Oleh MAHDI MUHAMMAD Jakarta, Kompas – Pemerintah Rusia menyatakan dukungan terhadap upaya ASEAN mengakhiri krisis di Myanmar. Lima butir konsensus anggota ASEAN yang dihasilkan pada pertemuan para pemimpin ASEAN di Jakarta, 24 April 2021, akan dipromosikan Rusia kepada pemimpin junta militer Myanmar, Jenderal Min Aung Hlaing. Demikian disampaikan Menteri Luar Negeri Rusia Sergei Lavrov seusai bertemu Menlu Retno Marsudi di Jakarta, Selasa (6/7/2021). Lavrov tiba di Jakarta dalam rangkaian kunjungan empat hari ke wilayah Asia Tenggara. Sebelum ke Jakarta, dia berkunjung ke Brunei Darussalam dan bertemu Sultan Hasanal Bolkiah, Ketua ASEAN tahun ini. “Kami menekankan dukungan yang kuat pada lima prinsip (konsensus) ASEAN. Dalam konteks Myanmar, kami akan mempromosikan posisi ASEAN ini kepada pemimpin, panglima militer Myanmar,” kata Lavrov. Dia mengatakan, pemerintah Rusia memiliki pandangan dan pemahaman bahwa lima konsensus yang dihasilkan para pemimpin ASEAN merupakan fondasi untuk menyelesaikan permasalahan dan membawa situasi di Myanmar kembali normal. “Kami menyampaikan kepada kolega kami, Menteri Luar Negeri RI, tentang pesan kami kepada Naypidaw bahwa sikap kami sejalan dengan prinsip-prinsip yang dikemukakan atau disampaikan oleh ASEAN,” kata Lavrov. Kemarin kedua menlu menjadi ketua bersama dalam pertemuan khusus para menlu ASEAN dan Rusia. Pertemuan khusus digelar untuk memperingati 25 tahun Kemitraan ASEAN-Rusia. Peran Rusia untuk membantu ASEAN memadamkan konflik di Myanmar yang kini mulai bergeser menjadi perang saudara dinilai sangat penting. Rusia mendukung keberadaan junta militer dan merupakan pemasok senjata utama bagi militer Myanmar. Saat Majelis Umum Perserikatan Bangsa-Bangsa mengadakan pemungutan suara untuk mengecam kudeta oleh militer Myanmar, Rusia dan China, mitra dialog ASEAN, memilih bersikap abstain. Pada akhir Juni lalu, Kementerian Pertahanan Rusia mengundang pemimpin junta militer Myanmar untuk hadir di konferensi keamanan internasional yang berlangsung di Mokswa. Harapan terhadap peran Rusia yang lebih signifikan untuk bekerja sama dengan ASEAN dalam upaya menangani krisis di Myanmar akibat kudeta disampaikan secara langsung oleh Menlu Retno Marsudi kepada Lavrov. Retno, dalam pernyataannya mengatakan, sangatlah penting bagi para pihak untuk menindaklanjuti lima konsensus yang telah disepakati pada pertemuan pemimpin ASEAN, akhir April lalu, terutama komitmen dari Militer Myanmar yang dikendalikan Hlaing. “Saya kembali menekankan pentingnya menindaklanjuti lima poin konsensus. Diperlukan komitmen militer Myanmar untuk bekerja sama dengan negara anggota ASEAN lainnya melaksanakan konsensus tersebut,” kata Retno. Dia berharap Rusia, sebagai mitra ASEAN dan secara khusus mitra junta militer Myanmar, mendukung implementasi lima konsensus tersebut. Mengambang Penerapan lima konsensus itu sendiri dinilai banyak pihak mengambang. Junta militer menetapkan syarat untuk bisa menerapkan secara penuh lima konsensus ASEAN itu, yaitu level keamanan dan stabilitas tertentu telah tercapai. Termasuk di dalamnya soal keberadaan utusan khusus ASEAN. Dikutip dari kantor berita Kyodo, hingga saat ini masih belum ada kesepakatan diantara negara-negara ASEAN tentang siapa yang akan diminta menjadi utusan khusus. Tiga nama yang mencuat sebagai calon utusan khusus, yaitu Viraksadi Futrakul, mantan Wakil Menlu Thailand dan seorang diplomat veteran; Nur Hassan Wirajuda, mantan Menlu RI; dan yang terakhir adalah Razali Ismail, mantan Utusan Khusus PBB untuk Myanmar di tahun 2000-an. Junta militer Myanmar tampaknya lebih condong untuk memilih Futrakul, mantan Wamenlu Thailand. Selain kedekatan hubungan antara pemimpin junta, Jenderal Hlaing dengan Perdana Menteri Thailand Prayuth Chan-ocha, mereka juga ingin meniru sistem pemerintahan yang memberi kelonggaran dan keleluasaan bagi militer untuk memerintah. Pengadaan Vaksin Selain membahas soal Myanmar, pertemuan kedua menlu itu juga membahas hubungan bilateral antara Indonesia-Rusia serta kerja sama yang lebih luas, antara ASEAN dan Rusia. Retno, dalam pertemuan tersebut, mendorong Rusia untuk mendukung pemenuhan kebutuhan vaksin di kawasan melalui doses-sharing dan memprioritaskan negara ASEAN sebagai penerima vaksin Rusia, Sputnik-V, yang telah digunakan beberapa negara untuk menghadang laju infeksi Covid-19. Retno juga menyatakan, tidak menutup kemungkinan Rusia dan ASEAN melakukan produksi bersama vaksin tersebut dengan negara-negara anggota. Badan Pengkajian Obat dan Makanan (BPOM) RI, kata Retno, beberapa waktu lalu telah meninjau fasilitas produksi vaksin Sputnik-V di Rusia. Walau begitu, hingga kini, masih belum ada kejelasan apakah vaksin tersebut bisa digunakan oleh warga ASEAN. Di bidang perdagangan dan investasi, Indonesia dan Rusia menargetkan nilai 5 miliar dollar AS pada tahun 2020. Target itu belum tercapai karena pandemi Covid-19 melanda dunia. Guna mendongkrak pencapaian, lanjut Retno, kedua negara sepakat memaksimalkan kelompok kerja sektor prioritas, yakni pertanian, perikanan dan kelautan, serta finalisasi dokumen kerja sama ekonomi yang belum selesai. Sementara di bidang keamanan, Retno menekankan pentingnya kerja sama bidang keamanan siber. Indonesia juga menghargai dukungan Rusia bagi kerja sama kawasan Indo-Pasifik..

Against this background, this article explores the role of Indonesia in ASEAN under a new and inward-looking president. How Indonesia should take significant presence in ASEAN under Jokowi’s “down to earth diplomacy”? What are the most likely challenges for Indonesia in dealing with ASEAN that would arise under this new situation? This article suggests that Jokowi’s administration should take careful action in defining pro-people diplomacy in order to avoid signaling a wrong message to other ASEAN members, otherwise the Jokowi’s new paradigm will easily misunderstood in the region. Sejak pertama kali Cina merilis klaim nine dash line pada tahun 1993 hingga insiden di perairan Natuna pada tahun 2016, Cina berperilaku ambigu terhadap Indonesia, di mana Cina bersikeras menyebut kedua negara memiliki tumpang tindih kepentingan di perairan Natuna. Namun di sisi lain Cina selalu berhati-hati dalam merespon Indonesia terkait sengketa ini dan menyatakan mengakui kedaulatan Indonesia atas kepulauan Natuna. Terkait hal ini, meski sudah banyak penelitian mengenai kebijakan Cina terhadap Indonesia, namun hanya sedikit kajian yang menulis secara spesifik mengenai persepsi Cina terhadap Indonesia dalam sengketa LCS. Dengan menggunakan pendekatan teori image, tulisan ini berusaha mencari tahu tentang bagaimana citra Indonesia di mata Cina, yang kemudian membentuk persepsi Cina atas Indonesia dalam isu sengketa LCS. Argumen utama dalam tulisan ini yaitu image atau stereotip yang ditangkap Cina dari Indonesia, adalah ally image, dimana Indonesia dipandang sebagai aktor yang dapat bekerja sama, serta memiliki kapabilitas dan dimensi kultural yang setara.     IRSEA Briefing July 21, 2021 Indonesia’s Role as the G20 Sherpa for 2022: An Ambassador’s Take As Indonesia will assume the Sherpa track (Chairmanship) of the G20 for 2022, benefiting of the full support of the G20 countries, President Joko Widodo has created a National Commission to steer the organisation of the Summit, themed “Recover Together, Recover Stronger”. The Indonesian Coordinating Minister for Economy, Airlangga Hartanto, newly appointed by President Widodo as the Chair of the G20 Sherpa Track (virtually the agenda-setter of the Summit), stated that “The global pandemic of COVID-19 has made this forum face more complex challenges, and [I] expect that Indonesia will lead strategic measures to tackle the pandemic's impacts." As the Indonesian Foreign Minister, Retno Marsudi, put it, Indonesia “will build consensus to become a bridge builder and ensure that the interests of developing countries are reflected in G-20 decisions. The tripartite ownership of STINGS (Society, Technology and Innovation Network Groningen for Sustainability) ranks as an audacious endeavor. GSG, the Science and Society Group (FWN) and the Ubbo Emmius Fund have in togetherness pushed forward the results in the Edulink project, the ERAFRICA project, and the desertification project. Under the larger umbrella of sustainable society new initiatives are taken, such as the potato project (NWO) as well as the creation of a business model for long term (self-sustainable) summer school projects in Mozambique on (bio)technology and innovation in Africa.

Marsudi Minister for Foreign Affairs of the Republic of Indonesia On the Occasion of the 53rd ASEAN Day Online Celebration 8 August 2020 ------------------------------------------- Excellencies, ASEAN Colleagues, Secretary General of ASEAN, Dato’ Lim Jock Hoi Dear friends, The late Indonesian Foreign Minister, Ali Alatas once said there were too many skeptics who predicted the collapse of ASEAN. The skeptics believe that the wide divergence of views among us made it difficult for ASEAN to survive the tests of time. Yet here we are standing ever stronger and forging even deeper relation 53 years after the Bangkok Declaration. In 1967, our founders envisioned that in the face of “common problem we need to further strengthen the bond of regional solidarity and cooperation”. Indeed the COVID-19 pandemic has put the ASEAN values of solidarity and cooperation to the test. But since the start of the outbreak, ASEAN has been quick to respond from sharing information to facilitating repatriation of citizen; from keeping trade moving, to helping those who are in need. Support from our external partners is also essential in building our regional health resilience and preparedness. This crisis has shown that being inward looking is not an option. Cooperation and collaboration are central to ASEAN response to the COVID-19 pandemic and beyond. Colleagues, The road ahead is not getting any easier. COVID-19 will leave profound impacts to the world as we know it. Global economy is suffering. The threat of virus infection showed no signs of slowing. All of these, while rivalries between great powers are intensifying.
