Date: April 3, 2019 Re: Athos Supplemental Spring 2019 Botanical Surveys This memo report presents the methods and results for supplemental botanical surveys conducted for the Athos Solar Energy Project in March 2019 and supplements the Biological Resources Technical Report (BRTR; Ironwood 2019) which reported on field surveys conducted in 2018. BACKGROUND Botanical surveys were previously conducted in the spring and fall of 2018 for the entirety of the project site for the Athos Solar Energy Project (Athos). However, due to insufficient rain, many plant species did not germinate for proper identification during 2018 spring surveys. Fall surveys in 2018 were conducted only on a reconnaissance-level due to low levels of rain. Regional winter rainfall from the two nearest weather stations showed rainfall averaging at 0.1 inches during botanical surveys conducted in 2018 (Ironwood, 2019). In addition, gen-tie alignments have changed slightly and alternatives, access roads and spur roads have been added. PURPOSE The purpose of this survey was to survey all new additions and re-survey areas of interest including public lands (limited to portions of the gen-tie segments), parcels supporting native vegetation and habitat, and windblown sandy areas where sensitive plant species may occur. The private land parcels in current or former agricultural use were not surveyed (parcel groups A, B, C, E, and part of G). METHODS Survey Areas: The area surveyed for biological resources included the entirety of gen-tie routes (including alternates), spur roads, access roads on public land, parcels supporting native vegetation (parcel groups D and F), and areas covered by windblown sand where sensitive species may occur (portion of parcel group G). -

[email protected] ABSTRACT One-hundred twenty-two species of seed plants, representing 95 genera and 35 families are docu- mented for the 7,700 ha Mohawk Dune Field and its immediate surroundings, located in Yuma County, Arizona, USA. Three major habitats were studied: dunes, adjacent sand flats, and playa. The dunes (including interdune swales) support 78 species, of which 13 do not occur on the adjacent non-dune habitats. The adjacent non-dune habitats (sand flats and playa) support 109 species, of which 43 were not found on the dunes. The total flora has 81 annual species, or 66% of the flora. The dune flora has 63 annual (ephemeral) species, or 81% of the flora—one of the highest percentages of annuals among any regional flora. Of these dune annuals, 53 species (84%) develop during the cool season. No plant taxon is endemic to the Mohawk region. There are 8 dune, or sand adapted, endemics— Cryptantha ganderi, Dimorphocarpa pinnatifida, Dicoria canescens, Ditaxis serrata, Pleuraphis rigida, Psorothamnus emoryi, Stephanomeria schottii, Tiquilia plicata—all of which are found on nearby dune systems. Two of them (C. ganderi and S. schottii) are of limited distribution, especially in the USA, and have G2 Global Heritage Status Rank. There are four non-native species in the dune flora (Brassica tournefortii, Mollugo cerviana, Sonchus asper, Schismus arabicus), but only Brassica and Schismus seem to pose serious threats to the dune ecosystem at this time. -

Each dune flora is characterized by three to five geogra- of Southwestern phic components; the regional flora in which each dune field occurs is the dominant component. Endemic species, that is, Sand Dunes species restricted to sand dunes, comprise ten percent or more of five of the eight floras. All possible combinations of the eight dune floras taken two at a time (28 pairs) were analyzed using Sorensen's similarity index. Only seven have a similarity value of 0.200 or Janice E. Bowers greater. The lack of similarity among dune floras is due in part to their distribution among four floristically distinct biogeographic 3949 E. Paseo Dorado provinces and in part to localized recruitment of species from Tucson, AZ 85711 adjacent, non -dune plant communities. Geographic, edaphic and temporal barriers to dispersal and establishment also promote high dissimilarity among the eight floras. Eighty -three of the 533 species composing the eight dune floras are either endemic to sand dunes or occur at three or more of the dune fields studied. These 83 species fall into two subgroups: a group of 36 species characteristic of southwestern sand dunes east of 113° Longitude, and a group of 57 species characteristic of sand dunes west of 113° Longitude. -

Biological Services (805) 946-1700 Ventura, CA 93001 April 20, 2018 Page 2 Executive Summary This report includes field survey findings and recommendations for a rare plant previously located on a project site at 45101 Afton Canyon Road, Baker, CA 92309. Small-flowered androstephium (Androstephium breviflorum) has a CNPS rank of 2.B2 and meets the definition of Rare or Endangered under CEQA Guidelines §15125 (c) and/or §15380. Therefore, a focused survey for this species was conducted on April 4, 2018. No small-flowered androstephium were found or are likely to occur on site. Checking a nearby reference site for the presence or absence of this plant could help ascertain if it is generally visible above ground this year. Such information would be helpful in ruling out below ground presence on the project site. However, the reference site check would need to be conducted by early May before the blooming season ends. Introduction The project applicant is proposing to develop seven acres of a lot south of the I-15 Afton Road off-ramp, located in San Bernardino County, CA (Township 11 N, Range 5 E, Section 1) (Figure 1). Plans are to develop a truck stop, including a 7,000 sq ft convenience store and 2,950 sq ft automotive repair and towing facility (Figure 2). Small-flowered androstephium was previously observed on the property (Figure 4); therefore focused surveys for androstephium were recommended in a 2016 general biological assessment (DRG, 2016). -

INTRODUCTION The purpose of this memorandum report is to document and update the biological conditions and resources of the proposed Panamint Valley drill pads/exploration boring sites. The focus of this preliminary survey is to review the Project Study Area in order to identify the existing habitat types and any special-status species with potential to occur. The Project Study Area is within the jurisdiction of the Bureau of Land Management (BLM) in Inyo County, California. The Project Study Area is located in the southern portion of Panamint Valley East Panamint Valley road. The six locations are located along Ballarat, Wingate, and Indian Ranch roads. (see map) . The Panamint Valley Drill Pad Project was assessed for biological resources August 22, 2017. Biological resources were evaluated based on the standard database searches conducted prior to the site visit. Proposed Panamint Drill Pads Scope of Work The proposed operation is to drill six exploration bore holes at the locations and in the manner described below, in the Panamint Valley, Inyo County, California. The primary exploration target is lithium. It is proposed to drill all six of these holes vertically to a depth of 2,000 feet each. Five of the holes will be drilled by standard reverse circulation rotary drill methods and will have a diameter of approximately 5 ½ inches. -
