They shall extend to the whole of the State of Rajasthan except the Abu area.     THE INDIAN POLICE SYSTEM AND INTERNAL CONFLICTS by F.E.C. Gregory India presents the student of police systems with many interesting features for analysis. The country is vast, the population is large and diverse in race, religion and language. Moreover, as a developing country, India has the ever-present problem of inadequate resources to cope with all the political, economic and racial problems. Therefore, India presents a picture of a society where the potential for internal conflict is ever-present. D.H. Bayley has suggested, ". that the tenuousness of social peace in India is one of the foremost factors conditioning police activity."1 He further argues that, "Were it not for the prevalence of violence, there would be no reason to maintain from two-fifths to one-half of all police as quasi soldiers not engaged in ordinary police work but saved for law and order operations."2 This article will examine aspects of the post-independence development of the Indian police system. The discussion of the police system will be related to general political, economic and social developments, it will also be related to recent internal conflicts that have brought the Indian police into the news in the West with headlines such as: "Desai disbands police to quell mutiny" {Daily Telegraph, 27 June 1979); "Mrs. Gandhi accuses police in Assam" {The Times, 2 July 1980) and "Bihar police strike threat" {The Times, 4 Dec. 1980). The particular aspects of policing in India that will be considered are the legacy of the imperial police service, the impact of modernization in India, and the growth of centrally organized police forces.

While citizens are allowed to peacefully assemble, however, protests and demonstrations sometimes take a violent turn; recent examples are the Jat protests in Haryana and the Kashmir unrest following the death of militant leader Burhan Wani, which both happened in 2016. During such occasions, it is the prerogative of the Indian state to deal with the violent civil protests in a manner that ensures public order and protects citizens from harm. This paper discusses the use of force by security officials during periods of violent civil unrest and seeks to understand the ways and means of dealing with such protests in the country. CHRI, July 2005 Maja Daruwala, G.P Joshi, Mandeep Tiwana Police Reforms too Important to Neglect too Urgent to Delay Introduction Any discussion on police reform in India eventually gravitates towards the demand for replacing the Police Act of 1861 with legislation that is more in keeping with the times and prevailing democratic values. The Police Act, 1861 was legislated by the British in the aftermath of the Mutiny of 1857 or the First War of Independence. The British, naturally at that time wanted to establish a police force that would suit the purpose of crushing dissent and any movement for self government. This Act continues to this day in most states of India despite far reaching changes in governance and India’s transition from being a colonised nation to a sovereign republic. The government and its police today are obliged to respect political diversity and guarantee a climate of peace in which people feel secure in the exercise of their rights and the protection of their freedoms. Because these sentiments are not reflected in the legislation governing the police, it has contributed to the police remaining outside the loop of prevailing democratic values. It is also the primary reason for the police being perceived by many as the handmaiden of the political elite rather than as an organisation that provides essential services through ensuring peace and security to the people.
