A Case of Historical Misconceptions?—Congressman Rohrabacher’s Letter to Hillary Clinton Regarding Azerbaijan Kaveh Farrokh Abstract United States Congressman Dana Rohrabacher—a former member of the Reagan Administration, who has represented several Californian congressional districts from 1989 till the present-day—dispatched a letter to U.S. Secretary of State Hillary Clinton on July 26, 2012 outlining support for the separation of Iranian Azerbaijan and the joining of this entity to the Republic of Azerbaijan. The letter promotes the notion of the historical existence of a Greater Azerbaijani kingdom that was divided by Iran and Russia during the early 19th century. This paper examines the treaties of Gulistan (1813) and Turkmenchai (1828) between Iran and Russia, historical sources and maps and other academic works to examine the validity of the “Greater Forum of EthnoGeoPolitics Vol.1 No.1 Spring 2013 9 Forum of EthnoGeoPolitics Azerbaijan” thesis. Examination of these sources, however, does not provide evidence for the existence of a “Greater Azerbaijan” in history. Instead these sources reveal the existence of ‘Azerbaijan’ as being a region and province within the Iranian realm since antiquity, located below (or south of ) the Araxes River; in contrast, the modern-day Republic of Azerbaijan is located north (or above) the Araxes River. It never existed under the title “Azerbaijan” until the arrival of the Musavats (1918) and then the Soviets (1920). -

Finally, lately in the 8th century, Amir Timur thrived from Transoxiana in northeastern Iran, and gradually made obedient Iran and surrounding countries. However, in the Northwest of Iran, Turkmen tribes reigned but during the Timurid raids they had returned to obedience, and just as withdrawal of the Timurid troops, they were quickly back their former power. These clans and tribes sometimes were troublesome to the Ottoman Empires and Mamluk Sultanate of Egypt. Due to the remoteness of these regions of Timurid Capital and, more importantly, lack of permanent government administrations and organizations of the Timurid capital, following Amir Timur’s death, because of dynastic struggles among his Sons and Grandsons, the Turkmens under these conditions were increasing their power and then they had challenged the Timurid princes. The most important goals of this study has focused on investigation of their relationships and struggles. How and why Timurid Empire has begun to combat against Qara Qoyunlu and Aq Qoyunlu Turkmens; what were the reasons for the failure of the Timurid deal with them, these are the questions that we try to find the answers in our study. -

THESIS ON FUZULİ (FUZULİ HAKKINDA BİR DOKTORA ÇALIŞMASI) Dr. Hamide DEMİREL Thesis which I have submitted to the Faculty of Arts in the University of Durham for the Degree of Doctor of Philosophy is "A STUDY OF THE POET FUZULI (c. 1480-1556) WITH SPECIAL REFERENCE TO HIS TURKISH, PERSIAN AND ARABIC DIVANS". In this article I have discussed few of his themes where the ideas seem to me to be good examples of Fuzuli's art and thought, and have attempted to assess his importance in Eastern literature. Muhammed Ibn Sulayman, known by the pen-name Fuzuli was one of the great Turkish poets of the later middle ages. He lived all his life in 'Iraq",1 and was buried at Karbala (963/1556). During his time cIraq was ruled by the White Sheep (Aq Qoyunlu) Turkman dynasty, by the Safavids (1508-1534) and by the Ottoman Turks. In 941 /1534 Baghdad fell without resistance to an Ottoman army under the Grand Vazir Ibrahim Pasha, and Sultan2 Sulayman entered the city, where he remained with the troops till the following spring. Fuzuli addressed qasidas (panegyric odes) to Sulayman, to Ibrahim Pasha, and to other members of the Sultan's entourage in Baghdad. In religion Fuzuli certainly seems to have been devoted to the Prophet's family, but his mystic outlook placed him above sectarianism. He wrote his works in the three important Islamic languages and in the literary genres current in his time. Four teen of his verse and prose works in three languages, Turkish, Persian, and Arabic, are definitely known, and there are other works which are attributed to him. -

Iranian tradi ons served in a variety of ways. Iran ma ered less as a specifi c realm to be ruled than as a historical or cultural presence. Ideas of Iranian kingship and the pres ge of Persian culture were used to enhance the stature of Turco-Mongolian dynas es, both regional and imperial. Turco-Mongolian and Iranian tradi ons were also used for claims to local power, and rulers invoked the Ilkhans as well as Chinggis Khan. Iranian regional dynas es o en recognized Turco-Mongolian suzereignty while tracing their descent back to the Sasanians and numerous ci es memorialized their founding in the Sasanian period. The Shahnama remained important at both the imperial and the regional level. The Turco-Mongolian dynas es produced numerous royal manuscripts of it and on the most local level, we s ll fi nd places ac vely associated with the myths of the Shahnama. -

The origin of my study extends beyond the moment I had to pick a research topic for completion of my doctoral dissertation in the Department of Anthropology, Indiana University. This study grapples with some questions that have occupied my mind since a young age when my parents decided to migrate from Kabul to Los Angeles because of the Soviet-Afghan War of 1980s. I undertook sections of this topic while finishing my Senior Project at UC Santa Barbara and my Master’s thesis at California State University, Fullerton. I can only hope that the questions and analysis offered here reflects my intellectual progress. -

With the dominance of the early Islamic Caliphate from the 7th century, the political powers of the Kurds’ ancestors were removed and the non-Muslim population severely declined. From the middle of the Abbasid Caliphate period (750-1258) Kurdish governments grew again. After the Abbasids, various Islamic sects gained power and Kurdistan gradually becoming the battlefield of various political powers. With the emergence of two empires, the Sunni Ottoman and Shiite Safavid (and its successors) in the 16th century, the internal conflicts in the Islamic world culminated and lasted until the early 20th century. Between the 7th and the early 20th century religio-political confrontations converging in Kurdistan have severely affected the land’s socio-political situation. Kamola Chair of the Supervisory Committee: Associate Professor Joel Walker History The Jāmiʿ al-tawārīkh (Collected histories) of Rashīd al-Dīn Ṭabīb (d. 1318) has long been considered the single richest witness to the history of the early Mongol Empire in general and its Middle Eastern branch, the Ilkhanate, in particular. This has created a persistent dependence on the work as a source of historical data, with a corresponding lack of appreciation for the place it holds within Perso-Islamic intellectual history. This understanding of Rashīd al-Dīn and the Jāmiʿ al-tawārīkh, however, does not match certain historiographical and ideological strategies evident in the work itself and in other works by Rashīd al-Dīn and his contemporaries. This dissertation reads beyond the monolithic and uncritical use of the Jāmiʿ al-tawārīkh that dominates modern scholarship on Mongol and Ilkhanid history. Instead, it fits Rashīd al-Dīn and his work into the difficult process of transforming the Mongol Ilkhans from a dynasty of foreign military occupation into one of legitimate sovereigns for the Perso-Islamic world. This is the first study to examine a full range of Persianate cultural responses to the experience of Mongol conquest and rule through the life and work of the most prominent statesman of the period.
