Reasons for Recommendation: An Advisory Council and its work provide evidence and accountability to external agencies and the public that academic programs meet needs which are appropriate to the community college mission. In particular, a Council’s input adds substance to the requests and recommendations of departmental chairs/heads and faculty related to curriculum, equipment, facilities and program review action plans.

Consequences of Negative Action: Lack of individual expertise and career experiences on the Advisory Council. Furthermore, an inability to adhere to the Middle States Accreditation and SUNY regulations for academic programs.

Historical Summary of Ownership Scenarios

Smartline (Empire of America) 1983 - 1990

In 1983, Empire of America started one of the first financial telephone customer service centers in the nation. This unit ultimately became known as Smartline, a unit that serviced customers in all divisions of Empire of America, and later third party clients.

Major accomplishments:

• Integrated six divisions of Empire of America into one national telephones sales and service organization supporting all customers of the financial institution.

• In 1985, transformed Smartline from an internal support department into a successful income producing, multi-faceted telephone banking services firm, serving a variety of internal and external clients.

• In 1987, secured an international consulting client in Australia; developed and implemented the clients' internal telephone financial services center. Later, assisted additional consulting clients establishing telephone customer service units in Hawaii and Canada.

• American marketing Association award recipient for innovation in telephone customer sales and service delivery in 1988.

Despite its reputation as an industry leading financial institution and innovator of financial services delivery methodologies, Empire of America found itself under the scrutiny of the RTC as part of the savings and loan crisis of the 1980's.

April 1990

Peter Ronca, former Vice Presidents at Empire of America, approached the bank's board with a proposal to buy out the third party portion of Smartline. They created Smartline Services Inc., a financial telemarketing sales and services firm. This buyout saved the jobs of 14 professional employees slated to be eliminated due to pending takeover by the RTC.

Major accomplishments:

• Smartline specialized in providing inbound and financial sales and service support and outbound telemarketing for financial services institutions. Smartline expanded into conducting public opinion polls and consumer research. Smartline also provided financial telemarketing consulting, including staff training, project management, and systems analysis.

• Designed and implemented a Telephone Banking Customer Service audit for international clients. • Peter Ronca was elected President of Early, Cloud and Company User Group, a leading provider of the automated, tele-servicing software, utilized by Smartline. In 1990, Early, Cloud and Company was ranked one of the 9th fastest growing high-tech firms in the nation.

• In 1994, Smartline Systems was named the Third Fastest Growing Telemarketing Company in the mid-seize business category in Telemarketing Magazine's "First Annual Rising Stars Award". This was a fairly prestigious award for that time period.

• Developed and implemented an internal Quality Assurance Program to monitor staff customer service levels.

• Smartline Systems was acquired by Nationar Group, and then ultimately acquired by ICT Group. Under its various ownership scenarios, Smartline employed over 300 people. ICT Group still has a presence in WNY, providing employment for over 200 employees locally.

March 1991- March 2004

RACO Group of Companies (RACO LLC) provided telecommunication co-location service for clients internationally. RACO provided network neutral data centers and interconnection services to support critical telecom/data equipment for clients all over the world, and was one of the first firms in North America to provide these services.

With the deregulation of the telephone industry and the increase in electronic commerce and internet activity, many telecommunications companies were looking for buildings that were close to the main fiber optic network in cities, and were equipped to meet their demanding technical requirements. RACO's "carrier hotels" provided a centralized location in given geographic regions, for any telecommunications companies to cross connect their networks.

RACO's business plan centered on offering custom tailored solutions to its customers - to simplify their network administration, improve their operational performance, and reduce their telecommunication costs. RACO's significant success was fueled by the growth and expansion of its customer base, even during the significant downturn in the telecom industry in the early 2000's.

Major Accomplishments:

• Started as a two-person start-up company in Buffalo, NY. Expanded into premier "carrier hotel" locations in Toronto, NYC, and Chicago, with combined gross revenue in excess of $10 million annually.

• Grew to a staff size of 25 individuals specializing in all aspects of data center sales/service, and telecommunication operations.

• RACO experienced double-digit earnings growth as it grew to offer over 42,000 square feet of co-location space to almost 200 customers internationally. RACO's Buffalo office became the Gateway to Canada, and Internationally for customers, providing fiber connections to most of the major international carriers. RACO's NYC location was at the single most important site for world telecommunications, encompassing almost 60% of all telecommunications traffic entering or exiting the U.S. RACO's location in Canada became the cross-connect hub to all major telecommunications carriers and IP providers. A significant portion of Canadian internet traffic moved through the Front Street location.

• RACO had a unique approach to employee relations. RACO employed numerous industry professionals and offered flex time and job sharing to accommodate corporate and personal needs. RACO provided free employee lunches to encourage the exchange of ideas and enhance corporate communications.

• RACO Group was acquired in March 2004 by Switch and Data Facilities Company. Most of the original RACO employees are still employed in middle-high level professional positions at Switch and Data's Buffalo facility. During the first year of the transition, Peter held an executive level position at the Tampa headquarters.

October 2007 - Present

Peter Ronca and Suzanne Furlani became equity owners and joined the executive management team at Shatter I.T. LLC, a managed technology service provider. Peter has joined as Chief Executive Officer and Chairman ofthe Board. Suzanne has been named Chief Administrative Officer. Since joining the Shatter team, the new state-of-the-art data center has been completed and the Operations staff has doubled.

Over the last nine years Shatter has double the number of customers they serve and expanded the type of Managed services offered to include IT consulting, back-up and DR Services.

Outside Associations

lnfoTech WNY - In 2012- Present - Peter joined the lnfoTech WNY Board (A Local Technology based organization that supported the Buffalo and WNY community} in 2013 he became the chairman and over the last (4) years has lead the organization from almost collapsing to becoming one the more successful non for profit groups in WNY. Along with the help of an extremely active Board of Directors, the group has turned around in almost every aspect of the organization. The Membership has close to tripled and new sponsorship from companies experienced a fourfold increase with groups like -AT&T, IBM and BCBS.

CBTYC ( Crystal Beach Tennis and Yacht Club}- 2003 - 2009 Local Community Board in Canada - During his tenure as President of the Board in 2003 he was able to negotiate the Beach transfer to the community from the Developer which was in limbo for over a decade. The final Community vote on this issue was (103 - 6} in favor of the transfer. Additional improvements under Peter over the remaining (6} years included the upgrade of the workout room, hiring of the first On-site Manager, upgrade of the Security firm and on-site security services. He was also instrumental in the reduction in costs to many line items which helped to keep the membership dues the same each year. William R. Scott

Summary Currently I am the Manager of Infrastructure for Hodgson Russ LLP. I manage a team that installs and maintains all hardware through the firm. This includes but is not limited to high level equipment (Security, Storage Area Network, Network, and Virtual Server Environment using VMware). In addition to managing I teach staff. I am a working manager as well. I manage 15 projects a year through the entire department. I started here after Greater Buffalo Savings Bank as a System Analyst. Previous to that I was the senior engineer for Synergy dedicated to HSBC Bank maintaining over 5000 physical and virtual servers.
