HIPSWELL PARISH COUNCIL Meeting of Hipswell Parish Council held on Monday 8th May 2017 in Hipswell Village Hall following the Annual Parish Meeting and the Annual Parish Council Meeting Parish Councillors: Coun K Mendham (Chairman), Coun D Metcalfe, Coun A Metcalfe, Coun J Burbridge, Coun S Mendham and Coun A Munro County Councillor: C/Coun H Grant District Councillor: D/Coun P Cullen Police: PC Sean Godfrey Clerk: Mrs. Christine Stedman

1. (05.17) Public speaking time There were no members of the public present. 2. (05.17) Apologies Coun S Todd and Coun L Grose 3. (05.17) Declaration of Interest There were no declarations of interest. 4. (05.17) Approval of minutes from March Meeting The minutes were proposed by Coun K Mendham, seconded by Coun A Metcalfe with all in agreement. 5. (05.17) Matters arising There were no matters arising 6. (05.17) Traffic Management Coun D Metcalfe stated that he was very dissatisfied with the length of time it is taking regarding the work being carried out at the White Shops. 7. (05.17) Police Matters Crime From 1st April 2016 to 31st March 2017 there were 195 crimes reported in Hipswell Ward. For the same period in 2015/16 there were 158 crimes reported in the ward. Breakdown is as follows:

Anti-Social Behaviour (ASB) From 1st April 2016 to 31st March 2017 there were 151 incidents reported in Hipswell Ward. For the same period in 2015/16 there were 175 incidents reported. Road Related Incidents These incidents include Drink/Drug Driving and vehicle seizures for documentation offences. From 1st April 2016 to 31st March 2017 there were 96 road related incidents in Hipswell Ward. For the same period in 2015/16 there were 83 incidents reported. Project Servator This is a new initiative which although North Police led, it involves the whole community at . Project Servator will deploy uniformed and plain clothed officers with specially trained officers together with other resources such as police dog units and Road Policing Group. They will be highly visible and the location, dates and times of the deployments is unpredictable as will be the number of officers and other resources. The aim is to deter, detect and disrupt criminal activity and those with hostile intent. In addition, they will strive to reassure communities and get them ‘on side’ and report all suspicious activity. This is being fully supported by the army at Catterick Garrison and we hope that it will by all other agencies in the area. Army Liaison This is ongoing with good liaison being carried out with Garrison Headquarters and Unit Welfare Officers of all regiments. Police attend regimental functions and coffee mornings in order to promote community reassurance and crime reduction. Road Safety Presentations have been offered to regiments. (1)

7. (05.17) Police Matters cont. School Liaison This is ongoing with primary schools in the parish and Risedale College. Presentations are being given on Consequences, Peer Pressure, ASB, Techniques to Say No and Internet/Cyber Safety. Risedale is actively seeking to enhance its community links and further integrate the school into the community. The Headteacher is open to all ideas and suggestions in doing this. are setting up Police Cadet Schemes in the county and planning is moving forward for setting up a group in Catterick Garrison. The Headteacher at Risedale has made the school available for the cadet scheme. Safer Homes Project In order to decrease the risk of house burglaries, electronic equipment is available from the police that makes a house look ‘lived in’ whilst occupants are away from their home. The equipment will be loaned out with priority being given to people who are away from their home for a period of time (holiday, deployment etc.) and people who have been victims of a house burglary previously. North Yorkshire Community Messaging This is a free system that allows people to receive the latest crime notifications and community news in their neighbourhoods. (05.17) County matters C/Coun Grant reported the following to the parish council: There has been little in terms of meetings at County Hall. C/Coun Grant has been re-elected as the County Councillor for the next 4 years and looks forward to serving the community. C/Coun Grant is awaiting confirmation of which committees she will be sitting on at County. The double yellow lining is due to take place shortly she is informed and will be pursuing this with Area 1 as a matter of urgency. At the LGA (London) she has been allocated a full board place on People and Places Programme Board. Coun D Metcalfe asked if C/Coun Grant would take up with Highways the matter of the grass verge by the new build at Anvil House which the builders had left in an unsatisfactory state and needed to be put back to the original state. The Garrison Area Partnership Meeting will be held on 31st May – venue to be confirmed. 9. (05.17) District matters D/Coun Cullen stated that there had been no meetings held by the RDC recently but he brought along to the meeting a feedback report regarding the Corporate Peer Challenge which had been held in November 2016. There will be a follow-up visit made within the next 2 years and another review will be commissioned before 2021. The chairman commented that the fly tipping was still happening and D/Coun Cullen said he would get in touch with the Environmental Health Dept. regarding this. Also, she asked about the re-cycling of cardboard as she had seen some black bins locally which contained cardboard. D/Coun Cullen said that it was very difficult to stop this as to date no process to re-cycle cardboard was available other than at the various places throughout the area and not a part of the regular fortnightly collections. Coun D Metcalfe asked whether D/Coun Cullen would ask for the dog warden to visit the playing field between 5 and 7pm as at the moment this is being used to walk dogs despite the notice at the gate stating no dogs allowed. He pointed out that this is a playing field used by children and should not be used to exercise dogs. Coun D Metcalfe asked if D/Coun Cullen would ask the RDC to trim back the branches and the grass verge in the snicket leading from Wandesford Grove.

9. (05.17) District Matters cont. D/Coun Grose, although not at the meeting had emailed the clerk asking about the possibility of a litter pick in the parish starting with Coronation Park. It was felt that this could be an issue with Health and Safety and also was pointed out that Coronation Park is part of Scotton Parish but is actually looked after by MOD. 10. (05.17) Burial Board Matters Coun D Metcalfe informed the parish council that the Burial Board were to fell an ash tree within the cemetery site also they are arranging to have the other two trees pruned at the same time. Coun A Metcalfe is now doing the litter picking on her own as the person who used to help is ill. 11. (05.17) Risk assessment – completion of monthly form The monthly form was duly completed. 12. (05.17) Water running down Hall Lane Coun D Metcalfe reported that the water draining through the wall at the side of the Village Green was still gathering on the Lane and in the winter, could prove to be very hazardous if it froze. C/Coun Grant would speak to Highways and arrange a meeting with Coun D Metcalfe and any other councillors who wished to attend to address this concern. 13. (05.17) Cleaning and Re-marking of the Tennis Court The chairman had received a letter from a resident, which she had passed to the clerk, the letter asking if the parish council could arrange for the Tennis Court to be re-marked as it is very popular with people from the area. The clerk had contacted Richmond Tennis Club to ask for any contacts that they might have who could carry out this work. The one lead she had received she followed up and had obtained a price of around £1600 plus VAT. This was felt to be a bit high and the clerk was asked to contact Richmond School, Darlington Borough Council and North Yorkshire County Council to ask if any of them had a local contact which could be a little cheaper. In the meantime, she had contacted the grass cutter who would clean and tidy the court for £40. Until further enquiries could be made the clerk was asked to accept the price of £40 and have the court tidied. 14. (03.17) Planning Ref: 17/00170/FULL Full planning permission for the refurbishment of the restaurant to include the reconfiguration of the access/egress of the Site, Car Park, Drive Thru Lane and Kerb Lines to provide side by side ordering with a new island for signage and associated works to the site. (05.17) Any other business (Information only) Coun D Metcalfe asked if the RDC and NYCC could be contacted regarding the street lighting in the Village as at the moment most of the lights were going off at midnight instead of just the allocated ones. The clerk said that the lights on the main road were RDC and the lights within St John’s estate were North Yorkshire County Council. The clerk would contact D/Coun Cullen and C/Coun Grant to ask if they would take these matters forward. 18. (05.17) Date of the next meeting The next meeting of the Parish Council is on the 12th June’17 in the Village Hall at 7pm.

(06.17) Matters arising Water running down Hall Lane Coun D Metcalfe stated that the village green was sodden with water coming from the pipe which runs under the village green and belongs to MOD. The clerk was asked to contact them and ask that action be taken as soon as possible to repair the pipe. The clerk pointed out that C/Coun Grant had already reported this to MOD but the parish council asked that the clerk report this fault as well. She would copy into the email C/Coun Grant, D/Coun Cullen and D/Coun Grose. Cleaning and Re-marking of the Tennis Court The clerk had finally managed to find a contractor who could carry out the re-lining of the Tennis Court at a reasonable price. Coun K Mendham proposed, Coun D Metcalfe seconded that this be accepted and the clerk would arrange for this to be carried out as soon as possible. 6. (06.17) Traffic Management There is still a great deal of dissatisfaction with the length of time it is taking to complete work on the 6136 road and it was felt that, in spite of Media Reports to the contrary, the delay is connected to the main build on the A1. 7. (06.17) Police Matters Crime From 1st May 2017 to 31st May 2017 there were 19 crimes reported in Hipswell Ward. For the same period in 2016 there were 10 crimes. These crimes consisted of: Violence, Theft, Criminal Damage, Drugs, Auto-crime and Burglary. Coun A Metcalfe voiced her concern about the speeding which was taking place in the village despite the fact that there are three schools here. PCSO Corfield said that matters like this could be reported by the individual through the NYP website. 8. (06.17) County matters C/Coun Grant, although not able to attend the meeting had sent the clerk a report as follows: C/Coun Grant reported that she had addressed the issues sent to her by the clerk including a request regarding disabled parking. She has been pursuing the issues relating to the 6136. This had been frustrating in the extreme especially as the intervention of Rishi Sunak had been unavailable due to the election. The RDC led project, co-managed by NYCC was less than satisfactory. There can be no excuses for the debacle but sadly she felt there was intransigence by utilities and little or no cognisance of the impact on businesses – both those in situ at Whiteshops and also those who work from vans. She had received many comments from local businessmen. Since January 2017 she had corresponded with various executive members at NYCC and felt that the response had been lack lustre. C/Coun Grant said shopkeepers are rightly concerned that they will go out of business and that this was an absolute travesty. The whole job has been a disaster from day one and she has frequently found herself in a position where she had been unable to defend the situation and thereby NYCC and its leadership. She had formally requested that an immediate compensation package from whatever source, i.e. NYCC, the contract holder or penalty clauses which would be the basic level in any contract of this size be accessed for this purpose. Now that the election was over she hoped that Mr Sunak would involve himself. She has approached both RDC and NYCC about the lights in the village which do not appear on either authority maps. She has queried a start date for the double yellow lining in the village and awaits a date. She has spoken to Highways/DIO regarding the water ingress problem by the cemetery. She has been approached by a resident who has asked if resident parking passes could be procured to prevent Scarborough traffic wardens ticketing those residents who live near the main road. She suggests that the parish consider whatever would be an appropriate measure and if so that they write to RDC and Highways accordingly. 9. (06.17) District matters D/Coun Cullen reported the following: The Chairman of RDC for the present year is Coun A Dale and the Vice-Chairman is Coun Bill Glover, both of Colburn. It is being proposed that the allocation of funding for the Area Partnerships will be doubled this year so it will mean the GAP have £10000 available for local projects. The CCTV in Richmond will not be re-introduced as the funding from partners- Police, RYC, Local Businesses and the MOD – is as it was several years ago, insufficient to finance the proposed costs. The leader and the deputy leader of RDC have taken the decision to charge for toilets throughout the district after considering the results of the pilot scheme. The likely income is potentially £26k with payback of setting up costs to be around two years.

9. (06.17) District Matters cont. D/Coun Grose reported that there was a proposal for 170 houses to be built in the Horne Road area. Free car-parking is to continue at Hidyard Row until the road works are complete. The Boundary Review is still ongoing. There is to be a Party in the Park on 8th July 2017. 10. (06.17) Burial Board Matters The tree felling and pruning is to go ahead. 11. (06.17) Risk assessment – completion of monthly form The monthly form was duly completed. 12. 16. (06.17) Any other business (Information only) The clerk had received an email from a resident regarding the following issues: The hedge along the snicket leading to Wandesford Grove (this has already been reported to RDC). A request for the two disabled parking bays, one in Wandesford Grove and one in St John’s Road, to be repainted. (clerk would check whether this was NYCC) The bin near tie children’s play area on the playing field was not being emptied (this would be reported to RDC) 17. (06.17) Date of the next meeting The next meeting of the parish council will take place on the 10th July’17 in the Village Hall at 7pm.

(09.17) Approval of minutes from July Meeting It was proposed by Coun L Grose, seconded by Coun K Mendham that these minutes be approved and this was agreed by all. 5. (09.17) Matters arising Benches within the village Due to the inclement weather the benches will need to be taken away, dried, treated and then returned to the parish. Quotes to be sought. Action Clerk 6. (09.17) Traffic Management Issues There were no issues to be raised. 7. (09.17) Police report Crime From 01 August 2017 to 31 August 2017 there were 11 crimes reported in the parish. For the same period in 2016 there were 9 crimes reported in the parish. Crimes Criminal Damage – 1 Theft – 1 Violence - 5 Stolen Motor Vehicle – 1 Crime Locations There were no hotspots for the other crimes, being spread throughout the ward. Three occurred in the St Martins area. Anti-social behaviour (ASB) Between 1 August 2017 and 31 August 2017 there were 12 incidents (6 x Richmondshire Walk, 2 x St Martins) reported in the parish. For the same period in 2016 there were 15 incidents. Road Related Offences There were 5 Road Related offences in August, one resulting in a vehicle seizure. Project Servator This is fully up and running in Catterick Garrison. From 16th May to 31st August there have been 19 Deployments, covering 50 sites. (09.17) County matters C/Coun Grant reported on the following matters: Whiteshops (Catterick Road) Improvement Scheme The A6136 Continues to progress, albeit slowly. She had been told that the end of November was still the target date. Boundary Review The boundary review recommendations have been put forward by RDC would have no effect on the county division boundary. Haig Road Note that works to water pipes are to take place around Haig Road area - traffic delays might occur there too. Discharge of surplus water at the car wash in camp centre has been addressed. She had requested road marshals be in place when the motorway works are carried out mid September. Double Yellow Lines She had pursued the double yellow lining at the entrance to school. A big issue at NYCC was the amalgamation of fire and police. The Executive decision was that the representational model be used as a possible lead to that but with more control. Not considered to be a good move to do otherwise. Overgrown shrubs She had as requested reported the overgrown shrubs near Saxon Road also the lights as directed by Cllr Metcalfe. Somerset Close Gleeson planning application turned down, fencing still needs to be removed. Gleeson not forthcoming with this matter so C/Coun Grant to contact RDC and MOD regarding the matter. Electric Charging Coun Burbridge stated that a few people had mentioned electric cars and the lack of charging points in the parish. Clerk to contact Tesco and Princes Gate to see if they have plans to install a charging point. 9. (09.17) District matters In his role as Hipswell District Councillor Cllr Cullen outlined the following two items to the Parish Council: 1. An explanation of the RDC proposals to the Boundary Commission as they related to the Garrison Parishes which proposed the following new wards - Hipswell West, Hipswell East, Scotton, Colburn West and Colburn East. He produced maps and rationale for the proposals made and said that the Boundary Commission is expected to produce its final recommendations for consultation in October/November 2017 with any new ward arrangement to apply to the May 2019 District Council elections. 2.That RDC at its recent meeting did not agree with the Police and Crime Commissioner's proposal of options for collaborative working with the Fire and Rescue Service.

(10.17) County matters C/Coun Grant reported on the following matters: That she was concerned that as many members of the parish council as possible make every effort to attend the consultation events regarding the future of The Friarage Hospital 21 October in Richmond and 6 November in the Catterick Leisure Centre. Without attendance the strongly held views of residents and members would just not be acknowledged or heard.

She told members that the financial levels for fees in care homes had been raised and that percentage increases for nursing and specialist care had been increased too.

The yellow lining at the school entrance would hopefully be completed in the October half term. She was not happy with the delay.

She had expressed her concerns regarding the Gleeson sites. Little or nothing to resolve the standard of fencing, litter fly tipping and general look of the area had been agreed with the developers who seem happy to let things remain as they are. RDC planning unit were pursuing.

She had attended People and Places programme board at the LGA. High on the agenda was skills shortages post Brexit.

The told members that CRACCL were actively seeking volunteers for the local libraries.

Thee 6136 continues to be a bone of contention but hopefully now that the utilities have completed their works progress would be swift to complete. Weekly updates are issued and members can have a copy if they contact Area 1.

She reminded people that flu jabs are free to over 65s or those with specific conditions.

Lastly she offered up to £2000 from her locality budget to Hipswell next April and asked that members think about a project or something specific to use it for.

However, she had contacted the local police and she said that she had asked the parish chair to answer his concerns.

She had reported various lights. Any reports can be made direct by councillors via the REPORT IT web page on the NYCC site.

She had attended the Friarage consultation which gave no solutions only encouraged more questions. There were about 40 - 60 people there which wasn’t a lot but better than before.

She had been invited to the police cadet pass off parade in December and was looking forward to it.

Coun K Mendham reported to C/Coun Grant that the Gleesons fencing on Somerset Close has gotten worse since fireworks night, that fencing panels had been kicked down (inwards). C/Coun Grant has previously requested that Gleesons removed the temporary fencing however they have not. Clerk to contact Gleesons to report damage. Action Clerk She wished everyone a happy Christmas if she did not see them at the next meeting. 9. (11.17) District matters D/Coun L Grose and D/Coun P Cullen reported that 149 Fish and Chips had applied for an alcohol license. They also reported that the Boundary Commission has agreed that Richmondshire District Council will reduce its councilors from 34 to 24 and have set out ward boundaries. 10. (11.17) Policing of Double Yellow Lines Coun D Metcalfe asked PCSO Corfield about the policing of the double yellow lines around the village green, PCSO Corfield informed the council that the police can only issue a fixed penalty notice if a vehicle is causing an obstruction and that Scarborough Borough Council are tasked with parking enforcement. They will however keep an eye out when passing. Clerk to contact Scarborough Parking Enforcement to inform them of the new yellow lines. Coun D Metcalfe thanked C/Coun Grant on behalf of the council as the double yellow lines are working to deter parking on the access roads. Action Clerk 13. HIPSWELL PARISH COUNCIL Meeting of Hipswell Parish Council held on Monday 12th February 2018 in Hipswell Village Hall at 7pm. Prior the meeting the chairman reminded councilors of NALC’s Good Councillor Guide and the Code of Conduct. Copies of The Good Councillor Guide are available from the clerk on request.

(02.18) Public speaking time 5 members of the public spoke of their concerns of the removal of trees on the far side of Cottages Beck, as this land is in the Colburn ward the public were advised to attend the Colburn Town meeting on Monday 19th February. 2. (02.18) Approval of minutes from January Meeting Minutes (points 6 and 9) were amended as instructed. It was proposed by Coun S Mendham, seconded by Coun L Grose that these minutes be approved following amendment and this was agreed by all. 5. (02.18) Matters arising Coun K Mendham reported that the lighting installed at the St John’s Road parking site was of a good standard. A quote has been received for re-varnishing the four benches in the parish of £50 + vat per bench, this was proposed by Coun D Metcalfe, seconded by Coun S Mendham with all in favour. A quote for matting for the village green is in hand – Coun L Grose to chase. 6. (02.18) Traffic Management Issues It was agreed by all to remove the Traffic Management Issues from the minutes and incorporate it with the County Matters with immediate effect. 7. (02.18) Police report Crime From 1st to 31st January 2018 there were 22 crimes reported in Hipswell Ward. For the same period in 2017 there were 18 crimes reported in the ward. Breakdown is as follows: Theft – 11 ( 3 x Princes Gate, 6 x Richmondshire Walk) Violence – 7 ( 2 x Shute Road, 1 x Princes Gate, Allenby, Leadmill, Hipswell Village) Burglary – 2 ( Shed and Vehicular) Other Crimes – 2 Anti-Social Behaviour (ASB) From 1st to 31st January 2018 there were 7 incidents (5x Richmondshire Walk,) reported in Hipswell Ward. For the same period in 2017 there were 12 incidents reported. Road Related Offences There were 5 Road Related offences in January. Project Servator Deployments are continuing throughout Catterick Garrison and Richmond. Deployments will be stepped up in the lead up to the Tour de Yorkshire. The community, military and retail areas are fully supportive of the project and it is intended to enhance links with the above. More officers will be trained in March. Army Liaison The regular meetings with Unit Welfare Officers continue with the current emphasis on Road Safety.

7. (02.18) Police report cont. School Liaison This is ongoing with sessions in Life Skills, Peer Pressure and Anti Social Behaviour taking place in Risedale College and the primary schools. You will be aware of the letter that secondary schools have sent out to parents in regards to ‘Red/Orange Tesla’ Ecstasy tablet concerns. North Yorkshire Police are liaising with the schools in an effort to deal with the issue and I am working closely with Risedale to disseminate information about the dangers of this drug. There is no evidence or information relating to the tablets being used at Risedale. Police Cadets The cadets are now attested and will be taking part in community initiatives. Ideas from the council in utilising the cadets are welcomed. (02.18) County matters C/Coun Grant reported on the following matters: She had received concerns relating to the removal of trees in the Colburn ward close to the border with Hipswell Parish. Following the concerns raised at the previous meeting regarding he layout of the crossroad at Hildyard Row, Highways are to put some lines in to show where to stop when turning right - this should be actioned shortly. She had raised concerns regarding the closure of dental provision in and around Hipswell, following contact with Rishi Sunak MP, funding has been provided to assist with the situation for NHS patients for one year. Flytipping (Kingfisher Drive) has been reported, and removed. Roadworks have been ongoing around Plummer Road. She reported that a SEND transport consultation was being held by NYCC on changes to their policy for home to school transport, specifically for those with special educational needs or disabilities. 9. (02.18) Burial Board Matters Coun D Metcalfe reported that fencing has been erected to fill the gap left following removal of an Ash tree. 11. (02.18) Data Protection Officer The clerk brought to the attention of the councilors the requirement to appoint a Data Protection Officer (DPO) as a requirement of the General Data Protection Regulation (effective on 25th May 2018). For the same period in 2017 there were 11 incidents reported. Road Related Offences There were 2 Road Related offences in February. (1 x Richmondshire Walk, 1 x Richmond Road) Project Servator Deployments are continuing throughout Catterick Garrison and Richmond. Deployments will be stepped up in the lead up to the Tour de Yorkshire. The community, military and retail areas are fully supportive of the project and it is intended to enhance links with the above. Project Servator will deploy uniformed and plain clothed officers with specially trained officers together with other resources such as police dog units and Road Policing Group. They will be highly visible and the location, dates and times of the deployments is unpredictable as will be the amount of officers and other resources. The aim is to deter, detect and disrupt criminal activity and those with hostile intent. In addition they will strive to reassure communities and get them ‘on side’ and report all suspicious activity. School Liaison This is ongoing with sessions in Personal Safety and Internet Safety taking place in Risedale College and the primary schools. More recently Drugs & Knife crime advice has been given to a number of school aged youths after a spate of incidents involving a drug named ‘red tesla’. Incidents involving the ‘red tesla’ are being dealt with ‘robustly’ by North Yorkshire Police. D/Coun L Grose reported that there is a £5 council tax increase. It was noted that as a parish, Hipswell voted not to put up our parish precept however a 3% increase was shown on the new council tax bills, on further investigation this is due to the tax base formula calculated by Richmond District Council. 9. (03.18) Burial Board Matters Coun D Metcalfe reported that the gates to the new cemetery are being left wide open on a regular basis, as a result the burial board have agreed to purchase two locks and install a notice providing contact details should anyone need access. 10. (03.18) CRACCL Funding Following the request for funding at the February meeting the clerk, following requests from councilors, obtained financial information from CRACCL. It was discussed and agreed that further breakdown and clarification of these figures are required before a decision can be made regarding funding. Action Clerk 12. (03.18) Data Protection Officer Hipswell parish council is required to appoint a Data Protection Officer (DPO) as a requirement of the General Data Protection Regulation (effective on 25th May 2018), we are still awaiting further guidance from the National Association of Local Councils and Yorkshire Local Councils Association therefore the item is to be put on the May agenda.
