Chenchu Laxmi, Hyderabad has filed 2nd appeal dated 07-03-2018 which was received by this Commission on 07-03-2018 for not getting the information sought by her from the PIO / O/o The Tahsildar, Revally Mandal, Wanaparthy District and 1st Appellate Authority / O/o The Revenue Divisional Officer, Wanaparthy Division, Wanaparthy District. 2. The brief facts of the case as per the appeal and other records received along with it are that the appellant herein filed an application dated 08-11-2017 before the PIO / O/o The Chief Commissioner of Land Administration, Hyderabad under Sec. 6(1) of the RTI Act, 2005, requesting to furnish the information on the following points mentioned in her application: TSIC 3. The Public Information Officer / The Additional Assistant Commissioner, O/o The Chief Commissioner of Land Administration, Hyderabad vide CCLA’s Ref. No. RTI/1315/2017, dated 16-11-2017 has transferred the application u/s 6(3) of the RTI Act to the Public Information Officer/ O/o The Collector, Wanaparthy District to furnish the information directly to the appellant under intimation to their office and a copy of the letter was sent to the appellant. Further the Public Information Officer / O/o The Collector, Wanaparthy District vide letter No. RTI/1668/2017, dated 19-12-2017 has transferred the application u/s 6(3) of the RTI Act to the Public Information Officer/ O/o The Tahsildar, Revally Mandal, Wanaparthy District to furnish the information directly to the appellant under intimation to their office and a copy of the letter was sent to the appellant. Since the appellant was not satisfied with the reply received from the Public Information Officer, she filed 1st appeal dated 19-01-2018 before the 1st Appellate Authority u/s 19(1) of the RTI Act, 2005 requesting him to furnish the information sought by her. 5. The 1st Appellate Authority vide Notice No. I/205/2018, dated 30-01-2018 has issued a notice to the Appellant and the Public Information Officer / O/o The Tahsildar, Revally Mandal, Warangal Urban District to appear before their office for hearing on 05-01-2018 at 03:00 PM along with connected records. 6. As the appellant was not satisfied with the reply received from the Public Information Officer and 1st Appellate Authority, she preferred this 2nd appeal before this Commission u/s 19(3) of the RTI Act, 2005 requesting to take action against the PIO and 1st Appellate Authority for not furnishing information sought by her and also to arrange to furnish the information sought by her. The Appeal was taken on file and notices were issued to both the parties for hearing on 13-02-2019. The case is called on 13-02-2019. The Appellant is present. The Public Information Officer / Sri G. Chakrapani, Deputy Tahsildar is present. The First Appellate Authority is absent. Smt Sujathamma, Naib Tahsildar is present on behalf of the First Appellate Authority. The Appellant submitted that she sought ROR record and certified copies of survey No. 159/A. She also submitted that she sought on what basis mutation was made. The Public Information Officer submitted that mutation has not taken place in survey No. 159/A and presently it stands in the name of Smt Chenchu Laxmi from 10-12-2009 onwards. Change of name took place on the basis of inheritance. He also submitted that Village Revenue Officer is misguiding. The Commission directed the Public Information Officer to come along with Village Revenue Officer. The case was adjourned to 11-06-2019. The case is called on 11-06-2019. The Appellant is present. The Public Information Officer-1 / O/o The Tahsildar, Revally Mandal, Wanaparthy District is absent. The Public Information Officer-2 / O/o The Village Revenue Officer, Keshampet Village, Revally Mandal, Wanaparthy District is absent. The First Appellate Authority is absent. The Appellant submitted that he has not received the sought information. The Commission directs the Public Information Officer to furnish the sought information to the appellant within two weeks from the date of receipt of this order. With the TSICabove direction, the appeal is closed.     RECL sets up wastewater treatment plant in Wanaparthy The Rural Electrification Corporation Limited (RECL) in Hyderabad, has supported the ICRISAT (International Crops Research Institute for the Semi-Arid Tropics)-led consortium to develop “Model Sites of Learning” in Wanaparthy district of Telangana State with the aim of sustainably increasing agricultural productivity and improving livelihoods of the rural poor in vulnerable rainfed areas. The intervention involving decentralized wastewater treatment and abatement of raw wastewater irrigation was done as part of watershed development activity in the erstwhile Mahabubnagar district (now Mahabubnagar and Wanaparthy districts) of Telangana, India, utilizing fund made available by RECL under corporate social responsibility (CSR). Technology for constructed wetland: As common gardening skills are sufficient to take care of such a wastewater treatment system, CWs presents a feasible solution to the wastewater menace for small rural communities with limited resources and power supply. CWs may also provide additional income source for the villagers during the construction, operation as well as maintenance activities. A typical decentralized wastewater treatment (DWAT) unit consists of four components an inlet tank which acts as flow equalization tank as well; a horizontal flow subs-surface constructed wetland where specific plants such as Cana indica; Typha latifolia are grown on a sand gravel media to facilitate phytoremediation of the wastewater. Once the plants get established, bulk of the pollutant removal takes place in the root-zone. The third component is an outlet tank downstream of the constructed wetland. The inlet tank and outlet tank help to maintain the subsurface flow regimen by suitably placing the inlet and outlet pipes while utilizing the gravity flow.
