Vassar College Between “the Potential” and “the Actual”: Lead Poisoning in New Orleans as State Sanctioned Environmental Racism A Thesis submitted in partial satisfaction of the requirements for the degree Bachelor of Arts in Sociology by Eliana Marcus-Tyler Thesis Advisors: Professor Pinar Batur Professor Jasmine Syedullah May 2018 Between “the Potential” and “the Actual”: Lead Poisoning in New Orleans as State Sanctioned Environmental Racism This thesis investigates the relationship between lead poisoning in New Orleans and broader structures and histories of environmental racism in the state of Louisiana. I argue that lead poisoning in the city is not an anomaly, but rather an example of the state-sanctioned environmental racism that is foundational to the economic, political, and social functioning of Louisiana. In this project I draw together definitions of environmental racism; histories of social and environmental degradation in the state; accounts of grassroots activists fighting for their communities; research on the causes of lead poisoning and the subsequent health impacts; and statistics on soil and blood lead in New Orleans.
