VINAINCON Engineering and Construction Joint Stock Company (Short name “VINAINCON E & C) with its precursor name is Consulting center for Design and Construction (C.C.D.C) under Vietnam Industrial Construction Corporation was established according to the Decision No. 03/1999/QD-BCN granted by Ministry of Industry issued on 19, January 1999. Since 14 November 2011, Consulting center for Design and Construction was changed into VINAINCON Branch – Engineering and Construction - Vietnam Industrial Construction Corporation according to the Decision No. 235/QĐ-VINAINCON-HĐQT dated 14 November 2011 of Vietnam Industrial Construction Corporation.

VI.3. DESCRIPTION OF STEPS: Step 1: Receiving The General General Director of VINAINCON E&C shall take on design work by bid planning/ or decision on assignment and/ or contract signed with customer by General Director of VINAINCON E&C ,

Step 2: Appointing Project Manager and Subject presiders, The General Director of VINAINCON E&C shall select the person in charge of Project manager and subject presider accordingly, approve and inform his decision for assigned persons and others related to the project,

Step 3: Studying the Contract and relevant documentation, Project Manager shall take on responsibility to in touch with Customers for receiving and listing the documentation related to the project for controlling them, This list shall be controlled and updated constantly by Project Manager during the performance process, Project manager and subject presiders shall study these documentation to ensure that input datum of design work and estimation is adequate, detailed and unopposed each other : - Requires on function and effect of project - Requires on institution, law applied to the project, - Reference information from design work of previous project, - Major requirements for design and estimation processes,

Step 4: Planning the design schedule and estimation, To ensure the quality and keep time schedule of design and estimation, Project manager shall co- ordinate with subject presiders to make the detailed schedule (according to form BM-73-01-01) to control the performance of divisions, This schedule shall be controlled, updated continuously by project manager during design process, The content of design schedule and estimation are containing as follows: - Phases of project - Inspection, approval, assessment suitable to each phase, - Responsibility of implementation for each activity, - Communication manners between divisions during performance process,

In case of external resources (sub-contractor) needed to design and estimation process, Project Manager should present the measures for evaluating, selecting and controlling these sources in his schedule,

Step 7: Inspection in divisional level Following the planned program, chief of division shall inspect the designed results for: - Inspecting the utilization of documents, input data, calculation measures, update, results of calculation ( quality inspection of designed results). - Finding out the shortcomings and suggest the necessary corrective measures. Results of this process shall be taken down into records ( Inspection minutes BM-73-01-04). After inspected and approved at technical division, architectural drawings shall be used for designing structure and electric, water.

Step 8: Projectional inspection Project manager shall inspect the calculation results and designed drawings in accordance with the approved schedule, this inspection shall be done aiming: - Correlativeness between partial works of designing project - Output results of designer according to input datum, - Other works performed in accordance with the schedule - To make the basic for calculating quantity and estimation, Inspection Results shall be written down in the records ( according to BM-73-01-04)

Step 9: Estimating Estimation & planning department shall be responsible for receiving preliminary designs after inspecting in 1st projectional level and then calculating and selecting quantity and material standards, equipment in accordance with design document,

Estimation should present Suppliers and ensure that such suppliers has been evaluated and selected basing on planned objectives ( QD-74-01)

Step 10: Divisional Inspection, As planned schedule, Chief of department shall be responsible for inspecting estimation results aiming to: - Evaluate the conformity of calculated results, - Ensure that the document of supplier evaluation is adequately and clearly, - To identify all obstacles or suggestion of necessary action, Results shall be formed the records ( BM-73-01-04)

Step 11: 2nd projectional inspection Project manager shall inspect estimation results as approved schedule, This inspection shall be carried out to ensure: - The identification of contradictions between Client’s demands and designed products, - Other works should be carried out according to planned schedule, - The unification, conformity of economic & technical solutions, Results shall be recorded into documentation ( BM-73-01-04)

Step 13: Central approval The whole design document and estimation after checked and approved by technical manager shall be submitted to General Director for reviewing and approving aiming to: - Meeting the mission assigned by The Corporation. - Ensure that periods such as performance, inspection, approval has been carried out and having adequately documents. Results shall be written down in to document ( BM-73-01-04)

Step 14: Photocopy, bookbinding, sign and seal, The approved design documents attached with list of work shall be transmitted to Administrative department for photocopying, bookbinding and sealing, Designer, Chief of department, Project manager, technical manager, General Director of VINAINCON E&C shall be responsible for signing in such documents before submitting to legal assessment entity,

Step 15: Assessment Assessment shall be carried out by entity with sufficiently legal status to ensure that the project is capable to meet the requirement on use in the future or knowledgeable applications Assessment results shall be received and kept as archives.

Step 16: Hand-over Design document shall be handed over to relevant division after having the result of assessment by using Distribution Note ( QD-42-01-02).

Step 17: Revision, supplementation. Project manager shall be responsible for receiving any request on revision work from General Director of VINAINCON E&C / Corporation/ Customers, reviewing the relationship between items to be revised by form BM73-01-05, suggesting program and schedule for performing, having confirmation of issuer, The communication shall be made by fax, email etc. Results of revised work shall be written down in Revisional & Additional Report (BM-73-01-06), This report shall be sent to design department, estimation for studying and adjusting the work accordingly.

Step 18: Authorial supervision ( if any), As soon as the authorial supervision is required in Contract, project manager shall establish a program for supervising the authorial right. Assigned engineers shall be responsible for performing and reporting periodically the real condition of work. Final acceptance Minutes shall be signed between VINAINCON E&C / The Corporation/ Customers.

Step 19: Documenting Project Manager shall establish project recapitulative report in which described clearly the requirements, obtained results, applied improvement actions and general observations of project quality. The whole project records shall be kept as archives as performance steps, This record shall be managed as assigned in QD-42-42.
