The Working Class Perspective The histories of the welfare state have hitherto, on the whole, been written from above. Their searching eye has been firmly fixed on governments and Civil servants, and mainly with a view to looking into what the latter have contributed to the development of what from today's perspective appears to be the main feature of the welfare state, social insurance and large-scale income maintenance programmes. The best of these works embody an impressive scholarship, combining meticulous with imagination and subtlety.1 But their approach tends to preclude from the outset a full understanding of the emergent reality of the welfare state. After all, the latter arose as form of dealing with what was once called "the working and dangerous classes". -

Preface In September 1998, I was commissioned by the Norwegian Ministry of Foreign Affairs to carry out a preliminary study looking into Norway’s role in the Middle East. According to the agreement with the Ministry, the study should focus on the years prior to 1993 and examine whether Norway’s political past in the Middle East – and, not least, the mediating and confidence-building efforts of Norwegians prior to the opening of the secret Oslo Back Channel – had had any influence on the process that followed. The study should also try to answer the question ‘Why Norway?’ – that is, what had made Norway, of all countries, suitable for such an extraordinary task? The work on the study started on 15 September 1998. The date of submission was stipulated as 15 April 2000. This was achieved. The following report is based on recently declassified and partly still classified documents (to which I was granted access) at the Norwegian Ministry of Foreign Affairs, the verbatim records of the Parliamentary Foreign Affairs Committee, records of government proceedings and the Norwegian Parliament, Labour Party Archives, documents from the US State Department and the Socialist International – to mention the most important. -

Swedish Disarmament Policy During the Cold War
Swedish Disarmament Policy during the Cold War Conference Report, 26 November 2012, Stockholm, Sweden Editors: Thomas Jonter, Professor of International Relations, and Emma Rosengren, PhD Candidate, Department of Economic History, Stockholm University Foreword Ever since Sweden got engaged in the process leading up to the creation of the Nuclear Non-Proliferation Treaty (NPT) in 1968, Sweden has been an important player in the international game of disarmament. With committed politicians, skilled diplomats, technical competence and high ambitions, Sweden has become known as an important contributor in international disarmament and arms control efforts. Still, little academic attention has been paid to this field of research. Therefore, the Department of Economic History at Stockholm University invited academics, diplomats and civil society representatives to a conference in 2011, to initiate a broader research project on Sweden’s engagement in international disarmament diplomacy during the cold war. The issue of Swedish disarmament involvement needs to be further explored. Therefore, the Department of Economic History, in cooperation with the Swedish Physicians against Nuclear Weapons, the Swedish Affiliate of the International Physicians for the Prevention of Nuclear War (IPPNW), held a second conference on the 26th of November 2012, this time addressing academics. The Swedish Physicians against Nuclear Weapons funded the conference. The conference served to lay the basis for a joint research project on Swedish disarmament policy and included presentations on three themes: Historical; Theoretical; and Comparative perspectives on disarmament. Dr. Hans Blix, Director- General Emeritus of the IAEA and the Executive Chairman of the UN Monitoring, Verification and Inspection Commission (UNMOVIC) for Iraq between 2000 and 2003, and chair of the Weapons of Mass Destruction Commission (WMDC) and Robert Kelley, Associate Senior Researcher at SIPRI and former Director of nuclear inspections in Iraq, 1992 and 2001, also addressed the conference with keynote speeches. -

Jakob Gustavsson Lund Political Studies 105 THE POLITICS OF FOREIGN POLICY CHANGE EXPLAINING THE SWEDISH REORIENTATION ON EC MEMBERSHIP THE POLITICS OF FOREIGN POLICY CHANGE Explaining the Swedish Reorientation on EC Membership THE POLITICS OF FOREIGN POLICY CHANGE The 1990s has been characterized by profound changes in world affairs. While numerous states have chosen to redirect their foreign policy orientations, political scientists have been slow to study how such processes take place. Drawing on the limited earlier research that does exist in this field, this study presents an alternative explanatory model of foreign policy change, arguing that a new policy is adopted when changes in fundamental structural conditions coincide with strategic political agency, and a crisis of some kind. The model is applied to the Swedish government’s decision in October 1990 to restructure its relationship to the West European integra- tion process and advocate an application for EC membership. As such it constitutes the first in-depth study of what is perhaps the most important political decision in Swedish postwar history. The author provides a thorough examination of the prevailing political and economic conditions, as well as an insightful analysis of the government’s internal decision-making process, emphasizing in particular the strategic behavior of Prime Minister Ingvar Carlsson.
