Chapter 3 Project Evaluation and Recommendations 3-1 Project Effect It is appropriate to implement the Project under Japan's Grant Aid Assistance, because the Project will have the following effects: (1) Direct Effects 1) Improvement of Educational Environment By replacing deteriorated classrooms, which are danger in structure, with rainwater leakage, and/or insufficient natural lighting and ventilation, with new ones of better quality, the Project will contribute to improving the education environment, which will be effective for improving internal efficiency. Furthermore, provision of toilets and water-supply facilities will greatly encourage the attendance of female teachers and students. (2) Indirect Effects 1) Enhancement of Community Participation to Education Community participation in overall primary school management activities will be enhanced through participation in this construction project and by receiving guidance on various educational matters from the government. 91 3-2 Recommendations For the effective implementation of the project, it is recommended that HMG of Nepal take the following actions: 1) Coordination with other donors As and when necessary for the effective implementation of the Project, the DOE should ensure effective coordination with the CIP donors in terms of the CIP components including the allocation of target districts. -

The revised M&E Plan is consistent with the approved Annual Work Plan and the Program Description of the Cooperative Agreement (CA). This updated M&E has added/revised/updated targets to systematically align additional earthquake recovery funding added into the award through 8th modification of Hariyo Ban award to WWF to address very unexpected and burning issues, primarily in four Hariyo Ban program districts (Gorkha, Dhading, Rasuwa and Nuwakot) and partly in other districts, due to recent earthquake and associated climatic/environmental challenges. This updated M&E Plan, including its added/revised/updated indicators and targets, will have very good programmatic meaning for the program’s overall performance monitoring process in the future. -

No.: Kathmandu, Nepal Foreword Nepal has made significant progress in achieving good results in school enrolment by having more children in school over the past decade, in spite of the unstable situation in the country. However, there are still many challenges related to equity when the net enrolment data are disaggregated at the district and school level, which are crucial and cannot be generalized. As per Flash Monitoring Report 2014- 15, the net enrolment rate for girls is high in primary school at 93.6%, it is 59.5% in lower secondary school, 42.5% in secondary school and only 8.1% in higher secondary school, which show that fewer girls complete the full cycle of education. -

The Government of Nepal President Chure-Tarai Madhesh Conservation Development Board President Chure-Tarai Madhesh Conservation and Management Master Plan 2074 Foreword The Chure hill has remained to be fragile, susceptible and the store of forest/vegetation in the geo-physical, geological and the like points of view, but it has severely eroded as well as depleted because of the developmental endeavors in the last few decades. The Chure Hill, Dun, Bhavar and Tarai Madhesh are connected with one another in harmonious manner. Although the Chure has been providing support to the agriculture business and the inhabitants of the Dun and Tarai Madhesh regions with the natural fertilizer, water and other resources from its region, it has now created disasters and worries following its gradual destruction. Due to its inappropriate or incorrect use, it is affecting upon all- the Dun, the Bhavar and the Tarai Madhesh. Due to the unmanaged cultivation, animal husbandry and uncontrolled grazing on its sloped terrains, the soil of this region has arrived at the Tarai Madhesh region. Furthermore, the impromptu collection of the sand, rock and pebbles from the streams/rivers in the deep-valleys of the Chure and in the Bhavar regions has turned the Tarai land in the grip of river-cutting and flood. Although the manpower and land are the main sources of the Tarai Madhesh region, both the production and productivity of this region are in the decreasing trend because of the migration of the youths outside the nation for employment together with the ever-increasing disasters such as landslide, river-cutting and flood. -

Land Commitments in Nepal’s Peace Process: An Update on Implementation June 20, 2012 I. Introduction Land is central to the livelihoods of many Nepalis, and political struggles over land and its equitable distribution have a long history. Land was also a central feature of Nepal’s decade-long conflict. In the then-Communist Party of Nepal-Maoist’s initial 40-Point Demands, issued in 1996, the party called for “land under control of the feudal system [to be] confiscated and distributed to the landless and homeless” and for land belonging to certain classes of people to be “confiscated and nationalized.”1 To advance this agenda and to consolidate political control in their areas of strength, the Maoists seized land from larger landowners and from their political opponents during the conflict. The 2006 Comprehensive Peace Agreement (CPA) and subsequent political agreements committed the Maoists to return this seized land to its owners and also contained a range of government commitments to social transformation, including land reform. In its June 2010 report, “Land Commitments in Nepal’s Peace Process: What Has Been Achieved to Date?”2 The Carter Center found that these commitments had been only partially fulfilled. Observers found in 2010 that the Unified Communist Party of Nepal-Maoist (UCPN(M)) had returned much of the land it had seized in the hills, mountains, and parts of the Eastern and Central Tarai, although some outstanding cases remained in these areas. By contrast, most of the land captured in the Mid and Far- Western Tarai (where the largest number of seizures had reportedly occurred) had not been returned or had been returned only conditionally. -

Ltd. Nepal Household Risk and Vulnerability Survey 2018 – Wave 3 Completion Report SURVEY COMPLETION REPORT 1. BACKGROUND Nepal has shown improvement in reducing poverty rates over the past decade. However, large proportion of people still live in an economically poor state and are vulnerable to falling below poverty lines, due to various factors. After the 2015 Gorkha Earthquake, large proportion of people are living in economically feeble state in the 14 severely hit districts. These natural shocks and other shocks make the people very vulnerable. How people cope with these shocks, and what mechanism they have developed to cope these situation is vital information for developing programs and strategies for the government. With this objective, a three-year nation-wide panel survey was commenced in April – Sep 2016 as the first wave survey; second wave survey was conducted in June – Aug 2017, and third wave survey was conducted in June – Aug 2018, in 50 district’s 400 PSUs.
