The Coming Show Trial of General Xu Caihou
Lawyers, Guns and Money: The Coming Show Trial of General Xu Caihou James Mulvenon On 30 June 2014, the Chinese Communist Party expelled former Politburo member and Central Military Commission vice-chair Xu Caihou for corruption following a three-month investigation. His case was transferred from the Central Commission for Discipline Inspection to the military justice system for possible criminal prosecution, making him the highest- ranking military officer to be prosecuted since the founding of the PRC in 1949. His primary crime involved “trading offices for bribes,” and reportedly was uncovered during the investigation of General Gu Junshan. This article examines the Xu case, and assesses its implications for Xi Jinping’s anti-corruption campaign and the military. Introduction On 30 June 2014, the Chinese Communist Party expelled former Politburo member and Central Military Commission vice-chair Xu Caihou for corruption following a three- month investigation. Xu, 70, joined the CMC in 1999 as director of the General Political Department and served as vice-chairman from 2004 to 2013. His case was transferred from the Central Commission for Discipline Inspection to the military justice system for possible criminal prosecution, making him the highest-ranking military officer to be prosecuted since the founding of the PRC in 1949. His primary crime involved “trading offices for bribes,” which was reportedly uncovered during the investigation of disgraced former General Logistics Department deputy Gu Junshan (see CLM 37).1 This article examines the Xu case, and assesses its implications for Xi Jinping’s anti-corruption campaign and the military. Xu was born in 1943 in Liaoning, and joined the PLA in 1963. -

Chinese Politics in the Xi Jingping Era: Reassessing Collective Leadership
CHAPTER 1 Governance Collective Leadership Revisited Th ings don’t have to be or look identical in order to be balanced or equal. ڄ Maya Lin — his book examines how the structure and dynamics of the leadership of Tthe Chinese Communist Party (CCP) have evolved in response to the chal- lenges the party has confronted since the late 1990s. Th is study pays special attention to the issue of leadership se lection and composition, which is a per- petual concern in Chinese politics. Using both quantitative and qualitative analyses, this volume assesses the changing nature of elite recruitment, the generational attributes of the leadership, the checks and balances between competing po liti cal co ali tions or factions, the behavioral patterns and insti- tutional constraints of heavyweight politicians in the collective leadership, and the interplay between elite politics and broad changes in Chinese society. Th is study also links new trends in elite politics to emerging currents within the Chinese intellectual discourse on the tension between strongman politics and collective leadership and its implications for po liti cal reforms. A systematic analy sis of these developments— and some seeming contradictions— will help shed valuable light on how the world’s most populous country will be governed in the remaining years of the Xi Jinping era and beyond. Th is study argues that the survival of the CCP regime in the wake of major po liti cal crises such as the Bo Xilai episode and rampant offi cial cor- ruption is not due to “authoritarian resilience”— the capacity of the Chinese communist system to resist po liti cal and institutional changes—as some foreign China analysts have theorized. -

76 FIIA Working Paper October 2012 Keegan Elmer BATTLE LINES IN THE CHINESE BLOGOSPHERE KEYWORD CONTROL AS A TACTIC IN MANAGING MASS INCIDENTS ABSTRACT This paper explores the role of keyword control, in other words the blocking and unblocking of search keywords, on Sina’s popular microblog platform during media campaigns over politically sensitive issues in China. The author examines media campaigns in Chinese newspapers, television, microblogs and other media forms during two separate large-scale protests in December of 2011 in Guangdong province, one in the village of Wukan and the other in the town of Haimen. This paper uses these case studies to examine which acts of keyword control might be part of a set of coordinated directives in a broader media campaign over a particular politically sensitive issue. Observations based on these case studies suggest that changes in keyword control on microblogs might be the earliest detectable sign of shifts in the government’s position in their response to politically sensitive issues. CHINA (INCLUDES TIBET, HONG KONG, AND MACAU) 2016 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The People’s Republic of China (PRC) is an authoritarian state in which the Chinese Communist Party (CCP) is the paramount authority. CCP members hold almost all top government and security apparatus positions. Ultimate authority rests with the CCP Central Committee’s 25-member Political Bureau (Politburo) and its seven-member Standing Committee. Xi Jinping continued to hold the three most powerful positions as CCP general secretary, state president, and chairman of the Central Military Commission. Civilian authorities maintained control of the military and internal security forces. Repression and coercion of organizations and individuals involved in civil and political rights advocacy as well as in public interest and ethnic minority issues remained severe. As in previous years, citizens did not have the right to choose their government and elections were restricted to the lowest local levels of governance. Authorities prevented independent candidates from running in those elections, such as delegates to local people’s congresses. Citizens had limited forms of redress against official abuse. Other serious human rights abuses included arbitrary or unlawful deprivation of life, executions without due process, illegal detentions at unofficial holding facilities known as “black jails,” torture and coerced confessions of prisoners, and detention and harassment of journalists, lawyers, writers, bloggers, dissidents, petitioners, and others whose actions the authorities deemed unacceptable. There was also a lack of due process in judicial proceedings, political control of courts and judges, closed trials, the use of administrative detention, failure to protect refugees and asylum seekers, extrajudicial disappearances of citizens, restrictions on nongovernmental organizations (NGOs), discrimination against women, minorities, and persons with disabilities. -

The battle against corruption has greatly intensified after Xi Jinping ascended to power in 2012. Is China Colonizing North Korea? More specifically, it investigates the development of territorial linkages between North Korea and northeast China, scrutinizing the political-economic conditions that underlie these bilateral relations. My central thesis is that the recent changes in political-economic relations between these two countries have resulted not from a unilateral economic movement on the part of China – a ‘colonization’ – but instead through the mutual articulation of two processes: on one hand, North Korea’s deployment of territorial strategies to leverage its regional capacities and, on the other, China’s geo-economic approach to enhancing security in the border region. I contend that the discourse of China’s colonization of North Korea that has been constructed and disseminated by South Koreans reveals that both liberals and conservatives in South Korea desire North Korea as a sort of colony, albeit in different forms. This argument unfolds in three parts. First, in Chapter 2, I begin with a theoretical elaboration of geopolitical economy in the production of territory. Here I examine two different dialectical interactions which are deeply entangled with the production of state territory—the dialectics between geopolitical and geoeconomic logics of power and between territorial practices and representations of territory. -

Loeb Chair of Supervisory Committee: Professor David Bachman Jackson School of International Studies This dissertation explores the sources and mechanisms of social policy change in China during the reform era. In it, I first argue that, starting in the late 1990s, China’s leadership began shifting social policy away from the neoliberal approach that characterized the first two decades of the reform era towards a New Governance approach. Second, I ask the question why this policy transformation is taking place. I employ a political economy argument to answer this question, which locates the source of China’s New Governance transition in diversifying societal demand for public goods provision. China’s leadership is concerned about the destabilizing impacts of this social transformation, and has embraced the decentralized tools of New Governance in order to improve responsiveness and short up its own legitimacy. Third, I address how China’s leadership is undertaking this policy shift. I argue that China’s version of New Governance is being undertaken in such as way as to protect the Chinese Communist Party’s monopoly over power. This double-edged strategy is aimed at improving the capacity consists of Social Construction, on the one hand, and Social Management Innovation, on the other.
