    1950s The 1950s were a period of huge change for Hong Kong. The end of Japanese occupation, the establishment of the People’s Republic of China, the U.S. and U.N. trade embargoes on China and a mass influx of Mainland immigrants bringing low-cost labour to the city, shaped much of Hong Kong’s social and economic landscape during this decade. Coupled with ambitious infrastructure plans and investment-friendly policies, Hong Kong laid the foundations that, over the coming decades, were to create one of the world’s greatest trading hubs. It was during this time that Dragages was awarded the contract to construct what was to become an internationally recognised Hong Kong icon: the runway jutting out into Victoria Harbour for Kai Tak Airport. Other major projects soon followed, including the Shek Pik and Plover Cove Reservoirs, which became essential lifelines providing fresh water to Hong Kong’s rapidly growing population. For Dragages, it was a decade which was to establish its credentials as a leading partner in Hong Kong’s modernisation for the next 50 years. = = 1955 – 1958 Kai Tak Airport Runway Demand for marine expertise brings Dragages to Hong Kong Increasing demand for air travel combined with the growth in airplane size led the Hong Kong Government to plan the reconstruction and extension of the existing Kai Tak runway. By extending the runway two kilometres into Victoria Harbour, Hong Kong was the first city in the world to attempt such an ambitious project. The challenges of the project, requiring extensive dredging and more than 120 hectares of reclamation, called for a construction company with strong marine and dredging experience.

The first paper - the Total Economic Value, considers how we should manage and maximise both the priced and un-priced values of the harbour. The second paper - a Contingent Valuation study examines the value of improved planning and development of Victoria Harbour. Over the last two years, HBF has highlighted how other countries from Toronto to Singapore, are breathing life into their waterfront developments. Closer to home, HBF is pleased to highlight Tsing Yi’s promenade as a good example of a vibrant and accessible harbour-front in Hong Kong. Tsing Yi’s wide, extensive promenade is very popular and is a joy to walk down. This promenade has been designed with exercise in mind and there is a special jogging track, areas for tai chi, as well as shaded trees to keep you cool. All along are prettily planted Bougainvillea and benches to enjoy the view, plus many children parks and lots of people happily fishing. The whole promenade is about 3-4 km long and so you can get a good walk in. The only improvements we can suggest is that there should be more than 1 restaurant with outside seating, more outdoor cafes and some beverage and snack kiosks.

Nine container terminals, comprising a total of 24 berths which line the east and west sides of the channel, are collectively referred to as the Kwai Tsing Container Port (KTCP), and the waterway within the KTCP is referred to as the Kwai Tsing Container Basin (KTCB). Access for ocean-going container vessels between the KTCB and the main shipping lanes is along the section of the Northern Fairway to the south of Tsing Yi, the Western Fairway and the East Lamma Traffic Separation Scheme (ELTSS). Developments within the container shipping industry have seen the introduction of ultra-large container ships (ULCS) to the main intercontinental shipping routes. These vessels have a maximum draft of 15.5m. The current average seabed level within the KTCB is approximately -15.6mCD, while depths in parts of the approaches to the KTCB are shallower. Therefore, it is proposed under this Project to deepen the seabed level of the KTCB and its marine access route to provide adequate depth of water to enable the new generation of ULCS to call at the KTCP. The Project layout is shown in Figure 2.1 . The Project’s objective is to lower the seabed in the KTCB and its access fairways and channels so as to maintain an adequate clearance for ULCS at all times.
