efence Minister Mr Manohar DParrikar inaugurated the Orientation Programme for the newly elected Cantonment Board Members of 25 Cantonment Boards under the jurisdiction of Central Command at Banking Institute of Rural Development (BIRD), Lucknow on July 9, 2015. The inaugural program started with welcome song sung by girl students of Lucknow Cantonment Board School, Lucknow followed by lighting of Lamp. Director General Defence Estates gave the introductory address followed by Defence Minister’s address to the gathering. The Defence Minister emphasised that he is well aware of the problems faced by the people living in the cantonment area and would do his best to resolve the problems in near future. This is an initiative taken by the Director General, Defence Estates with the approval of Defence Minister. Presidents of Cantonment Boards, Chief Executive Officers and Defence Estates Officers under the jurisdiction of Central Command also participated in the programme. The Orientation Programme which brought together 163 elected members of 24 Cantonment Boards, 114 of them being first-timers, alongwith their Presidents and CEOs presented a special opportunity to all stake-holders of Cantonment Board administration to deliberate on a variety of subjects at one Forum. Such a programme is being held for the first time. It is hoped that this two-day programme will further enlighten the elected representatives on the key issues pertaining to the Cantonment Board administration. The programme will give an opportunity to the newly elected Members of the Cantonment Boards to get an overview of the Statutes,

NS Tarangini, the Sail Training Ship Iof the Indian Navy, is undertaking an eight month voyage to participate in the tall ship races and other events during her overseas deployment. The ship’s voyage to 17 ports in 14 countries, covering approximately 17000 nautical miles across the Red Sea, Mediterranean Sea and the North Sea, will showcase India to the world and demonstrate the Indian Navy’s global reach. The theme of the voyage, code named Lokayan 15, has been chosen as “Tacking for a Broader Reach”. On the spot registration of pensioner grievances were also made at the venue. 162 cases related to pensioner’s grievances were listed for hearing in the adalat. Five benches consisting of officers from CGDA New Delhi, PCDA (P) Allahabad and CDA (PD) Meerut, Army, Navy and Air Force have been set up for redressal of grievances of the pensioners. One Chandigarh alongwith Maj Gen Harminder Singh, General Officer Commanding, 91 Sub Area attended the pension adalat. Mr DR Negi, IDAS, CDA (Pension Disbursement) Meerut Cantonment welcomed the chief guest and other dignitaries. Total 650 pensioners attended the Pension Adalat. Mr DR Negi during his welcome address intimated that the very Ist Defence Pension Adalat was also conducted at Jalandhar during December 1987. Since 1987, this

July 16-31, 2015 Sainik Samachar 17 GRSE KOLKATA Three Fast Attack Craft Launched

hree Follow-on Water Jet Fast TAttack Craft (FO-WJFAC) for the Indian Navy were launched on June 30, 2015 at Garden Reach Shipbuilders & Engineers Ltd (GRSE), Kolkata by Mrs Medha Murugesan, wife of Vice Admiral P Murugesan, Vice Chief of the Naval Staff. In accordance with the traditions, invocations from Atharva Veda were recited and Mrs Medha Murugesan applied ‘Kumkum’ on all three ships and named these ships as ‘INS Tarmugli’, ‘INS Tilanchang’ & ‘INS Tihayu’. She wished the ships good luck and launched the vessels. The names of the ships are based on picturesque places in the Andaman and Nicobar islands in the Bay of

Vice Admiral P Murugesan, Vice Chief of the Naval Staff, who was the Chief Guest during the occasion, asserted that Indian Navy has been the torch bearer in the drive for indigenous construction of warships and acknowledged the role of GRSE as a reliable partner in pursuing the national goal of ‘Make in India’. He extended warm felicitations to the entire team of the GRSE for their significant contribution towards meeting the Navy’s growing requirement of state-of-the-art warships. These follow on Water Jet Fast Attack Craft are powered by the latest 4000-series of MTU engines, along with advanced machinery control system and water jets and can attain a maximum speed of 35 Knots. The craft would also have the latest communication equipment and radars which would enable effective surveillance. These follow on ships have higher power generating capacity of 280 kW, enhanced capacity of RO plant from 2 TPD to 4 TPD among many other features as compared to the WJFAC already in service. The indigenous CRN 91 Gun with Optronic Pedestal gives them the requisite firepower to undertake their basic role of patrolling effectively. Two of these ships are scheduled to be delivered to the Indian Navy in this year. n impressive valedictory function Awas held at Basic Flying Training School (BFTS), in Air Force Station Bamrauli, Allahabad, in order to mark the successful completion of flying training to 24 Army Aviator’s of 195 Army Pilots Course. These budding aviators underwent the course of rigorous flying and ground training for the past five months. Basic Flying Training School is a premier flying establishment of the Indian Air Force located at Allahabad. It was established in December 16, 1987 to impart ab- initio training to pilots on HPT-32 aircraft. he Indian Army on July 2, 2015 introduced its office Tautomation software called Army Record Offices Process Automation 3.0 (ARPAN 3.0). The ARPAN application was released by the Defence Minister in the presence of senior officials of the Ministry of Defence and Indian Army. The release of the ARPAN, jointly developed by M/s Tech Mahindra and Army Software development Centre, is a part of the Digital India initiative of the Government of India which is also a key result area of the COAS. The automation of all the Record Offices will benefit over 12 lakh serving soldiers of the Indian Army. IX District/Station Commander and Works Conference was organised by the Coast Guard Region (NW) on July 2-3,2015 in Gandhinagar, Gujarat. The Conference was chaired by Inspector General KS Sheoran, Commander Coast Guard Region. In this two-day conference, the Regional Commander reviewed the operational preparedness of Coast Guard units and progress of Works Projects in the Region.
