(2) This Order shall come into force— (a) for the purposes of proceedings preliminary or relating to any election to be held on 1st May 2003, on 10th October 2002; (b) for all other purposes, on 1st May 2003. Previous representations were submitted particularly in reference to Proposed Change ref. 5.6 relating to the introduction of a new Green Belt Policy CPXX, together with supporting text. The representations related specifically to the part of that policy which related to Major Developed Sites within the Green Belt, and with the proposed supporting text set out in paragraphs 4.29c to 4.29f of Appendix 1 to the Schedule of Proposed Changes. The representations were made setting the Proposed Core Strategy policy against National planning policy as set out in Planning Policy Guidance Note 2 – Green Belts (PPG2). In particular, consideration was paid to the commentary in Annex C of PPG2 relating to the definition of Major Developed Sites within the Green Belt. PPG2 guidance has been replaced with advice contained within paragraph 89 (final bullet) of the NPPF. This states that: ‘limited infilling of the partial or complete redevelopment of previously developed sites (brownfield land), whether redundant or in continued use (excluding temporary buildings), which would not have a greater impact on the openness of the Green Belt and the purpose of including land within it than the existing development.’ The NPPF does not include any reference within Green Belt policy towards the identification of Major Developed Sites within the Green Belt or propose any policies. -

AGENDA ITEM NO. 4 PLANNING APPLICATIONS The attached list of planning applications is to be considered at the meeting of the Planning Committee at the Civic Centre, Stone Cross, Northallerton on Thursday 26 April 2012. The meeting will commence at 1.30pm. Further information on possible timings can be obtained from the Committee Officer, Jane Hindhaugh, by telephoning Northallerton (01609) 767016 before 9.00 am on the day of the meeting. The background papers for each application may be inspected during office hours at the Civic Centre by making an appointment with the Head of Regulatory Services. Background papers include the application form with relevant certificates and plans, correspondence from the applicant, statutory bodies, other interested parties and any other relevant documents. Members are asked to note that the criteria for site visits is set out overleaf. Following consideration by the Committee, and without further reference to the Committee, the Head of Regulatory Services has delegated authority to add, delete or amend conditions to be attached to planning permissions and also add, delete or amend reasons for refusal of planning permission. The application under consideration raises specific issues in relation to matters such as scale, design, location, access or setting which can only be fully understood from the site itself. 2. The application raises an important point of planning principle which has wider implications beyond the site itself and as a result would lead to the establishment of an approach which would be applied to other applications. 3. The application involves judgements about the applicability of approved or developing policies of the Council, particularly where those policies could be balanced against other material planning considerations which may have a greater weight. -

When the cycle 1 Turn left out of the Site and in about 200 yards, left track ends, rejoin the road and keep straight ahead again (by the side of Lidl) into Newsham Road and follow over a small roundabout to a larger roundabout (about THIRSK RACECOURSE CYCLE ROUTE this out of Thirsk for about 2.5 miles. This route takes in part of National Cycle Network Routes 71 and 657. It’s a circular route heading north-west one third of a mile). Turn right and follow the road back from Thirsk, on to Knayton, then back to Thirsk via Upsall. 2 Just before crossing a railway bridge, go through the through the centre of Thirsk – you will still see signs for large ornate iron gates on the right (signed Thornton NCN Route 657. Park, Public Bridleway).
