Road closures note: Tsawwassen Drive North will be closed from 3-7:30 pm to local traffic-only at the northern intersection of 27b Avenue and 41b Street and then at the southern intersection of Blue Heron Drive and Tsawwassen Drive North. Two Delta Police officers will manage parking and pedestrians. Delta Police will also have staff managing in between with parking and pedestrians.

Pole Blessing and Unveiling Ceremony

All Members and their families are invited to breakfast at the Recreation Centre (1921 Tsawwassen Drive North) at 8 am. The pole unveiling and blessing ceremony will take place after breakfast. The bus will leave the Rec Centre at 9am to go to the Pole Ceremony sites.

As a proud member of Tsawwassen First Nation currently living on Tsawwassen lands, I’m seeking your vote to be re-elected in the 2019 TFN Election. I’m a granddaughter of Russell Isaac Williams (Teewheelem) and Leileani Faye Koller (nee Joe). Also, the loving daughter of Cory Russell Williams and Faith Kimberly Jones-Dill. Since I have been in recovery from active addiction for the past 4 years, I believe in helping people find their own paths to health and wellness. I’m also starting my own family, being 6 months pregnant with my first child. I’m very passionate about ensuring our children grow up in an inclusive and safe environment. One that is rich with cultural teachings, educational opportunities, and community connections.

I’ve been a humble and active servant on the TFN Legislature since the Treaty was enacted in 2009. During this time I’ve noticed that disconnection of our membership seems to be our greatest challenge. There is a disconnect between our members living off Tsawwassen lands and our members living on Tsawwassen lands; from being informed of how our TFN Government can provide services, programs, and inforamtion to you. I also believe that the youth and elders of our nation should be more closely involved in the decision making process of the Tsawwassen Government.

Why Do I Want To Be A Tsawwassen Legislator? March 13, 2019 My ancestral name is Chemkwaat. I am proud of my heritage and I am proud of my ancestral name, which comes from my great- great-grandmother on my Grandma Pearl’s side, whose family comes from the . My grandfather Isaac, “Tchwheelam” was from Tsawwassen. I have complete my first term as a Tsawwassen Legislator and I am extremely proud to carry that responsibility. Over this last term, I stretched my wings and learn how to be an effective Legislator. I enjoyed sitting at the Legislative table representing the Tsawwassen people that elected me. I learned to ask questions, to challenge issues that needed to be challenged and to support initiatives that were worthy of the Tsawwassen people. When I was unsure of something I asked. When I needed more information to make important decisions I sought out staff to ensure I had all the necessary information and understanding to make an informed decision. For issues that I felt needed attention for the betterment of our people’s lives I spoke up. During this term I table the following three resolutions that were approved:

x Resolution to develop an implementation plan for all tax exemptions; x Resolution to reinstate a Housing Committee (on behalf of Steven Stark); and x Resolution to review Advisory Council remuneration While working full-time I am also attending SFU and working towards my Executive Master’s Degree in Indigenous Business and Leadership. I will have completed my first year at the end of March and I have been using that education to become a better leader. I have been and always will be an advocate for others. I have been a voice for those who could not speak for themselves and will continue to be there for those that may wish me to stand up for them. Dear Tsawwassen People,

My name is qwiya qwiye (Andrea Jacobs), a proud Coast Salish woman from our Nation. My grandmother from my Joe side of the family is Norma Joe, great grandmother is Feleceia Joe and great grandfather is Simon Joe. My grandfather on my Jacobs side of the family is Rick Jacobs, great grandmother is Sophie Jacobs and great grandfather is Peter Jacobs. I grew up in the Tsawwassen village and still live here with my family today.

I have committed my time serving the Tsawwassen people as my role on Executive Council/Legislature while raising my children. I have family grounding, and value my cultural protocols and traditions, including hunting and fishing. I play an active role in our community gatherings and always look forward to meeting with everyone.

I am looking for your support in the upcoming election to serve on the Tsawwassen Legislature. It has truly been an honor and I am humbled to have been the Squiqel for the Legislature table during the last term. I take pride in my Nation. The Alliance of BC Modern Treaty Nations welcomes treaty loan forgiveness and reimbursement and enhanced fiscal funding announced in Federal Budget 2019.

March 20, 2019

TSAWWASSEN LANDS, BC — The seven indigenous governments behind the Alliance of BC Modern Treaty Nations (ABCMTN) – Tsawwassen First Nation, Tla’amin Nation, and the five Maa-nulth Nations (Huu-ay-aht, Ka:’yu:’k’t’h’/Chek’tles7et’h’, Toquaht, Uchucklesaht, and Yuułuiłat) – welcome the federal government’s announcement that it will forgive all outstanding modern treaty negotiation loans and reimburse those indigenous governments that are repaying or have already repaid their loans. Each of the member Nations of the ABCMTN strongly advocated for loan reimbursement as a matter of fairness. “We welcome yesterday’s announcement, which comes after many years of engagement with the federal government on this issue,” says Chief Bryce Williams of Tsawwassen First Nation. “It has long been our position that negotiation debts are an unjust financial burden, at odds with the spirit and intent of our modern treaties. The Tsawwassen First Nation Final Agreement does not just benefit Tsawwassen First Nation. It is a benefit to all Canadians. As such, it never made sense for us to shoulder a debt burden for working to advance a truly equal relationship.” Each of the member Nations of the ABCMTN have also advocated for adequate fiscal capacity to meet our expenditure needs to provide effective self-government and implement our treaties. As an important first step in this regard, we also applaud the Budget 2019 commitment to invest in the governance, infrastructure and lands and resources management funding approaches that were developed through the collaborative self- government fiscal policy, as well as the commitment to further collaborate on proposals for new and enhanced tax powers and tax arrangements.

These components of the Budget 2019 announcement will have a significant and much needed positive financial impact for each of the ABCMTN communities. As an example, the Tla’amin Nation’s treaty loan exceeded $11 million, money that will be able to be reinvested back into the community according to the Tla’amin Nation’s priorities. Further, the collaboratively developed approach to funding governance will provide the Tla’amin Nation a nearly 300% increase of annual funding to a crucial area of self-government.

About the Alliance of BC Modern Treaty Nations The Alliance was formed by Tsawwassen First Nation, Tla’amin Nation, and the five Maa-nulth Nations (Huu-ay-aht, Ka:’yu:’k’t’h’/Chek’tles7et’h’, Toquaht, Uchucklesaht, and Yuułuiłat) in July 2018 to collaborate on areas of mutual interest related to treaty implementation in . While a Canada- wide coalition of modern treaty indigenous governments and organizations (the Land Claims Agreement Coalition) already existed to advocate for improved treaty implementation at the federal level, modern treaty nations in BC needed an avenue to collectively engage at the provincial level.

CANNABIS ON TFN LANDS SURVEY

In recent months, our TFN Lands Staff have been consulting with Members aged 19 and older to assess their interest in:

1) TFN entering into the cannabis retail and production business, and 2) The possible location(s) of cannabis retail stores and/or cannabis production on TFN lands.

As of October 17, 2018, the Government of Canada has legalized non-medical cannabis, which is still subject to laws pertaining to control and access included in B.C.’s Cannabis Control and Licensing Act (CCLA).

The Lands Department held an information session about cannabis on December 12, 2018 and made phone calls to all age-appropriate TFN Members. A number of completed surveys have since been collected, which has assisted us greatly in gathering valuable feedback.

The Lands Department would like to issue a big THANK YOU to the Members who have submitted your completed survey!

If you missed the phone survey or you don’t know enough about the topic, don’t worry. You can get more information from the TFN Lands Department in a multitude of ways.

WOMEN’S DAY CELEBRATION

This year’s International Women’s Day was another success!

Thanks to Merle Williams for putting it all together and the many women who dedicated their time and talents to this event, from Sage with their many essential oils and products; Terri Splockton for her massage chair; Verl for the reflexology; June with her Lomi Lomi massage; Taleetha with her amazing nail art; Loretta for teaching her cedar skills; and Danielle with her card readings. It was a incredible day of rest, relaxation, traditional healing and pampering for the many well deserving grandmas, moms, aunties, sisters and friends.

As a matriarchal society it is important that we have a day for all the life givers and caretakers of our community to come together and hold each other up and recognize our importance as strong First Nation Women. On this day we are able to forget our busy schedules and come together as friends and family to appreciate each other as women and as hard-working individuals and share a meal and laugh and cry together. I personally look forward to this day every year and was very honoured to be asked to be the main speaker and was given the chance to share my story. I will end with what I ended with on that day. Never forget to tell her that you are proud of her, that you are there for her, that she is important and that SHE IS WORTH IT!

Working Relationships

Reporting to the Director of Finance, the IT Manager works cooperatively with Management, and must maintain effective working relationships with all staff, TFN Community Members, Chief and Executive Council, representatives of other governments, leaseholders, contractors, and other business partners.

You will have approximately two technicians as direct reports. One or both direct reports may be based out of other buildings on TFN lands.

TFN is actively working towards a goal of achieving the highest level of workplace safety certification. The successful applicant will partner with department managers to reduce risk and keep workplaces healthy and safe through education, consultation and enforcement. x Development, implementation and coordination of safety programs within the TFN Government x Inspecting workplaces to ensure that a safe work environment is being maintained and work procedures reflect effective accident prevention practices x Ensuring that there are no potential health or safety hazards to workers, that workers and the employer have been apprised of their responsibilities, and that first aid services and equipment meet current criteria x Consulting with and educating supervisors, workers, and OH&S occupational health and safety x Working with contractors to ensure the success of safety initiatives

Responsibilities for emergency preparedness and response functions (50%):

TFN is committed to providing active engagement, using a holistic approach that is focused on the social, cultural, spiritual, and wellness needs of all members of our community. This position supports all of these needs through planning, implementing, directing, promoting, and coordinating of emergency response programs and training events. The incumbent will work with the assigned response personnel during times of emergencies and in preparation for emergencies to ensure activities are in alignment with the TFN Emergency Response Program. Taking the necessary precautions to ensure the safety of the public and relationships will require considerable tact, diplomacy and persuasion in relation to the general public, vulnerable persons, community organizations, and co-workers. x Develop, monitor, and coordinate community emergency response programs with direction from the Manager of Human Resources x Identify, liaise, and respond to Emergency Support Service activations for the TFN Community or those that impact the community’s support services x Attend and participate in the surrounding meetings (e.g. Delta Emergency Planners Committee), as required, to assist and to provide ESS training, evaluation, and programming x Provide updates and recommendations regarding TFN’s Emergency Response Plan x Coordinate community resources to provide assistance to specific demographics and populations in times of emergencies, such as community leaseholders, staff, TFN Elders and Members x Keep current on grant requirements and associated deadlines.
