

Currently, the nearest metro station to Keranis building is the “Aegaelo” station (, 4 stops away from Syntagma central / transit metro station), located at a distance of 4 km from the property, providing frequent and direct connection (trains every 3-4 minutes on average) with all the Athens public transport network and with the Athens International Airport at a travel time of 46 minutes (train to the Airport every 30 minutes). Furthermore, there are currently works under progress towards the extension of metro line 3 to the port of Piraeus. Within this new section of the metro line, a new station (“Nikaia”) will be constructed in even more close proximity to the Keranis building (Eleftheriou Venizelou Square, Nikaia – 1.6 km from Keranis building) by 2019, connecting Keranis building with Athens city center – Syntagma Square (8 stops away), with the port of Piraeus (2 stops away) and the Athens International Airport (approximately 50 minutes travel time). In any case, the Mayor of Aghios Ioannis Rentis - Nikaia will guarantee the provision of shuttle bus transportation from and to the closest metro stations, so as to assist EMA’s staff daily commuting to work.

1.1.3 Brief description of the property

The Keranis building constitutes a building of great importance for its wider area, as it used to host the well-known Greek tobacco industry “Keranis”. Nowadays, it constitutes a state-of-the art, modern and ready-to-use office building, absolutely capable to accommodate EMA’s staff and functions (for blueprints of the building, see Annexe I). It was originally designed as a warehouse in the1970’s, in order to accommodate the storage needs of the giant Keranis tobacco industry. The building underwent significantreconstructerion and extension works in the 2000’s, and was converted into a modern office building, ready to accommodate the housing and operational needs of large organizations and enterprises. The building’s shape is a heavy structure body of a cube. The large patio of the building provides natural light and air flow, creating an internal community atrium, allowing working space development around the central core of the building. This central core includes the lifts and lift lobby, shared sanitary facilities, a staircase and a primary service riser. Building depths are typically 13m to allow for the penetration of natural daylight. Due to deeper plan arrangements, new skylights are introduced to provide natural daylight to the office areas. The development is based on a structural grid that is 7.3m x 7.3m. This grid is rigorously applied throughout the development to achieve the maximum efficiency of the structural system. The structural grid is based on the dimension for an efficient carpark layout in the basement levels. The typical floor planning grid allows for coordination with furniture dimensions, typical office sizes, etc. The typical floor planning grid also aligns with the elevation pattern for optimum coordination between the interior and exterior elements. The design proposal for the elevations is a morphological grid of symmetrical openings to provide natural daylight with a regular but dynamic pattern of cladding panels. All window openings apply a vertical mechanical louver system made of aluminum to avoid the high heat, during the summer period. Below window cills, solid parts of the southern elevations are formed with the use of “trombe wall” providing heated air especially during winter days of sunshine. The development of the elevation pattern is based on fulfillment of the requirements for the thermal insulation of the building. The

objective was to achieve at least 30% of the surface area with closed high thermal insulating materials to satisfy regulatory and environmental considerations, but also to maintain a high level of transparency, as is expected for a contemporary office building. The building features security control spaces by the two separate entrances leading to a luminous and spacious atrium. All areas of the building feature high security standards including CCTV security systems, as well as fire protection. There is also an advanced IT network and data storage system, providing voice and data connection capabilities for all workspaces and areas of the building. The network complies to security and operational IT standards, while supporting 4G connection. The building has never been properly occupied, therefore its structural elements, its furniture and installed equipment, as well as its E/M installations are in mint condition. The Keranis building includes ample office, meeting, and storage spaces, function rooms for conferences and cultural events, fitness center, restaurants and refreshment points for employees, as well as a nursery for the children of the employees.

1.1.4 Building’s spaces

The building has a total surface of approximately 44,800 m2, consisting of one (1) basement, ground floor and six (6) upper floors. There are four elevator pairs one in every sector near the main stairwell, each with a capacity of 12 persons or 900 kg. Floor areas are partitioned so that to serve the following uses: offices, hygiene facilities, corridors/circulation areas (including staircases, lifts…), conference rooms, nursery etc. Office areas exist in all floors, including the ground floor.The building allows for flexible functional planning, with many of its common and circulation areas having the possibility to be easily (with small interventions and light constructions) converted into open-space office areas and many of its private enclosed office and meeting / conference rooms to be enlarged in order to host as many people as needed. Therefore, its is ensured that any specific needs of EMA in terms of room types and space can be easily addressed, with the maximum total office, meeting and conference facilities’ area reaching 30,000 m2. Keranis building currently offers an on-site storage area of 257 m2, suitable to serve as an archive room for EMA. Moreover, there are plenty of off-site storage areas, of appropriate size and technical features, in close proximity to the building, which could be rented in order to cover EMA’s further archiving needs. Indoor and outdoor parking facilities of a total area of 8,902 m2 and a total capacity of 549 places are provided. Indoor places are provided on ground floor level (110 places) and on underground floor level (162 places), off which 29 are automotive car lifts. Outdoor places are 248. Clearly separated entry/exit point has been established to facilitate the traffic flows and maximize the safety of the traffic movements in and out of the parking facilities. An extensive terrasse on the top of the building, with ample space and panoramic views, stands ready to be refurbished, in order to serve as a additional restsaurant/ café facilities. Finally, the building’s ground floor also includes:

a restaurant and refreshment area / lobby of 132 m2 that can easily be further extended a library of 181 m2 nursery facilities of 211 m2 for EMA’s staff’s children and a fitness center of 193 m2 In total, EMA’s future premises deliver a fully inspirational working environment, while its current condition but also its flexible fuctional and ergonomic planning guarantees its immediate adaptation to any future specific needs. 1.1.5 Fire protection and detection

There is a comprehensive fire protection installation, consisting of: A fire hose system, conforming to Greek Regulations, comprising a water tank, fire pumps (electrical, diesel and jockey), standpipes and fire hose reels. The system covers all internal spaces. A wet pipe sprinkler system, fed from the same fire pumps, covering all internal spaces, except from stairwells, toilets and rooms protected by clean agent (FM200) fire suppression systems. Clean agent (FM200) fire suppression systems, protecting electrical rooms (transformers, MV panels, Main LV panels). A fire detection installation, covering all rooms that are protected from the sprinkler system. The detectors are addressable, connected to six loops, each covering two levels above ground or one level from ground floor downwards. Fire alarm buttons and sirens are installed at designated points. Large areas, such as parking spaces, are covered by conventional detector groups, connected to the main loops through interface units. A number of fire doors are held open by electromagnets, controlled by the fire detection system. Fire dampers in ducts crossing a fire partition.

1.1.6 IT (voice-data) system

There is an extensive IT network, providing voice and data connection capabilities for all workstations. There are typically two Cat 5e RJ45 outlets for each workstation, installed next to its power sockets. One IT rack is provided for the sector of each level (four per level). The cabling between racks and sockets is connected. The backbone network consists of 25” multicore copper cables for voice, a number of which is connected to the racks, the remaining serving as reserve. The data system is designed for optical fibre backbone.

1.1.7 Security system

The building features high security standards. There is provision for CCTV system covering: The parking areas from multiple positions. The surrounding area The ground floor entrance area Currently, users and visitors of the building, with the exception of VIPs, are required to access the building through the main gate to the internal plaza via security control. It should be pointed out that both entrances (the front one on Thivon Avenue and the rear one on M. Botsari street) are controlled both by CCTV and staff.

1.1.8 Building Management System (BMS)

A comprehensive BMS system is installed, controlling the following: AHU’s (fan motor status and alarm, valve and mixing box positions, supply and return air temperature, filter differential pressure, CO2 content). Ventilation fans (status, alarm). Boilers (status, alarm, supply and return water temperature). Water chillers (status, alarm, supply and return water temperature). Pump stations (status, alarm, water level). Fire pumps (status, alarm). Water circulation pumps (status, alarm). Water booster pumps and sewage pumping stations (status, alarm). Generator (status, alarm). ransformers (temperature). Main circuit breakers (position, trip). Main LV busbar multimeters. Lights and FCU’s (on-off, in groups). Elevators (alarm). Fire alarms and fire damper positions. CO detectors alarm from the parking spaces. Outside conditions (temperature, humidity, light).

The BMS system is controlled by a PC in the control room.

1.1.9 Electrical power supply

Keranis building features an uninterrupted Power Supply system, consisting of the following: The PPC switching and metering panel; The local MV distribution panel; Two 1250 kVA dry type transformers; One 1000 kVA dry type transformer, added later to feed all HVAC loads; One 500 kVA standby diesel generator; A photovoltaic installation with installed power of 15,3 kWp, consisting of six arrays, each with 34 Nos 75 Wp panels; The main LV distribution panel with interconnected sections for normal and emergency power; Separate Distribution panels for the UPS system. No UPS unit is installed; The local Distribution panels for normal, emergency and UPS power, typically serving each sector; Four bus bar riser systems, one in the shaft serving each sector. Each system consists of three risers, for normal, emergency and UPS power; The cabling that connects the above components, as well as every consumption point (lights, sockets and appliances). The cabling is routed in cable trays roofs and false ceilings.

1.1.10 Energy efficiency

The building is constructed based on bioclimatic design principles, fulfilling the requirements for thermal insulation, enabling energy efficiency, as well as penetration of natural daylight to all office work spaces. More in specific: There is adequate insulation in the building shell. All outer windows are provided with mechanized louvers for sun protection. There is a comprehensive BMS system that should provide optimal energy management, if properly used.

There is a 15.3 kWp solar panel system, consisting of six arrays, each with 34 Nos 75 Wp panels, which is expected to deliver ca. 2.080 KWh/Yr. The building has never been fully occupied, however it is estimated that is consuming ca. 350 kWh/m2*yr. 1.A. Property’s photos

1.2 Relocation Plan

Due to the fact that the Keranis building is an office building of special specifications, currently being in excellent condition, it is estimated that the re-construction/re-organization and E/M works required in order to fully adapt to the Agency’s specific needs, in terms of room types and space, will not be extensive, as also confirmed by the experts of the competent General Secretariat of Public Property/ Greek Ministry of Finances. A detailed plan will be elaborated, in close cooperation with EMA technical staff and in accordance to the specifications required by the Agency and delineated in the criteria, and with the supervision and technical support of the Greek Authorities, which will undertake the works. The estimated time for the full refurbishement of the Keranis building to meet EMA’s requirements, as prescribed in the relevant annexe of the document on the criteria for the relocation of EMA, will not exceed 6 months from the date of the official decision on the relocation of the Agency.

1.3 Financial terms and special conditions

The Keranis building is available to be rented by the Agency at a considerably lower cost than the respective cost in London. Specific financial terms and other special conditions concerning the maintenance, operating costs of and other privileges related to the Keranis building and the establishment of the Agency and its staff in Athens are foreseen.

2 The accessibility to the location

The multiple award-winning Athens International Airport (AIA) is among European leading airports, providing extensive direct flight connections to almost all EU Member States’ capitals and other major international airport hubs world-wide. AIA is ideally located at the eastern suburbs of the city. Its easy accessibility from anywhere in the city, including EMA’s future premises, is ensured via most means of public transport, as well as by private vehicle or taxi via the Highway. The Athens extensive Metropolitan Public Transport Network provides reliable and safe transportation throughout Athens metropolitan area, whereas the city’s hotel and conference / convention centers capacities are unparalleled, allowing for the unobstructed continuation of the volume and intensity of current meeting activities of the Agency.

2.1 Athens International Airport

2.1.1 Traffic and passenger volumes

Since its opening in 2001, the Athens International Airport “Eleftherios Venizelos” has seen an annual growth of 7% and has been placed on the list with the fastest growing airports in the world. It should be mentioned that during the period 2014-16 passenger traffic grew at a cumulative 60%, which is considered an astounding growth for a metropolitan airport. Reaching 20.02 million passengers in 2016, airport traffic exceeded prior-year levels by 1.9 million, a significant increase of 10.7%. Both domestic and international passengers achieved record levels, reached 7.1 million and 12.9 million and demonstrated a strong growth by 11.2% and 10.4%, respectively, while flights amounted to 189.1 thousand and surpassed respective 2015 levels by 7.4%. The impressive increase of flights to/from Eastern Europe, America and Middle East should be highlighted. After having reached in July 2016 the passenger terminal facilities “trigger point” (18.9 million passengers corresponds to 90% of the relevant capacity of 21 million annual passengers), AIA requested IATA to perform a passenger demand forecast for the next two years. IATA’s independent review confirmed that following a timely implementation of specific capacity improvement projects, airport’s passenger terminal facilities will be able to handle at least a volume of 26 million annual passengers. The following tables present analytical data on the aircraft movements and passenger traffic development of AIA in 2016.

2.1.2 Direct flight connections

Year by year, the airport enriches its network with new carriers and destinations. Three new airlines and ten new routes were added to Athens International Airport’s network in 2016, while 18 Low Cost Carriers (LCC) offered services to 59 cities worldwide. During the year, Athens was directly connected with scheduled services to 125 destinations (92 of which international) in 48 countries, operated by a total of 60 carriers 1. Even more direct flights were added to Athens International Airport’s operations in the 1st half of 2017. According to official data provided by AIA, during June 2017 Athens was directly connected to 96 international destinations in 50 countries, as following:

2.1.3 High-class services and operations

AIA ensures 24-hours smooth, efficient and customer-oriented operations throughout the year, provides enhanced e-tools and techniques for commercial and operational purposes, state-of-the-art technology and equipment, and high security standards. Passenger satisfaction rating improved and was kept at high levels (4.26 on a 5-point scale), a very positive performance considering the significant traffic increase and the extensive works in the terminal facilities. 2.1.4 Accessibility and connection to EMA’s future premises

Subway (Metro)

The airport is accessible via Metro Line 3 “Aghia Marina – Athens International Airport” which connects the southwestern part of the urban complex of the city with the city center, the northeastern suburbs and the airport. It is noted that Metro Line 3 stops at “Aegaleo” station, the closest existing metro station to Keranis building, connecting the airport with EMA’s future premises at a travel time of 46’. Furthermore, there are currently works under progress towards the extension of Metro Line 3 to the port of Piraeus, with the addition of 6 more stations. By the completion of this section in 2019, Athens International Airport will also be directly connected via the subway with Piraeus port, the main and largest port of Athens metropolitan area (currently, Piraeus port is accessible from the airport by taking Metro Line 3 and changing at “” station to Metro , at a total travel time of 57’). Moreover, a new station (“Nikaia”) will be located even more closer to Keranis building. More information regarding the extension of metro line 3 can be accessed via the website of Attiko Metro S.A.: http://www.ametro.gr/?page_id=4103&lang=en. Trains to the airport depart every 30 minutes, with the first train of the day arriving at the airport at 06:18 and the last one at 23:44. Respectively, the first train of the day departs from the airport at 06:30, whereas the last one departs at 23:30. The travel duration between “Aegaleo” station (serving Keranis building) and AIA is 46’, while the travel duration between Athens city center (Syntagma square) and AIA is 38’. Suburban railway Athens International Airport is connected via the Suburban Railway line “Airport – Kiato”, at a travel time of 29 minutes, with Athens Railway Center “SKA” and, through this, with: Athens central Railway Station (Larissis Station) in the city center (11’ travel time), which also constitutes a transit station to Metro “Anthoupoli –” The port of Piraeus (32’ travel time) via “Piraeus – Chalkida” Suburban Railway line. Alternatively, by changing at “” station (32 minutes travel time from the airport) to the Suburban Railway line “Athens – Ag. Anargyri – Ano Liosia”, “Larissis” central railway and metro station is accessed in 15 more minutes. Trains depart from the airport every 15 minutes, with the first train of the day departing on 05:26 and the last one on 23:11. Regional buses – KTEL express service Five regional buses operate at the airport. The airport is thus directly connected with the port of Rafina, the second largest port of the region of Attica. The regional bus operates daily, departing from the airport every hour, on average, between 04:35 and 22:20; total travel duration approx. 30’. More analytical information can be accessed through the following link: http://ktelattikis.gr/en/airport_timetable There are also regional buses to Markopoulo, Keratea, Kalyvia and the port of Lavrion. The bus to Lavrio operates daily, departing from the airport every hour, on average, between 06:30 and 22:00; change of bus at Markopoulo is needed.

Access by car Athens International Airport is located 33 km southeast of the city center and is easily accessible from almost everywhere in Athens via the modern six-lane highway “Attiki Odos” (the Athens City Ring Road). More in specific, AIA is accessed in: 30 minutes from Syntagma square (Athens city center) 40 minutes from Keranis building (EMA’s future premises) 45 minutes from the port of Piraeus 21 minutes from Maroussi (northern suburbs) 24 minutes from Glyfada () The airport provides ample parking spaces for short term or long term parking at competitive prices. It is also noted that there are currently five car rental companies operating at the Athens International Airport, with their offices being located at the Arrivals Level of the Main Terminal Building. Taxi & limousine Taxis are available on a 24-hour basis at the designated Taxi waiting area at Arrivals Level. There are currently two 5* hotels servicing the Athens International Airport, namely the Sofitel Athens Airport Hotel (http://www.sofitel.com/gb/hotel-3167-sofitel-athens-airport/index.shtml) and the Athens Holiday Inn (www.hiathens.com)

2.2 Athens metropolitan public transport network

Athens features an extensive Public Transport Network including underground, tram, suburban railway, and extensive bus and trolleybus networks, providing citizens and visitors with efficient and reliable transportation services; it offers direct connectivity between the city center, the suburbs and all major points of interest (Athens International Airport, Port of Piraeus, Athens Central Railway Station, hotels and convention centers) within the radius of the greater Athens that spans over 30 km. 2.2.1 Metro

The Athens metro network consists of 3 lines that thanks to their 65 stations provide easy access to most places of Athens metropolitan area and to all city entry points (Athens International Airport, Port of Piraeus, Athens Central Railway Station), but also direct connection with the tram, bus/trolleybus

and suburban railway networks through hub / transfer stations. Metro Line 1 “Kifisia – Piraeus” has been connecting Athens with Piraeus since 1869 while Line 2 “Anthoupoli – Elliniko” and Line 3 “Aghia Marina – Doukissis Plakentias – Athens International Airport” are considered among the gems of modern Athens.

It is noted that by 2019 Metro Line 3 will have expanded with 6 new stations, reaching the Port of Piraeus and connecting it directly with Athens international Airport (see Annex II). Moreover, within the next 10 years 3 more stations will have been added to Metro Line 2, whereas a whole new Metro Line (4) consisting of 14 stations (connecting the northeastern suburbs with areas of the wider city center) will be added to the existing network. According to the Greek Authorities’ long- term planning, Metro in its final form will consist of 30 stations, also serving the city’s northern suburbs (see Annex II). Athens Metro Network includes a number of hub / transfer stations developing “combined trips”, i.e. enabling the transfer of Metro users to and from other means of transport, public or not, such as buses, tramway, suburban railway, taxis, private cars, motorbikes and bicycles. These stations feature one or more of the following facilities: Car Park areas (outdoor, underground or multi-storey) Bicycles and Bikes Park areas Bus Transfer Areas Direct connection with ISAP, Tramway and/or Suburban Railway Stations. Transfer Station Features - OASA bus transfer station, where there are 2 bus terminuses (036, 402), while there are 7 bus lines passing through the station (Α5, Β5, 046, 140, 242, 409, 413). It consists of: - an underground car park area consisting of 6 levels, with a total capacity of 640 parking places. - OASA bus transfer station, which is the terminus for 1 Syngrou (Metro Line 2) bus line (910), while 15 other bus lines pass through the station (Α2, Β2, Ε22, Τ1, Τ2, 1, 5, 15, 10, 040, 550, 106, 126, 136, 137). Passengers can also transfer to Tram Lines T4 “Aristoteles” and T5 “Platonas”. Nomismatokopio Transfer Station includes a three-storey underground parking facility with an overall capacity of 630 places and an underground connection with the Metro Nomismatokopio (Metro Line Station. 3) In the Metro/Bus Transfer Station there are 10 bus line terminuses (X95, 125, 303, 304, 305, 316, 308, 315, 406, 407), while there are 2 bus lines passing through the Transfer Station (A5, B5). It consists of a surface car park area with a total capacity of 280 parking places. Halandri (Metro Line 3) In the Metro/Bus Transfer Station there are 7 bus line terminuses (19, 404, 426, 444, 451Α, 451Β), while there is 1 bus line passing through the station (412). It includes a six-storey parking facility (one underground storey), whose capacity rises to 382 places. It operates based on the highest safety standards as a park-and-ride Aghia Marina (Metro Line 3) facility, serving citizens of the surrounding Municipalities (Aghia Varvara, Egaleo, ) and the wider Western Attica region (Elefsina, Mandra etc.). It includes two surface parking facilities with a capacity of approximately 630 places. In the Metro/bus transfer station there are 8 bus line Doukissis Plakentias (Metro terminuses (302, 306, 307, 314, 319, 405, 407, 411), while Line 3) there are 5 bus lines passing through the station (Μ3, 403, 412, 447, 406). Passengers can also transfer to the Suburban Railway Line “Airport – Kiato”. Located at a distance of 300 m from “Keramikos” station of Keramikos area Metro Line 3, this facility consists of an underground 5-level car park area with a total capacity of 270 spaces. The station constitutes a transit station between Metro Syntagma (Metro Lines 2 and Lines 2 and 3, also providing connection with Tram Lines T4 3) “Aristoteles” and T5 “Platonas” and a number of bus and trolleybus lines.

2.2.2 Tram

Environmentally friendly, with a sea-view of the along most of its journey through the Athens riviera, the tram connects the center of Athens with the coastal suburbs in the southeast and the port of Piraeus in the southwest. Tram constitutes of the following three lines: T3 “Thoukidides”: SEF – Asklipieio Voulas T4 “Aristoteles”: Syntagma – SEF T5 “Platonas”: Syntagma – Asklipieio Voulas It operates from 04:40 to 01:31 from Monday to Thursday 03:35 from Friday to Saturday 01:39 on Sunday Its frequency ranges between 8’-9’ and 40’ based on the time (rush hours or low passenger volume hours) and the day (working day or weekend). There are currently works under progress towards the tramway extension to Piraeus, including 7 new stops on the inbound route and 5 new stops on the outbound route, resulting in the area of Piraeus being drastically upgraded. 2.2.3 Suburban railway

The high-speed suburban railway connects the Airport to the city center and the Port of Piraeus (via the transit stations “SKA”, “Ano Liosia” and “Athens - Larissis Station”), while serving the suburbs of Attica and connecting the city’s public transport network with the national railway network. It consists of the following three lines: Airport – Kiato line consisting of 21 stations; First train departing at 05:26; Last train departing at 23:11. Athens – Aghioi Anargyri – Ano Liosia line consisting of 8 stations; First train departing at 05:45; Last train departing at 17:59. Piraeus – Chalkida line consisting of 24 stations; First train departing at 04:14; Last train departing at 22:25. Modern trains and high frequency of service, particularly on working days, offer passengers affordable and reliable transportation solutions. 2.2.4 Buses and trolleybuses

Athens bus and trolleybus network is quite extensive, comprising 265 bus and 20 trolleybus lines interconnecting the entire metropolitan region. All vehicles are modern, air- conditioned and accessible to people with reduced mobility. All lines operate daily between approximately 05:00 and 00:00, at a frequency ranging between 10 minutes and 30 minutes, based on the line, the hour (rush hours or low passenger volume hours) and the day (working day or weekend). The Athens Urban Transport Organization (OASA) in an ongoing effort to offer improved services to the travelling public has created a basic bus and trolleybus network for the 24 hour service of the main city areas:

Finally, Athens International Airport is connected with the city center, the Port of Piraeus and the Intercity Bus Terminals via 4 EXPRESS bus lines on a 24-hour basis (see section 2.1.4). 2.3 Accomodation facilities

The Attica Region and the city of Athens in particular offer a vast variety of high-quality accommodation options This chapter aims to provide an overview of Attica’s accommodation capacity, including hotels and conference spaces. As a top world-class destination for foreign travelers Athens has a highly developed hotel industry, capable of accommodating millions of visitors every year.

2.3.1 Accommodation in Attica

The greater Athens region offers a total of 31,701 rooms in 645 hotels of various categories (including Attica and the Pireaus area). The majority of this infrastructure has been upgraded due to the large renovation projects that took place on the occasion of the Athens 2004 Olympic Games and continue constantly to improve the services and facilities provided. A study commissioned by the Athens Development & Destination Management Agency on Athens’ tourist Sector in the pre and the post Olympic Games eras, shows that the average length of a foreign tourist’s stay in a hotel in Athens is 2.3 days, higher even than other major european capital cities. According to the Hellenic Chamber of Hoteliers, during 2016 the available stock of 4* and 5* hotels in Greece was increased by 14 and 40 hotels respectively, which amounted for each star rating category to an increase of 3.5% and 3%.

2.3.3 Conference Tourism in Greece

Attica is included among the top event and conference destinations in the world. As a modern metropolis, Athens offers unique specialization, significant know-how and long-time experience in providing high quality services that guarantee the success of any event or conference organization. The exceptional conference facilities available in Athens offer the necessary specifications to meet the needs of any event. Such specifications include state- of-the-art technical equipment and audiovisual facilities, translation and catering services and all the necessary amenities that can ensure the exceptional materialization of an event. Conference tourism is a growing industry based on excellence, state-of-the- art infrastructure, up-to-date facilities, exemplary service from skilled professionals, top-notch organization at an exquisite location. Today there are 40 Conference – Exhibition Centers and 89 Hotels with meeting facilities in Athens offering latest technology and high quality services.2 According to International Congress and Convention Association 2016 Meetings Market Report3, Greece ranks 25th worldwide concerning number of meetings (168), with an estimated number of participants reaching 54,936, whereas Athens scores 25th in terms of meetings held in 2016 (79). According to the same organization, Greece presented significant increase during 2016 (compared to 2015), with a 10,5% increase in annual congress organization. Greece ranks 24th among 124 countries in the list of Tourism and Tourism Competitiveness Index (ICAT) presented by the World Economic Forum4. Among Greece’s strongest point are the excellent general hygiene conditions, the general safety the country offers as well as its cultural and historical resources.

3 The existence of adequate education facilities for the children of the Agency staff

The Greek education system provides consistent, high quality education through all levels of the school system. Athens has a great number of international schools as well as Greek schools offering education, in part or in all, in foreign languages that cover all levels of education, from pre-school to secondary education, following international standards. Fourteen (14) schools located in Athens offer the two-year International Baccalaureate (IB) Diploma Programme to students aged 16-19, preparing them university studies all over the world, while thirteen (13) Colleges (private institutes) provide international studies in co-operation with well-known foreign higher education institutions. Undoubtedly, Athens is an attractive city for the families of EMA staff and their children’s smooth adjustment to an exciting yet familiar, from an academic point of view, environment. children.

3.1 International Schools in Athens

Athens has a great number of international schools as well as Greek schools offering education, in part or in all, in foreign languages. These schools cover all levels of education, from pre-school to secondary education, which follow international standards, thus providing an easy transition for EMA’s staff children and families. For the assistance of EMA staff a Liaison Office will be established, which will provide dedicated services, including consultation with regards to schools and studying options in Athens.

4 Appropriate access to labour market, social security and medical care for both children and spouses

The Athens Metropolitan Area offers unhindered access to the best medical care through a wide range of primary health care services, as well as an extensive network of public and private hospitals. Expats working in Greece are entitled to medical treatment and free hospitalization, whereas there is also a great number of international private health insurance companies operating in the city of Athens. A variety of job opportunities in certain booming and English-speaking sectors offer employment opportunities for spouses and partners of EMA’s employees, while numerous international recruitment agencies will also be of great assistance to them.

4.1 Access to labour market, social security and medical care for EMA staff family members

In Greece, EMA employees and their families will enjoy the benefits of the full access to free public healthcare, which in Greece is guaranteed for all residents. Moreover, family members and partners will be granted maximum access to the Greek labour market and social security system, as also foreseen in the relevant TFEU articles and Greek legislation. Furthermore, the Greek Government will provide a Seat/Headquarters’ Agreement for EMA, along the lines of the European Commission Guidelines with standard provision for headquarters agreements of EU decentralised agencies. The Agreement will be signed before the Agency takes up its seat at the new location and will include, inter alia and where necessary, special provisions regarding access to labour market, social security and medical care for both children and spouses/partners of EMA staff.

EU citizens’ spouses and children If children and spouses are EU citizens, they are covered by article 20 (2) of TFEU and they enjoy the right to work either as salaried or non salaried. Regarding social security, every person who works in Greece is covered by social security; in particular with regards to pensions, the Greek law 4387/2016 (article 8, par. 2) stipulates the following: “Specifically in the cases of retirement from own right, the National Pension shall be paid to beneficiaries provided that they permanently and legally reside in Greece for at least fifteen (15) years between their 15th year of age and the year of their age in which they complete the provided age limit for the payment of the pension.” Finally, every person who legally resides in Greece has the right to medical care (law 4368/2016 - article 33). For EU citizens, a free card issued by a national health insurance provider, gives everyone access to state-provided healthcare, during a temporary stay in any of the 28 EU countries, Iceland, Liechtenstein, Norway and Switzerland, under the same conditions and at the same cost (free in some countries) as people insured in those countries.

Third country spouses and children of an EU citizen-employee of EMA

For third country nationals, family members of an EMA employee, the Greek legislation foresees that they can freely reside in Greece and can take up salaried or non salaried employment (article 9 of presidential decree 106/2007). As far as social security and pension rights, the above-mentioned law 4387/2016 (article 8, par. 2) is applicable in this case as well. Finally, for medical care, as mentioned before, every person living legally in Greece has the right to free medical care by virtue of law 4368/2016.

For third country spouses and children of a third country national, employee of EMA In case of a third country member of the family of a third country employee of EMA, law 4251/2014 is applied both for the employees and the members of the family; consequently they can obtain a permit and reside freely in Greece. Therefore, the same rules regarding labour market access, social security and medical care, as mentioned above, are applied in these cases, too.

The Liaison Office, which will provide relocation-related services to EMA staff, will assist them, among other things, in matters of healthcare and social insurance. It will also provide specialized services to spouse and partners regarding job-seeking and their access to the labour market, in collaboration with International Recruitment agencies operating in Greece.

4.2. Greek labour market trends

4.2.1 Labour market trends

After a prolonged and deep recession, the Greek economy started to grow again in late 2016 and is projected to continue growing during the next two years.5 Labour market recovery is widely interpreted as a slow, but sustainable process, which produces greater confidence and less fiscal headwinds, creating in the long term an investment-friendly environment and a stronger cyclical recovery. It is expected that the ongoing and planned structural reforms in the labour market will boost further the economy and will enable an inclusive growth. Until today, Greece has implemented significant labour market reforms focused on tackling unemployment, creating new jobs in priority economic sectors, introducing flexible employment forms, empowering the vocational education and training and strengthening the social safety net. According to the latest report of the National Institute for Labour and Human Resources/ EIEAD (2016, 2nd quarter) the most dynamic economic sectors in Greece are6: Energy sector (29.882 employees, 18,7% growth 2015-2016) Tourism sector (352.000 employees, 5,5% growth 2015-2016) Transport and logistics (181.210 employees, 6,9% growth 2015-2016) Health and social care services (218.436 employees 2,6% growth 2015-2016) Manufacturing (350.128 employees, 5,5% growth 2015-2016) Construction and materials (154.709 employees, 3,5% growth 2015-2016) Looking forward to 2025, the share of the labour force with high level qualifications will rise, whilst the share with medium- or low level qualifications will decrease.7In the health sector, for example, medical doctors and nurses show a dynamic growth (50.272 doctors, 7.7% annual growth and 15.000 nurses 6.9% annual growth).

4.2.2 Sectors and professions attracting expats

There are many sectors with job opportunities available for expats in Athens. Some jobs suitable for expats in Athens are advertised online on sites such as OverseasJobs and JobsInAthens. Given that tourism is one of the most dynamic sectors in Greece, a high percentage of Europeans living in Athens, are employed in the tourist industry. There is a also steady demand for English speakers with a relevant qualification for teaching English as a foreign language. Further to that Athens accommodates numerous global and multinational companies that offer job opportunities to international professionals. Consulting Services: All major consultancies are present in Athens, such as KPMG, PWC, Delloite, Ernst & Young, McKinsey, Boston Consulting, Accenture Banking Sector & Financial Services: Many major banks have a branch in Athens, Greece (e.g. HSBC, Bank of America, Bank of Cyprus, BNP Paribas, Citibank, Credit Suisse, Deutsche Bank, Unicredit, The Royal Bank of Scotland, and many others). Moreover, many international insurance companies have branches in Greece (e.g. ING Group, NN, AXA, Allianz, ERGO, Credit Agricole, etc.) Pharmaceutical Products & Services: Represents one of the most innovative, productive and extrovert sectors of the national economy. Subsidiaries of the largest multinational pharmaceutical companies like Novartis, Boehringer, Bayer, Bristol-Myers, Squibb, GSK, Merck, Pfizer, Sanofi and Novo-Nordisk are operating in Greece. 4.3 The Greek Health Care System

The Greek Health Care System offers universal public health care that covers every personlegally residing in Greece. The main advantages of the National Health System are: the equal provision and financing of Health Services the full coverage of the population the development of health education programs the limited participation in costs8 Greece’s health care system was ranked by the World Health Organization (WHO) as one of the best in the world. Greece's health care was ranked 14th in overall performance of 191 countries surveyed

(above other countries such as Germany and the United Kingdom) and 11th in quality of service in a 2000 report by the WHO.9

The basic characteristics of the National Health System in Greece are: mixed system (its funding comes from insurance contributions and from taxation) primary care is provided by insurers, outpatient clinics, private doctors and health centers secondary care is provided by hospitals the compensation of hospitals is made through tax and social security payments

In Greece there is a total of 283 hospitals, both private and public, most of which are located in the Attica region. These hospitals operate 46,200 beds. International Benchmarks suggest that there is a 18%-28% oversupply of beds in Greece. The first months of 2017 presented a number of interesting developments, including the discussions about a new legislation on Primary Healthcare, the announced figures for healthcare statistics for 2015, which indicate a recovery of expenditure to €14.7b, as well as the demonstrated appetite for business agreements by international investors.10

5.Business continuity

The Greek Authorities are fully committed to guarantee a smooth and speedy transition of EMA and its staff to an excellent and fully operational, new working environment. Greece’s National Organisation for Medicines has been acknowledged for its reliable and efficient cooperation with EMA. Furthermore, Greece has a dynamic pharmaceutical sector, an extensive talent pool of graduates and practicioners in the health sector, a strong, sector-related academic environment and a very activeresearch and innovation environment; all the above offer EMA access to a highly skilled workforce and are important pull-factors for highly qualified staff. Overall, Greece guarantees full business continuity and uninterrupted operation of the Agency during its relocation process to Athens.

5.1 Establishment of dedicated Liaison Office

As aforementioned, the Greek Authorities will establish a Liaison Office well before the relocation of EMA and its staff to Athens, which will serve as a point of contact for EMA’s staff and their families, providing dedicated services in order to ensure their smooth relocation and quick adjustment to Greece. The Liaison Office will provide the following: Assitance with regards to housing, in close collaboration with established real estate agencies, so that EMA’s staff get easily access to high-quality, but also affordable accommodation; Specialized and advanced job searching services for spouses and partners of EMA’s staff, in collaboration with international recruitment agencies operating in Greece; Useful information and support in relation to transactions and procedures to be followed in Banks, Tax Offices, Greek Migration Agency, social security funds and other public Authorities; Tailor-made consulting services with regards to schools for children, private insurance programmes and other important decisions EMA’s staff and families will have to take.

5.2 The Greek National Organisation for Medicines

The National Organization for Medicines of Greece (EOF) was enacted in 1983 and constitutes a public entity of the Ministry of Health and Solidarity. The Organization’s Mission is to assure general well-being in the areas of production, import, and distribution of products in its scope of operation and to ensure public health & safety with regard to the following products: Medicinal products for human use Medicinal products for veterinary use and medicated feeding stuffs Foodstuff intended for particular nutritional used and food supplements Biocides

Medical devices Cosmetics EOF’s vision is to protect people and animal health in a manner which reflects the spirit of all applicable National and International regulatory requirements, making use of innovative technologies and best practices, thus earning and conserving the status of a Reference State. EOF features competent personnel with excellent scientific awareness, skilled in the scope of the Organization; has active participation in the European decision making processes; follows systematic implementation of Quality Management Systems designed in consistence with the requirements of International Standards (ISO 9001, ISO 17020, ISO 17025); provides high technological infrastructure which supports its activities; finally, EOF constantly follows up and aligns with the European and international environment.

5.2.1 Scope and function

The main duties of EOF in the area of medicines are: Assessing the quality, efficacy and safety of medicines (for human and veterinary use) and authorizing their sale in Greece. Inspection and authorization of manufacturers of pharmaceuticals for human and veterinary use. Inspection and authorization of wholesalers of pharmaceuticals for human use. Monitoring and ensuring compliance with statutory obligations relating to medicines through GMP, GDP, GLP, GCP and PV inspections of manufacturers and marketing authorization holders of pharmaceuticals for human and veterinary use taking enforcement action where necessary. Authorizing the import of unlicensed medicines or medicines no longer marketed. Operating post-marketing surveillance for reporting, investigating and monitoring adverse reactions for medicines, and taking any necessary action to safeguard public health. Operating a quality surveillance system to sample and test medicines (pre- and post marketing surveillance). Assessing, authorizing and inspecting clinical trials of medicines. Providing objective and useful information to health scientists, other authorities, and the general public regarding medicines (for human or veterinary use) and other products, in order to ensure their rational use. EOF embraces a proactive posture in relation to the health of people and animals, and adheres to the spirit of all applicable National and International regulatory requirements. The Organization is committed to the continuous improvement of its processes and operating procedures, while preparing for future challenges; Integrity and commitment are the cornerstones of its pursuit to preserve customers’ trust.

5.2.2 Structure & Operation

EOF is administered by a Management Board. Its organizational structure is defined by Presidential Decree 142/89 and is comprised by 9 Divisions. EOF currently employees 173 professionals, including: pharmacists, chemists, physicians, biologists and veterinarians, engineers and technicall professionals, information scientists, and administrative staff. Further to the above, EOF cooperates with a pool of external experts (health related professionals of various specialties). Also, EOF participates with representatives in all EU committees and working groups. Legislative power of EOF provides for Scientific Board of approvals and Scientific Committees: Pharmacovigilance Committees (for human and vets) Pharmacopoeia Committee: drafts the Hellenic Pharmacopoeia National Formulary Committee: drafts the National Formulary for human and veterinary medicinal products Second Degree Scientific Board: examines referrals, etc Finally, EOF is assisted in its work by its subsidiaries: The Institute of Medicinal Research and technology (IFET) SA : Assists EOF in performing statistical and economicmetric analyses, research program studies and organization and computerization applications. IFET has undertaken the distribution of products under EOF authority in order to cover permanent or extraordinary product shortages in the Greek market. Research Center of Biological Materials (EKAPTY) SA: Is responsible for certification, quality control, and research regarding medical devices. This organization is a Notified Body since 1997 5.2.3 Contribution to the Network

EOF budges annually and actively participates in the EU regulatory network through committees and working parties and through participation in EU procedures, in line with the expertise and resources of the Agency. The Agency is represented by the respective nominated members (mostly by staff members and in some cases by external experts) in a number of Committees/ Groups/ WPs, including: CHMP/CVMP, PRAC, CMDh/v, COMP, HMPC, PDCO, CAT, CTFG, Pharmaceutical Standing Committee, Pharmaceutical Committee, NtA, QWP, SWP, QRD, Pharmacokinetics WP, Infectious Diseases WP, Biologics WP, Blood products WP, Homeopathics WG, PhV IWG, GCP Inspection WG, GMDP IWG, EMA GLP WG, EDQM, HMA WGs Compliance group, HMA WGEO, HMA/EMA Joint Audit Programme (JAP) for GMP inspectorates, ΒΕΜΑ (Benchmarking of European Medicines Agencies), Expert Group on Safety Features. Commission, European Pharmacopoeia Group of Experts, EDQM MRP/DCP testing network, EMA/EDQM CAP Testing network, OCABR network, EDQM scientific ad hoc groups (e.g. Working group on reference standards). EOF also collaborates with a number of Agencies and Organizations outside the EU for various activities, including: Pharmaceutical Inspection Co-operation Scheme (PIC/S), PIC/S Expert Circle Meeting on Human Blood, Tissues, Cells and ATMPs, WHO meetings, FDA audits. At CHMP the Agency has acted as Rapporteur/CoRapporteur in a number of procedures. Rapporteurships are taken up according to the resources available, both for centralized procedures and work-sharing. This depends on the human resources and the expertise in the different areas. Bidding is done in line for products where the Agency has internal expertise and availability. The co-Chairperson of HMPC was for several years an Agency’s representative with a very active role in compiling monographs for herbal medicinal products. The Agency has created a well-functioning collaborative network among other national regulatory authorities concerning GMP, GLP and GDP Inspections in order to ensure equivalence, compliance and harmonization through common legislation and procedures for the supervision of manufacturers of medicinal products. In relation to the falsified Medicines Directive, the Agency contributes to the Network through its participation in the Commission and EMA Working Groups. Through the Inspectorate, the Agency shares information related to the identification of suppliers and suppliers sites to prevent illegal distribution of medicines, by communicating findings and sharing reports via official channels. Regulatory actions are also communicated to EU authorities through the Rapid Alert System, consistent with the requirements of a documented Standard Operating Procedure (DEP 285: Rapid Alerts) and EudraGMDP (suspension or recalls of GMP, GDP certificates according to procedures described in the Compilation of Community Procedures). The communications may include official letters, e-mails, and/or telephone communications. The EudraGMP database is continuously updated with information relating to inspection findings and GMP status. GMP certificates, manufacturing authorization suspension/withdrawal procedures/mechanisms are available and a list of suspended/withdrawn authorizations/GMP certificates is maintained. Performance standards for the transmission of two-way alert and management of crisis system are established and are followed. Finally, the Agency participates in Joint Assessments of Notified Bodies designated under the medical devices Directives (National Expert).
