  • Anatomy of a Civil War
Revised Pages Anatomy of a Civil War Anatomy of a Civil War demonstrates the destructive nature of war, rang- ing from the physical destruction to a range of psychosocial problems to the detrimental effects on the environment. Despite such horrific aspects of war, evidence suggests that civil war is likely to generate multilayered outcomes. To examine the transformative aspects of civil war, Mehmet Gurses draws on an original survey conducted in Turkey, where a Kurdish armed group, the Kurdistan Workers’ Party (PKK), has been waging an intermittent insurgency for Kurdish self- rule since 1984. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish- populated provinces in the eastern part of Turkey, coupled with insights from face-to- face in- depth inter- views with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war. Just as the destructive nature of war manifests itself in various forms and shapes, wartime experiences can engender positive attitudes toward women, create a culture of political activism, and develop secular values at the individual level. Nonetheless, changes in gender relations and the rise of a secular political culture appear to be primarily shaped by wartime experiences interacting with insurgent ideology. Mehmet Gurses is Associate Professor of Political Science at Florida Atlantic University. • The Kurdish Problem
2 The Kurdish problem The Economist’s “Survey of Turkey” might serve as a motto for our discussion: Turkey is more like a tree, with roots in many different cultures and ethnicities. In its early years it was pruned and trained to grow strictly in one direction: Turkish. Now, in its maturity, its branches tend to go their own way, seeking their own kind of light.1 Up until the winter of 1991, there were no Kurds in Turkey, merely “Mountain Turks” – even in this definition an aspect of Turkishness was granted to the Kurds. These people, like other non-Turkish elements, were encouraged to forget their own language and culture, and undergo “Turkification.” Their Kurdish her- itage was to be rooted out. The Turkish media mentions that some 8,000 villages and towns have been renamed in Turkish under Article 5542 of Turkish law.2 Names of mountains and lakes have been changed into Turkish. Kurdish families were asked to give Turkish names to their children. These bans and the prohibi- tion on Kurdish publications – actually in action since the mid-1920s – were slightly lifted in 1991. Still, above all else, Turkey opposes any form of ethnic expression reflecting Kurdish nationalism or inclinations towards autonomy, within Turkey or beyond its borders. Any expression of Kurdish separatism out- side Turkey was bound to stir up the millions of Kurds living within its borders – 12 million or more, out of a population of close to 65 million. As a result of guerrilla and terror campaigns launched since 1984 by the Kurdish Workers Party (the PKK) against the Turkish authorities and Turkish civilians, the government of then Prime Minister, Turgut Ozal, proclaimed (in 1987) a state of emergency.

  • The Mushki Problem Reconsidered
THE MUSHKI PROBLEM RECONSIDERED by ARAM V. KOSSIAN Introduction For a long time the appearance of the Indo-European element of the Armenian people was regarded as a consequence of a certain wave of Indo European migrations from their original homeland, either in the XII B.C. or l much later . The western route of migration from the Balkanic area still dominates since the current view on this problem states the following: 1) The Armenian language shows close relationship to the Balkanic Indo-European languages (i.e., Thracian and Phrygian). 2) The Armenians are not attested to in the Armenian Highland or in adjacent areas neither in the Hittite, nor in Assyrian historical records. 3) The Early Transcaucasian Culture (IV-Ill mill. B.C.) was plausibly non-Indo-European. Before discussing the probability of the Armenian migration(s) some remarks on these arguments will be useful. The first argument seems quite dubious because of an extremely small number of linguistic data which could be ascribed to the Thracians and 2 Phrygians • That the Armenian-speaking tribes could have been remained unrecorded in the contemporary cuneiform texts is not as strange as it may seem. One can hardly believe that it is possible to identify any known linguistic/ethnic group by the restricted number of anthroponyms, theonyms, and toponyms which have appeared in XV-XIII B.c. texts. This holds true for the Hayasaean data which shows some Anatolian and Hurrian influence, but could not be treated as being neither Anatolian, nor Hurrian J • I See footnote 5 below. 2 Diakonoff and Neroznak, 1985.
