The brief facts of the case as per the Complaint and other records received along with it are that the Complainant herein filed an applications dated 05-03-2019 and 01-02-2019 before the PIO under Sec.6(1) of the RTI Act, 2005, requesting to furnish the information. The Public Information Officers has not furnished the information to the Complainant. As the Complainant has not receive the required information from the PIOs even after 30 days of filing his application, he preferred this Complaint before the Commission u/s 18(1) of the RTI Act, 2005 requesting to arrange to furnish the information sought by him. A perusal of case papers on record goes to show that the complainant sought voluminous and wide-ranging information with regard to various Mandals and districts. The Public Information Officer-1 submitted that a reply was given to the complainant on 27-03-2019 and appellant was asked to pay an amount of Rs.1296/- for furnishing the information to the complainant. The Public Information Officer-2 submitted that vide letter No.11/19/DVC/Bhoothpur Mandal/2019 dated 30-03-2019, sought information was furnished to the complainant through RPAD. The Public Information Officer-3 &12 submitted that vide letter No.1/RTI/2019 dated 30-03-2020, sought information was furnished to the complainant. The Public Information Officer-4 submitted that sought information was furnished to the complainant on 10-04-2019, but there was no proof. The Public Information Officer-5 submitted that a reply was given to the complainant on 16-05-2019 and complainant was asked to pay an amount of Rs.1714/- for furnishing the information to the complainant The Public Information Officer-6 and 7 submitted that sought information was furnished to the complainant on 06-03-2019 and 10-04-2019, but there was no proof of acknowledgment. The Public Information Officer-8 submitted that vide letter No. 22/PVC Pangal/2019 dated 09-03-2019, sought information was furnished to the complainant through RPAD. The Public Information Officer-9 submitted that vide letter No.05/PVC-Addakula/2019 dated 10-04-2019, sought information was furnished to the complainant through RPAD. The PublicTSIC Information Officer-10 submitted that vide letter 14/PVC/Gopalpet/2019 dated 02-03-2019, sought information was furnished to the complainant through RPAD. The Public Information Officer-11 submitted that sought information was ready and will be furnished to the complainant today. The Public Information Officer-13 submitted that vide letter 1/RTI/2020-21 dated 15-12-2020, sought information was furnished to the complainant through RPAD. The Public Information Officer-15 submitted that vide letter 12/PVC/Peddgudem/2019 dated 02-03-2019, sought information was furnished to the complainant through RPAD on 05-03-19. During the hearing, The Public Information Officers submitted that information sought in respect of these RTI applications was very large and voluminous and it tantamount to diverting the meagre resources of the Public Information Officer thereby impacting the normal functioning of its activities. The information sought by the complainant was voluminous in nature. In this context, the Commission also referred to the decision of the Hon’ble Supreme Court of India in Central Board of Secondary Education and Anr. Vs. Aditya Bandopadhyay and Ors, SLP(C) NO. 7526/2009 wherein it was held as under: P.T.O Note: This is system generated copy and no signature is required ::2:: “Indiscriminate and impractical demands or directions under RTI Act for disclosure of all and sundry information (unrelated to transparency and accountability in the functioning of public authorities and eradication of corruption) would be counter-productive as it will adversely affect the efficiency of the administration and result in the executive getting bogged down with the non-productive work of collecting and furnishing information. The Act should not be allowed to be misused or abused, to become a tool to obstruct the national development and integration, or to destroy the peace, tranquility and harmony among its citizens.

    WIDER Working Paper 2021/21 Can information campaigns reduce last mile payment delays in public works programme? Evidence from a field experiment in India Upasak Das,1 Amartya Paul,2 and Mohit Sharma3 January 2021 Abstract: Does information dissemination among beneficiaries of welfare programmes mitigate their implementation failures? We present experimental evidence in the context of a rural public works programme in India, where we assess the impact of an intervention that involves dissemination of publicly available micro-level data on last mile delays in payment and programme uptake, along with a set of intermediate outcomes. The findings point to a substantial reduction in last mile payment delays along with improvements in awareness of basic provisions of the programme and process mechanisms while indicating a limited effect on uptake. However, we find a considerable increase in uptake in the subsequent period, which is potentially indicative of an ‘encouragement’ effect through the reduction in last mile delays. A comparatively higher impact on payment delay was found for deprived communities. The findings lay a platform for an innovative information campaign that can be used by government and civil society organizations as part of transparency measures to improve efficiency.
