If technology is not the only driver in the evolution of warfare, it is the enabler, not to say the trigger, of most of the changes that occurred at the turning point between generations. For a country like Switzerland, Technology Foresight is paramount to identify the opportuni- ties and threats a technology can represent for the different military capabilities building our national armed forces. Rather than picking winners, the Technology Foresight program must provide a comprehensive overview to ensure an early warning about novel relevant technological advances. Identifying potentialities provides the time to build the necessary competences, skills and expertise, in the various fields. In that sense, Technology Foresight must be an integrated element of the doctrine, planing and procurement processes of the armed forces. Only with this strategic futuristic vision, the Swiss armed forces are able to handle, economi- cally and operatively, the evolutions and challenges to come. -

For those of you who had not had an opportunity to visit the St Croix Observatory (SCO), this would be a great opportunity to see what you’ve been missing. Details will be posted on the “chat list”, and a final decision (based on weather) will be made on Thursday June 20th. If the weather is bad, we will meet in our usual room at St Mary’s University. In July the RASC will be meeting for the annual General Assembly. This year it is being hosted by the Thunder Bay Centre. In 2015 it will hosted by the Halifax Centre (see page 8). Due to changes in Federal laws, the governing structure of the RASC is being changed and there are several key motions that need to be voted on. -

Men at Work: Public Construction, Labor, and Society at Middle Republican Rome, 390-168 B.C. Abstract MEN AT WORK: PUBLIC CONSTRUCTION, LABOR, AND SOCIETY AT MID-REPUBLICAN ROME, 390-168 B.C. Seth G. Bernard C. Brian Rose, Supervisor of Dissertation This dissertation investigates how Rome organized and paid for the considerable amount of labor that went into the physical transformation of the Middle Republican city. In particular, it considers the role played by the cost of public construction in the socioeconomic history of the period, here defined as 390 to 168 B.C. During the Middle Republic period, Rome expanded its dominion first over Italy and then over the Mediterranean. As it developed into the political and economic capital of its world, the city itself went through transformative change, recognizable in a great deal of new public infrastructure. -

However, with world population growing at an alarming rate, the concept of a second home in space could very likely become a stark reality. Already, a number of visionary scientists have drawn up plans for off-earth habitats. Biosphere II near Tucson, Arizona is an example. Additionally, NASA has future plans for a mission to Mars in the next 20 years. It certainly appears that earth will not always be our home. With this in mind, ask the students to consider the scenario suggested next in "Liftoff." Liftoff: You will have the opportunity to bury a time capsule, a sealed and durable box, which will be opened after one hundred years. Future discoverers of the box will be able to guess from the contents what your life was like 100 years before their time. Below are six different categories. For each category, choose an object that would best represent it. Keep in mind that you may choose items like photographs, scrapbooks, films or videos, books, newspapers, miniature models, and other favorite mementos. -
