We are pleased to present you with the Annual Education Report (AER) which provides key information on the 2016-17 educational progress for the Saginaw High School. The AER addresses the complex reporting information required by federal and state laws. The school’s report contains information about student assessment, accountability, and teacher quality. For the 2016-17 school year, schools were identified using new definitions and labels as required in the Every Student Succeeds Act (ESSA). A Targeted Support and Improvement (TSI) school is one that has at least one underperforming student subgroup. An Additional Targeted Support (ATS) school is one that has three or more underperforming student subgroups. A Comprehensive Support and Improvement (CSI) school is one whose performance is in the lowest 5% of all schools in the state. Some schools are not identified with any of these labels. In these cases, no label is given.

Our school was identified as a “COMPREHENSIVE SUPPORT AND INTERVENTION” SCHOOL.

Saginaw High School was identified as a Partnership School, as of April 2017. The school signed the Partnership Agreement with Michigan Department of Education, the Saginaw Intermediate School District and other community partners. A copy of the agreement can be found on the Saginaw High School web page. The agreement will be carried out, as planned following the CSI identification. MDE monitors the implementation quarterly, as well as at 9 months, and 18 months.

State law requires that we also report additional information.

Students are assigned by boundary area in the City of Saginaw. We also accept students, as part of the Schools of Choice process. Students attend Saginaw from the other boundary areas in the district, as well as other school districts in the county ISD area. School attendance boundaries are set by the SPSD Board of Education. Enrollment requests are considered in accordance with the following:

Saginaw High School (SHS) is a comprehensive high school with an enrollment of 612 students with grades 9-12. Roughly 98% of the student population is African American, 1% Hispanic and 1% Caucasian, which is reflective of the surrounding community. It is located in Saginaw, Michigan a small city of approximately 50,000 people whose economy depends heavily upon the manufacturing and healthcare industries. Saginaw High School has been challenged, like others within the State in urban settings, with a declining enrollment and budgeting shortfalls due to recent changes in Michigan's economic structure and consequently the state's population.

Increases have been made in the areas of reading, writing and social studies. Saginaw, in general and Saginaw High School specifically, have challenges similar to those of a large urban setting, for example, 77% of students qualify for free and reduced lunch, 20% are students with disabilities, as well as students that would qualify for at-risk supports as defined by the State of Michigan's Section 31a program. Saginaw High School has continued with its administration team with Janice Davis as the principal and Sandra Robinson as the assistant principal. SHS has three elective teachers on half-time schedules. Presently, SHS has a staff of 34, which consists of general education teachers, special education teachers, counselors, and a social worker. Two staff members are probationary with five having less than five years of teaching experience or 14% of the staff. Sixteen percent of the staff has between 6 and 10 years of teaching experience with seventy percent of the staff having over 10 years of teaching experience.

The Michigan School Code requires every local school district to establish a core curriculum and an aligned instructional program. Teachers, instructional coaches and administrators have collaborated to address core curriculum requirements by creating overarching questions and essential learning expectations for students, along with assessments and resources for four core content areas (English, Social Studies, Science and Math). SPSD obtains the curriculum from the Michigan Association of Intermediate School Administrators (MAISA), which provides college and career readiness units and resources that are aligned with the Michigan standards.

Saginaw High has Parent Teacher Conferences each semester. For the 2016-17 school year, we had 57% of the parents of students in attendance. The Parent Teacher Student Association meets monthly at the school to discuss events and issues affecting the school community. In addition, we have Title I parent meetings to provide supplemental supports to families at Saginaw High.

We are continuously working on the improvement of Saginaw High School students’ achievement. We are making progress toward ensuring that all students are academically proficient, lifelong learners as well as college and career ready. We have embarked on a plan for improving instruction and maintaining a culture of learning for our school.

Additional Points of Pride for 2016-17 include:

● Nathaniel B. McClain, Superintendent of Saginaw Public Schools, was named the 2017 Honor Alumna for Saginaw High School during the National Honor Society induction ceremony.

● Aniya Pollard was named Saginaw High School's 2017 Turnaround Award Winner!

● Thomas Neering was named the Teacher of the Year for Saginaw High School for 2017. The Saginaw Valley League Athletes of the year were seniors Dy’Min Cannon and Henry Speight.

● Saginaw High School's 2016 Stand Up Students included 50 students from grades 9-12. Of the students honored, 5 Senior Stand Up Students received scholarships a $500 scholarship.

● Dow Day of Service - 40 Dow employees committed a day of service to Saginaw High School juniors and seniors. The focus for this year was on Life After High School and STEM activities. Students enjoyed the mentoring received from the Dow employees, as they shared their personal journey to career success.

● Saginaw High School Boys Varsity team won the MHSAA Regional Championship

● The Robotics Program was restarted at Saginaw High School. T-Robot #4382 participated in several events around the State of Michigan. The team continues to rebuild the program for our students.

● Saginaw High School seniors earned $4,153,808 in scholarship and institutional aid dollars.
