ST COLUMB MAJOR TOWN COUNCIL Minutes of a Full Council Meeting of St Columb Major Town Council, held in the Council Chamber, Town Hall, St Columb Major, on Tuesday, 3rd December 2019 at 7.00pm. Present: Cllrs P Wills (Mayor), Mrs J Warner (Deputy Mayor), Mrs F Fuery, Mrs B Rogers, Mrs L Jiggins, B Daniels, E Culley, Mrs F McLeod In attendance: Mr M C Uren (Town Clerk), and six members of the public, PCSO Parry (up to Item 186/19) and a Reporter from Newquay Voice 184/19 Mayor’s Welcome: Cllr Wills welcomed everyone to the Meeting. Housekeeping: The Mayor addressed Councillors and members of the public, giving advice on emergency procedures, asking that all mobile ‘phones be switched off, or turned to silent. Announcement and Diary Dates: The Mayor’s Report (also incorporating the County Councillor’s Report) was presented by Cllr Wills:- “Since our last Meeting, I have chaired a hearing of Cornwall Council’s Licensing Sub-committee, held in Camborne, to determine a licensing matter reference a restaurant at Cury Cross Lanes, near Helston. I attended an All Members Briefing, with the current temporary Chief Fire Officer for the Cornwall Fire and Rescue Service, where he discussed the Local Government Agency Thematic Peer Challenge. From 17 – 19 July, the Service welcomed Chief Fire Officer Mark Hardingham to lead a National Fire Chief Council and Local Government Association Thematic Peer Challenge. The team of three specialist Officers immersed themselves in the Service for over 45 hours, reading documents, leading focus groups, and speaking with over 60 people from all over the Service. -

Newquay Transport Strategy Development Appendix B – Town Model May 2017 Bude and Stratton Town Model Technical Note 10 CORNWALL COUNCIL CORNWALL TOWNS MODELS NEWQUAY TOWN MODEL TECHNICAL NOTE 16 17TH OCTOBER 2012 PROJECT: 285300FN-HLV 1 EXECUTIVE SUMMARY This report examines how the highway network within Newquay is predicted to operate in 2030 with the levels of development growth proposed in the emerging Core Strategy. Allowances have been made for background traffic growth and development-related traffic. A series of strategic sustainable transport measures and highways network improvements are proposed to mitigate the impacts of this growth. A traffic model has been developed for Newquay which has been used to predict where congestion and delays will occur in 2030. An assumed level of modal switch from the private car was then modelled to reflect what could be achieved through the proposed sustainable transport measures. This highlighted any remaining key issues on the highway network; where necessary, potential highway improvement schemes have been identified and initial cost estimates for the works provided. The following table summarises those locations which are predicted to experience future capacity issues (after the sustainable measures have been implemented), along with the recommended improvements and indicative costs of these works. Bore, gules, three dexter arms conjoined and flexed in triangle or, hands clenched proper. THE CARTULARY OF ST. MICHAELS MOUNT. The Cartulary of St Michaels Mount contains a charter whereby Robert, Count of Mortain who became Earl of Cornwall about 1075 conferred on the monks at St Michaels Mount 3 acres in Manech (Meneage) namely Treboe, Lesneage, Tregevas and Carvallack. This charter is confirmed in substance by a note in the custumal of Otterton Priory that the church had by gift of Count Robert 2 plough lands in TREMAINE 3 in Traboe 3 in Lesneage 2 in Tregevas and 2 in Carvallack besides pasture for all their beasts ( i.e. on Goonhilly) CORNISH MANORS. It was usual also upon Cornish Manors to pay a heriot (a fine) of the best beast upon the death of a tenant; and there was a custom that if a stranger passing through the County chanced to die, a heriot of his best beast was paid, or his best jewel, or failing that his best garments to the Lord of the Manor. -
