Public Opinion Survey Residents of Moldova
Public Opinion Survey Residents of Moldova March 2016 Detailed Methodology • The survey was coordinated and analyzed by Dr. Rasa Ališauskienė from public opinion and market research company Baltic Surveys/The Gallup Organization on behalf of the International Republican Institute. The field work was carried out by Magenta Consulting. • Data was collected throughout Moldova (except in Transnistria) between March 11-25, 2016 through face-to-face interviews at respondents’ homes. • The main sample consisted of 1,500 permanent residents of Moldova older than the age of 18 and eligible to vote with an oversample in the capital Chisinau. It is representative of the general population by age, gender, education, region and size of the settlement. • Multistage probability sampling method was used with the random route and next birthday respondent’s selection procedures. • Stage one: all districts of Moldova are grouped into 11 groups. All regions of Moldova were surveyed. • Stage two: selection of the settlements: cities and villages. o Settlements were selected at random. o The number of selected settlements in each region was proportional to the share of population living in a particular type of the settlement in each region. • Stage three: primary sampling units were described. • The margin of error does not exceed plus or minus 2.8 percent. • Response rate was 50 percent. • Charts and graphs may not add up to 100 percent due to rounding. • The survey was funded by the National Endowment for Democracy. 2 Overwhelming Dissatisfaction with Status -

Declararea ședinței ca fiind deliberativă. 2. Dezbateri asupra ordinii de zi și aprobarea ei. 3. Dezbaterea și adoptarea în lectura a doua a proiectului de Lege nr.137 din 20 ianuarie 2012 pentru completarea Legii nr.273-XIII din 9 noiembrie 1994 privind actele de identitate din sistemul național de pașapoarte (art.31, 32). 4. Dezbaterea în lectura a doua a proiectului de Lege nr.1257 din 8 iunie 2012 pentru completarea Legii nr.64-XII din 31 mai 1990 cu privire la Guvern. În urma dezbaterilor, s-a luat decizia ca procedura de vot să aibă loc într-o ședință ulterioară. 5. Dezbaterea și aprobarea în primă lectură a proiectului de Lege nr.2630 din 8 noiembrie 2012 cu privire la activitatea Poliției și statutul polițistului. 6. Dezbaterea în lectura a doua a proiectului de Lege nr.1914 din 30 august 2012 pentru modificarea şi completarea Legii nr.1456-XII din 25 mai 1993 cu privire la activitatea farmaceutică. În urma dezbaterilor, s-a luat decizia ca procedura de vot să aibă loc într-o ședință ulterioară. 7. Dezbaterea și aprobarea în primă lectură a proiectului de Lege nr.1602 din 9 iulie 2012 pentru modificarea și completarea unor acte legislative (Legea cu privire la avocatură – art.18, 20, 65; Legea privind Institutul Național al Justiției – art.13). 8. Dezbaterea în primă lectură a proiectului de Lege nr.2913 din 5 decembrie 2012 privind scutirea Consiliului raional Ialoveni de compensarea pierderilor cauzate de excluderea din categoria terenurilor cu destinație agricolă și ale fondului silvic, precum și din circuitul agricol, a terenului destinat construcției ”Centrului de Suport pentru Mediul de Afaceri Transfrontalier – Formare, Expoziție și Simpozion”. -

The ability to take up the issues of my mandate including topics of some controversy with them in direct conversation has made for a better understanding of the current situation and appreciation of their respective efforts. I am also especially grateful to Ambassador Michael Scanlan and his staff at the OSCE Mission to Moldova for their invaluable assistance in both the organization of my visit and in briefing me prior to my arrival in Chisinau and throughout my stay. I believe Ambassador Scanlan’s knowledge and guidance helped me to ask the right questions and look critically at the answers I received. ODIHR has worked closely with civil society partners in Moldova and helped prepare the ground for this visit. I am especially indebted to Jan Fahlbusch for his advice and involvement. A View from the Jewish Community By its own estimate the Jewish Community of Moldova numbers about 15,000. The community operates a Jewish library, two general Jewish schools and three synagogues, and it is nearly unique in having a unified presence on both banks of the Dniester. It is an aging community, with half its members older than 50, due in some measure to the steady rate of emigration. -

[...]” 2. The author of the application has requested the Constitutional Court to interpret Article 13 of the Constitution, and to explain: – whether he phrase “Moldovan language based on the Latin alphabet” can be semantically equated with the phrase “Romanian language”. -

ELECTION OBSERVATION DELEGATION TO THE PARLIAMENTARY ELECTIONS IN REPUBLIC OF MOLDOVA (30 November 2014) Report by Igor ŠOLTES, Chair of the Delegation Annexes: A - List of Participants and Programme B - EP Delegation press statement C - Preliminary Findings and Conclusions Introduction On 18 September 2014, the Conference of Presidents authorised the sending of an Election Observation Delegation, composed of 7 Members, to observe the parliamentary elections in Moldova, scheduled for 30 November 2014. The participation of one of the members was canceled in last moment. Due to the impossibility to obtain a new accreditation for a replacing member, because of closed deadline for registration, the delegation was composed only of 6 members of the European Parliament. They represented five different EU countries and five different political groups according to the rotating d'Hondt system. The delegation included: Igor ŠOLTES (Head of delegation, Slovenia, Greens/EFA), Alberto CIRIO (Italy, EPP), Andi CRISTEA (Romania, S&D), Soraya POST (Sweden, S&D), Kristina WINBERG (Sweden, EFDD) and Konstantinos PAPADAKIS (Greece, NI). The Delegation conducted its activities in Moldova between 27 November and 2 December 2014. Following the usual practice in the OSCE area, the EP Delegation was integrated in the International Election Observation Mission (IEOM) organised by the ODIHR, and cooperated together with the Parliamentary Assemblies of the OSCE and the Council of Europe present on the ground. According to the preliminary findings and conclusions, which were as well endorsed by the European Parliament, the elections in Moldova were well administrated offering a wide choice of political alternatives, with an election campaign influenced by geo-political aspirations and marked by the late de-registration of one electoral contestants. -

Review of year 2015 Preliminary conclusions The year 2015 marked a decline for mass media in the Republic of Moldova; this explains the downgrading in international rankings. According to the Freedom House Report, media in Moldova retained its status as ―partially free‖ but ranked 55th, a lower score than in previous years. According to the Press Freedom Index compiled by Reporters sans Frontiers (Reporters without Borders), Moldova ranked 72nd out of 180 countries and lost 16 positions compared with previous years. Among the Eastern Partnership countries in term of press freedom, Moldova along with Georgia and Ukraine were rated partially free. -

This expectation however is unlikely this year, because the salary bill for teachers and lecturers is al- ready too expensive, the Government says. Earlier protests with education employees forced the Govern- ment to pass a number of decisions regarding the remuneration improvements. One of decisions envisages a salary increase for education staff in public institutions and for other employees based on the Common Tar- iff Network. Pay raise promises Starting May 1, 2017, the public education staff in Moldova will receive a monthly raise of 100 lei (5$) and from September they will get a 10% raise, the Labor and Social Protection Ministry announced. At the same time, current legislation and the 2016 economic performance would allow to raise teachers’ salaries by 5.3% while the Government would be looking for additional funding during the amendment of the 2017 budget. On the other hand, the Government admits in the Additional Memorandum on Economic and Financial Poli- cies with the IMF that it is short of resources to increases the public spending, including salaries. Salary expenses are “too large” "On the expense side the salary expenses in the public sector exceed the targets that have been established in the Memorandum with the International Monetary Fund which was signed on October 24, 2016," the execu- tive said in a press release. -
