1 Summary

Rural water and sanitation systems in Kosovo have been assessed with the objective to:  Estimate the overall coverage with water supply and sanitation systems in Kosovo  Provide technical and financial information on water systems not managed by Regional Water Companies The assessment result show that 76% of Kosovo’s population are currently covered with operational water supply systems. In rural areas, the total coverage with water supply sys- tems is 61 %. In fact, 65 % of the total population live in settlements with a sewer system, whereas only 42 % of the rural population has access to a sewer system. In the majority of cases, wastewater is only partially treated, if at all. Investments currently under way and minor additional investments in rehabilitation of existing but not operating water systems would allow bringing the overall coverage to just over 80% by 2015. However, massive investments are required to serve the remaining 20% of the population, most of which live in small remote villages. The existing water supply systems still face many problems of service quality and sustain- ability of operation. Strengthening the capacities for maintenance and operation of the water supply systems will be crucial to assure the sustainability of investments. An important strategy to achieving this is the integration of small rural systems into Regional Water Companies (RWC) and enhancing RWC capacities for managing these systems. A total of 144 operational water supply systems serving 10 % of Kosovo’s population are currently not managed by a RWC. Another 30 systems in settlements with 3% of the popula- tion are currently out of operation. When integrating those systems into the RWC, several technical issues, investment needs and different causes of reluctance by local ad- ministrations and populations need to be addressed. The most important of these issues are the following:  Most operating water supply systems need to be upgraded before their integration into RWC. About 2.3 Million Euros in total will need to be invested for all 144 systems.  The 30 systems that are not functioning any more need to be rehabilitated before they can be integrated into RWC. About 1.4 Million Euros in total will need to be in- vested for all 30 systems.  Of the functioning independent systems, 86 use spring catchments as water sources and distribute water by gravity only. These are cheap to operate and generally have no tariff systems in place. Integration into RWC of these systems may meet reluc- tance by the water users as they would face higher costs of water consumption.  Several municipalities currently do not have service agreements with their respective RWC. Besides the unsolved issue with service agreements, opposition to the integra- tion into RWC may also exist in these locations due to political reasons or because of expected higher water tariffs.  Individual characteristics of each system such as the performance of operation and maintenance or the existence of power supply, proximity to the nearest RWC opera- tion unit, existence of protections zones etc. will need to be considered when integrat- ing the systems into the RWC.

2 Introduction

Objectives of the assessment The present assessment has the following objectives:  Estimate the overall coverage with water supply and sanitation systems in Kosovo  Provide technical and financial information on water systems not managed by Re- gional Water Companies

About this Report This assessment has been financed by the Swiss Cooperation Office in Kosovo through its Rural Water and Sanitation Support Programme (RWSSP) The assessment has been carried out by Community Development Initiatives (CDI) in co- ordination with the other implementers of RWSSP as part of their implementation mandates. The report of the assessment results has been produced by CDI with support by Skat Con- sulting Ltd. The report has been reviewed by the Swiss Cooperation Office in Kosovo. This report is divided in two volumes: Volume I (report) contains the report text summarizing the most important results and de- scribing the methodology of the data collection. Volume I also contains data tables with the detailed results summarised at municipality and RWC level. Volume II (data) contains the maps for the Municipalities indicating the type of systems in the different villages, as well as detailed financial and technical assessments of the systems not currently managed by the respective RWC. Context and rationale of the assessment The Rural Water and Sanitation Support Programme Kosovo (RWSSP) is funded by the Swiss Agency for Development and Cooperation and aims at improving the health and well- being of rural communities by providing sustainable water and sanitation services. In its cur- rent fourth phase, besides investing in rural water supply and sewerage systems, the pro- gramme is also supporting the Regional Water Companies (RWC) in enhancing their capaci- ties for sustainable operation and maintenance of rural water systems. During the previous third phase of RWSSP in 2010, an initial Coverage and Sustainability Study (CDI/Skat, 2010) was carried out. The key finding of this study was that most water systems currently not operated by RWC suffer from bad maintenance. The study recom- mended that all rural water systems should be brought under the responsibility of their re- spective RWC in order to improve the operation and maintenance of these systems. This recommendation is in line with national strategies and overall legislation. Despite some remaining legal inconsistencies1 regarding the responsibility for water service provision and the lack of a national strategy explicitly addressing operation of rural water systems, the gen- eral consensus is that water services should only be provided under the responsibility of li- censed RWC and that RWC should be responsible for the management of all systems within their service area. Presently, the fourth phase of RWSSP addresses this issue and specifically aims at integrat- ing at least 100 rural water systems into respective RWC. The integration of rural water sys-

Reliable data on those systems is vital for planning the integration of the rural systems into the RWCs and related investments. However, up until now, very little data has been made available on the systems that are not currently operated by the RWCs in Kosovo; their num- ber, technical state and the number of people served by those systems has, until now, been largely unknown. Previously, the available data referred exclusively to water and sewerage systems covered by RWCs: recent estimates of the customer base of the seven RWC suggest that 60-70% of the population is currently covered by RWC managed water supply systems and that 30% of the population is served by RWC managed sewer systems that are currently all without wastewater treatment. The present assessment of rural water supply and sanitation systems was carried out in or- der to cope with the lack of data on systems that are not managed by the RWC. The objec- tive of the assessment is to provide the necessary information for selecting the systems to be integrated into the RWC with the support of RWSSP and for planning the required steps for their integration. This assessment closes the information gap on the situation outside of the areas currently served by the RWCs and therefore allows for the first time a complete overview of the situa- tion of water supply and sanitation coverage in Kosovo.

3 Coverage with water supply and sanitation in Kosovo

Overall coverage The assessment shows that 76 % of the total population is living in settlements that are served by an operational water supply system. This figure includes systems of the urban centres and separate systems operated by Regional Water Companies (RWC) and also sys- tems that are not operated by RWC but that are operational. In the rural areas, only 61 % of the population is served by a functional water supply system. 65% of the total population live in settlements with a sewer system, whereas only 42 % of the rural population has access to a sewer system. However, none of these sewer systems cur- rently include wastewater treatment able to satisfy discharge standards. Table 1 summarizes the coverage figures for water supply and sanitation in urban and rural areas2. Full details are given in the appendix. Note: With regard to sewage systems, it is important to note that these systems are automatically included under RWC management and tariff structure if the same settlement with sewage system also has a RWC managed water supply system. This means just as with non-RWC managed water supplies, non-RWC unmanaged sewage systems have never appeared in the statistics of the RWC nor of the WWRO.

Regional coverage differences The maps in 2 and 3 below illustrate the coverage rate in the rural areas of the different mu- nicipalities, which allow understanding regional differences in coverage with water and sani- tation. In Figure 2 for water supply, the following municipalities have a low coverage of less than 40% of water supply coverage: Kamenicë / Kamenica, Novobërdë / Novo Brdo and Skenderaj / Srbica. In Figure 3 for sanitation, the following municipalities have a low coverage of Less than 40% coverage with sewage systems: Istog / Istok, Klinë / Klina, Deçan / Decane, Shtërpcë / Štrpce and Skenderaj / Srbica.

Situation of ethnic minorities The situation of access to water supply of the population of ethnic minorities is slightly better than average. 76 % of the total population has access to operational water supply systems, whereas 87 % of the ethnic minority population has access to such systems. It is important to note that urban minorities are included in the coverage of urban water suppy and sanitation systems. However, in rural areas this situation is different as minority popula- tion often live in segregated villages. Table 2 above summarizes the coverage figures of ethnic minority populations for water supply and sanitation in urban and rural areas This difference can be explained by the fact that donors often require at least a 10% minority share of beneficiaries when organisations implement water supply and sanitation systems. However, in two Regional Water Company service areas rural minorities have no access to sanitation systems, namely RWC HIDRODRINI (Pejë / Pec Region) and RWC RADONIQI (Gjakovë / Ðakovica Region To clarify the overall situation, Figure 1 below shows the comparison between total rural population access to water and sanitation systems versus those of rural minorities.

Comparison of assessment results with data in UNDP reports Several recent reports published by UNDP such as the Kosovo Sector Assessment (UNDP, 2010) or the Second Millennium Development Goals Report for Kosovo (UNDP, 2007) give estimates of the coverage with water supply and sanitation in Kosovo. Generally these esti- mates are based on the numbers of customers of RWC and estimates of the population numbers in the service areas of the RWC. Therefore they are subject to uncertainties:  Population data used until 2011 are estimates only, reliable population figures are not yet available (see also chapter 5.2).  Data provided by RWC do not contain any information on existing systems that are not managed by RWC  RWC do currently not cover three Municipalities in northern Kosovo, no data is avail- able for these areas. The mentioned UNDP reports consider that “access to water supply” means access to a RWC managed system and that systems not managed by RWC are to be counted as “no access to water supply”. This definition is a pragmatic approach to deal with the situation of lacking reliable data, albeit it is quite simplifying. In reality, not all RWC managed systems provide sufficient quantity and safe quality of water to the population; and on the other hand many systems that are not managed by RWC actually do provide water supply to the popula- tion. Table 3 gives the comparison of the assessment results and the estimations given in recent UNDP reports. The results of the present assessment correspond well with the figures given in the UNDP reports. The results of the assessment are that 66 % of the total population is covered by water supply systems managed by RWC, whereas the UNDP reports give a range of 60-70 % of coverage. However the assessment shows that an additional 10 % of the population are currently served by functioning systems not managed by RWC and that the total coverage including these systems is therefore 76 %. As for sanitation, the Kosovo Sector Assessment gives the figure of 30% of the population being served by sewer systems, while the assessment result shows that actually 65 % of the population has access to sewer systems, including systems that are not managed by RWCs. How to increase the coverage? The assessment also analysed expected developments in the next 2-3 years. The results of this assessment show that 3 % of the total populations (60,808 persons) will be covered in the next 2-3 years by new water supply systems that are currently being planned with approved financing by Kosovo institutions or international donors (Category F).

As has been described above, 10% of the population (190,498 persons) live in 178 settle- ments (174 villages and 4 towns: Hani i Elezit / Ðeneral Jankovic, Kllokot-Vërboc / Klokot- Vrbovac, Ranillug / Ranilug and Shtërpcë / Štrpce) currently covered by 143 water supply systems not managed by any RWC (Category C). These systems are operated by the rele- vant municipality, village community, or a private company. However, the functioning of these systems is largely below the standard of systems managed by RWCs. As a result, their integration into their respective RWCs would allow for improving the sustainability of their operation. The required investments for upgrading these systems and allowing their integra- tion the RWC is estimated with just under 2.3 Million Euros. Another 3 % of the population (50,905 persons) live in 47 settlements (46 villages and No- vobërdë / Novo Brdo Town) that have 30 existing but defunct water supply systems (Cate- gory D). These systems can be rehabilitated with relatively minor investments at an average of almost 39,000 Euros per system. The total investment needed for rehabilitation of all these systems is estimated at just under 1.4 Million Euros. The assessment results show that investments of about 3.7 Million Euros are needed for the upgrading of operational systems (Category C) as well as the rehabilitation of non- operational systems (Category D). Together with the already planned investments of new systems (Category F), this would allow increasing the water supply coverage to just over 82 % of the total population and to 70 % of the rural population (see Table 4). However, it is important to acknowledge that in all existing systems, including the systems currently managed by RWCs, problems with continuity of water service and water quality cannot be excluded; improvement of management of all systems is therefore an additional challenge to ensure the sustainability and the desired impact on public health of the achieved coverage. 4 Technical status and investment needs of rural water systems

4.1 Classification of water supply systems in Kosovo The result of the classification of the different types of water supply systems3 present in Kos- ovo is summarized in and the following text. Category A: Urban water supply systems with connected villages managed by RWC There are 28 towns and 342 villages with a combined total of 1,138,630 inhabitants (59 % of the population) that are served by water supply systems that are connected to the urban wa- ter supply system of their Municipality and that are managed by the respective RWC. Category B: Separate rural water supply systems managed by RWC There are 98 villages with 141,729 inhabitants (7 % of the population) that are served by separate rural water supply systems under the management of their respective RWC. Category C: Operational water supply systems not managed by RWC There are 4 towns (Hani i Elezit / Ðeneral Jankovic, Kllokot-Vërboc / Klokot-Vrbovac, Ranil- lug / Ranilug & Shtërpcë / Štrpce) and 173 villages with a combined total of 190,170 inhabi- tants (10 % of the population) that are served by separate water supply systems not man- aged by the RWC. These systems are operated by the municipalities, village communities or by private companies. Category D: Non-operational water supply systems There is 1 town (Novobërdë / Novo Brdo) and 46 villages with a combined total of 50,905 inhabitants (3% of the population) have water supply systems that are not currently opera- tional. Most of these systems are relatively new and have been constructed after 1999. They are not in operation mostly due to bad maintenance. Category E: No water supply system There is 1 town (Parteš / Partesh) and 609 villages with a combined total of 407,728 inhabi- tants (21% of the population) do not currently have access to a piped water supply system. The inhabitants in these settlements usually supply themselves through household wells.

Category F: Water supply system planned within 2-3 years Out of the towns and villages in Category E, 1 town (Partesh / Parteš) and 52 villages with a combined total of 60,808 inhabitants (3% of the population) are expected to receive new wa- ter supply systems within the next 2-3 years. It is expected that all these new systems will be integrated into RWC management after completion, although this needs to be clarified with the relevant investors.

The main objective of this assessment has been to provide information for the integration of rural water systems into the RWC, where as the minor objective has also been to assess sanitation provisions. Water supply systems that can potentially be integrated into RWC are the systems classified in Categories C and D. Therefore the systems in these categories, which are the systems currently not managed by their respective RWC, have been further assessed in detail. The results of this detailed technical and financial assessment are provided in the following chap- ter.

Figure 4 below shows the percentages of the population covered by water supply systems managed (Categories A +B) and not managed (Category C) by RWC in their respective ser- vice areas. The region of Gjakovë / Ðakovica had the highest percentage of RWC managed water systems (78%), whereas / Prizren region had the highest percentage of non- RWC managed water systems (25%). Figure 5 below shows the percentages of the population covered by RWC managed and non-RWC managed sanitation systems in the different service areas of the RWCs. The Prishtinë / Priština region has the highest coverage of RWC managed sanitation services (26%), whereas the Prizren / Prizren region has the highest percentage of non-RWC man- aged sanitation systems (23%). Figure 6 below shows the percentages of the population covered by BOTH water supply and sanitation systems managed by the relevant RWC. The region with the highest percentage in this diagram is Prishtinë / Priština with 66%.

Technical state of systems All systems in this category are operating and providing water to the population. However the technical state of the systems does vary greatly, as does the quality of maintenance. Many systems do not correspond to the technical standard of systems operated by RWC, which is one main reason why RWC are reluctant to take over the management of these sys- tems. Technical shortcomings observed in these systems include:  Insufficient capacity of water sources  Poor state of distribution network (lack of pressure and leakages)  Poor state of reservoirs and/or pump houses  Electrification equipment missing or damaged  No chlorination device  Missing or damaged pumps  Missing bulk water meters after reservoirs  Missing or non-functioning water meters at household connections A total of 2 systems (Koretishtë / Koretište & Pasjak / Pasjak and Ropotovë / Ropotovo + 5 villages) are in a good technical status and do not require any further technical upgrading prior to their integration into their RWC. However, 143 systems need some investments for technical upgrading before their integration into their respective RWC is possible

Gravity driven systems and systems dependent on pumping 86 systems among the operational systems not managed by a RWC (Category C) are purely gravity driven, which means they do not require pumping, whereas 57 systems depend on pumping. Gravity driven systems are generally very cheap to operate and often no regular tariffs are collected in these locations. For the villages covered by such gravity driven systems, the in- tegration into RWC would mean the introduction of tariffs on water consumption. It is ex- pected that the populations in such locations will be reluctant towards the integration into RWC, as this would lead to higher costs. On the other hand, the systems that depend on pumping have generally higher operation costs and tariff collection schemes already exist in most places. Reluctance in these loca- tions towards integration into RWC is expected to be lower, as the change to RWC tariffs does not necessarily mean increase in costs. Table 11 summarizes the different types of systems per region.

Municipalities without service agreement with RWC Several municipalities currently do not have service agreements with RWCs and manage their water systems themselves. These are the newly established municipalities of Graçanicë / Gracanica, Hani i Elezit / Ðeneral Jankovic, Kllokot-Vërboc / Klokot-Vrbovac, Parteš / Partesh and Ranillug / Ranilug as well as the municipalities of Shtërpcë / Štrpce and No- vobërdë / Novo Brdo. In total 27 operational water systems (Category C) are located in these municipalities. Several obstacles exist to integrate the water systems of these municipalities into RWC:  The licenses of the RWC do not yet include the new municipalities  No service agreements exist between relevant RWC and all their respective munici- palities  Some municipal authorities may be reluctant towards the integration into RWC and prefer independent operation due to political reasons, for example those municipali- ties that have a Serb majority  Some village communities may not wish to have their functioning systems integrated as they might currently be paying no tariff or a lower tariff than they would under RWC management Operation, maintenance and other issues The quality of operation and maintenance and other relevant issues have been briefly as- sessed and the resulting description and investment calculations are included in Volume II of this report.

4.2 Technical status and investment needs of non-operational systems 48 settlements (1 town and 47 villages) have systems that are currently out of operation (Category D). The number of systems in this category is 30, as some systems cover several settlements (see Table 9 above).

Technical state and investment need for rehabilitation While most of the systems are rather new and have been constructed according to technical standards, all the systems are not in operation any more due to technical deficiencies that include:  Insufficient capacity of water source  Bad state of distribution network The cause of these deficiencies is in general bad maintenance or shortcomings in the selec- tion of water sources. Further, the same shortcomings observed for operational systems hindering their integration into RWC are present in most of the non-operational systems:  Missing bulk water meters after reservoirs  Missing water meters at household connections  Some neighbourhoods not supplied due to network damage  Lack of pressure in network Investment needs The investment needs for rehabilitating all non-operational systems (Category D) are esti- mated at € 1,390,200.00 in total. This includes a 20% contingency in the event that unidenti- fied network breakages need to be repaired. Table 10 above gives the investment needs per RWC region. In general, it is expected that after completed rehabilitation of these systems, their integration into RWC will be relatively easy. However other aspects may still influence the chance of integration into RWC, as detailed in the following. Gravity driven systems and systems dependent on pumping 5 systems among the non-operational systems (Category D) are purely gravity driven, which means they do not require pumping, whereas 25 systems depend on pumping. Table 11 summarizes the different types of systems per region. Municipalities without service agreement with RWC 3 non-operational water systems (Category D) are located in municipalities that do not cur- rently have service agreements with RWC. Operation, maintenance and other issues In the same way as for operational systems, a number of other relevant issues such as exist- ing power supply, potential customer base, damaged infrastructure, etc. have been assessed for all non-operational systems. The details of the assessment on these criteria are provided for each system in Volume II of this report.

4.3 Locations without water systems Table 12 gives the number of villages and inhabitants per region that currently have no water supply, of those that will receive water supply in the next 2-3 years, and of those that will re- main without water supply systems if no further investments are being done. There are 608 villages and 1 town (Partesh / Parteš) with a combined total 407,728 inhabi- tants do not currently have a water supply system.

There are 52 villages and 1 town (Partesh / Parteš) with a combined total 60,808 inhabitants will receive a water supply system in the next 2-3 years according to current investment plans. There are 557 villages with 346,920 inhabitants will remain without current investment plans for water supply systems. Generally, these are small villages with less than 1,000 inhabi- tants. 5 Methodology and definitions

5.1 Methodology

Questionnaire development As a first step, a questionnaire to RWC and Municipalities was developed. An excel sheet was prepared that incorporated the following criteria:  Settlement names, total population and minority population  Settlements connected to urban systems managed by RWC  Settlements with independent systems managed by RWC (functional; free gravity & pumping)  Settlements with independent systems not managed by RWC (functional; free gravity & pumping)  Settlements with independent systems not managed by RWC and not functional (free gravity & pumping)  Settlements with no water supply system  Settlements with planned water supply systems (2-3 years)  Settlements with sewage systems managed by a RWC o with sanitation at least basic treatment without sanitation treatment  Settlements with sewage systems not managed by a RWC o with at least basic treatment o without sanitation treatment  Settlements without sanitation system For more details on these categories, see definitions in chapter 5.2 below.

Data collection Meetings with RWC and municipal representatives were held for the explanation of the pur- pose of the study and the request of information on the drinking water supply and sanitation systems of the settlements in their respective areas. The information gained from the RWC and municipalities was then cross-checked as there was often a discrepancy between the two. Where there was contradictory information, field visits to respective settlements were made. The drinking water supply and sanitation systems identified to be either not functioning and/or not under RWC managed were visited by CDI engineers for detailed technical and financial assessment. The assessment covered the following points:  Determine approximate percentage of village covered by the system (percentage of households)  Interview with operator (person appointed by the village) regarding operational man- agement issues and community willingness to hand-over system to RWC  Visit to water sources, pumping stations (if applicable) reservoirs and manholes  Check for bulk water meter and household water meters

 Identify intervention needs for rehabilitating or upgrading the system for RWC hand- over  Assessment of operation, maintenance and other issues, such as water quantity, wa- ter quality, water pressure (no measurements have been conducted, only interviews with operators), customer base, existence of power supply, etc.

Financial assessment

Based on the identified intervention needs to rehabilitate or upgrade the systems, the in- vestment needs were calculated. For this purpose typical costs for interventions were used. The values of typical costs are derived from CDI’s experience with project implementation. Table 13 lists the typical costs values used for estimating intervention costs. Network rehabilitation needs were not assessed due to time constraints and the impossibility of testing non-functioning systems for leakages. A 10-20 % contingency has therefore been included in the cost estimations for network rehabilitation.

5.2 Definitions

Categories of water and sanitation systems The main step of analysing the collected data was the classification of systems according to different categories, depending of technical state of the systems and the type of manage- ment. The chosen categories and their detailed definition is explained in the following. The designation of the categories (e.g. “Category A”) is used throughout the report and the data tables. Category A: Urban water supply systems with connected villages managed by RWC This category is used for those settlements (towns and villages) that are directly connected to the urban water supply system of the Municipality and which are under the management of the relevant RWC. These systems were not visited and assessed in detail as they are assumed to be functional and in a good condition. Water tariffs in these systems are set by the respective RWC after approval has been given by the WWRO. Drinking water quality testing is done by IPH through a contract with the RWC. Category B: Separate rural water supply systems managed by RWC This category is only for those villages that have a water supply system that is not connected to the urban water supply system of the Municipality but has its own water sources and that is managed by their respective RWC. These systems were not visited and assessed in detail as they are assumed to be functional and in a good condition. Water tariffs in these systems are set by the respective RWC after approval has been given by the WWRO. Drinking water quality testing is done by IPH through a contract with the RWC. Category C: Operational water supply systems not managed by RWC This category is for all settlements (towns and villages) that have their own water supply sys- tems which are functional and are not managed by the RWC. The systems are managed by members of the village community, an association of the village community or have been contracted out to a private company for operational management. Maintenance fee tariffs and their collection rates are unknown and may not exist at all in vil- lages with free gravity systems. The drinking water quality of these systems is unknown; monitoring is perhaps not being performed at all. Category D: Non-operational water supply systems This category is for settlements (towns and villages) that have their own water supply but which are not functional any more. These are separate systems having their own water sup- ply systems, are not supplied by urban areas and are not managed by the RWC Category E: No water supply system This category is for settlements that have no piped water supply systems. Some houses or selected neighbourhoods may be supplied by spring catchments; otherwise they are gener- ally supplied by shallow household wells or individual boreholes. Drinking water quality is unknown; IPH testing may only be done per request and payment by individual households and is usually not done at all Category F: Water supply systems planned within 2-3 years This category is for settlements that have no piped water supply systems (category E), but where funding for new systems to be constructed in the next 2-3 years has been allocated by Kosovo institutions or foreign donors. These systems are expected to be in function by 2014. Most systems will be handed over to RWC management upon completion; however, this is not yet clear if it will be the case for all systems. Category F is a proportion of category E. Category G: RWC managed sewage system (i) with at least basic treatment & (ii) no treat- ment This category is for settlements that have sewage collection pipes in all main streets, main collectors and basic treatment systems. Treatment systems are collective septic tanks in most cases, which generally do not comply with sewage discharge standards. In a few cases modern treatment plants are in construc- tion, but none were operational at the time of assessment.

Category H: Non-RWC managed sewage system (i) with at least basic treatment & (ii) no treatment This category is for settlements that have sewage collecting pipes in all main streets and main collectors, however without any treatment system. Category I: No sewage system This category is for settlements that have no sewage collecting pipes in the streets. However, sanitation provisions in these settlements often include household septic tanks.

Categories of access to water supply and sanitation For the assessment of the water supply and sanitation coverage, composite categories have been defined. The detailed definitions are given in the following: Categories A+B+C: Access to water supply This category is for settlements with access to an operational water supply system, regard- less of the type of management. This category includes all settlements of the above de- scribed categories A, B and C. Other reports in Kosovo generally consider only water supply systems that are managed by RWC (of category A and B) as “access to water supply”, mostly due to the lack of data on other systems. However, the present assessment provided for first time data on systems not managed by RWC (category C) and showed that a considerable number of operational sys- tems in this category exist. These systems have therefore been counted as “access to water supply” for the purpose of this assessment. The definition of “access to water supply” used in this report differs from the definitions used by the WHO/UNICEF Joint Monitoring Program (JMP), which monitors the progress on the Millennium Development Goals (MDG). For the purpose of this report, only piped water sup- ply is considered as “access to water supply”, whereas the JMP also counts individual sys- tems such as clean wells as “access to water supply”. Categories D+E: No access to water supply systems This category is for settlements that do not have water supply system or whose water supply system is not operational. This category includes all settlements of the above described categories D and E. The population in these villages does not have access to piped water supply (tap water), but still may have access to well water or other water supply sources. Categories G+H: Access to sanitation This category is for settlements with access to a sewer network, including sewage pipes in streets and main collectors, regardless if wastewater is treated or not. This category includes all settlements in the above described categories F and G. The definition of “access to sanitation” used in this report differs from the definitions used by the JMP. For the purpose of this report, only sewer connections are considered as “access to sanitation”, whereas the JMP also considers individual systems such as household septic tanks or improved latrines as “access to sanitation” Category I: No access to sanitation For the purpose of this report, “no access to sanitation” is considered to be equal to “no ac- cess to a sewer connection”. The population in settlements of Category ‘I’ have no access to sanitation systems, but still may have access to individual sanitation systems such as household septic tanks or latrines.

Urban and rural areas There is no official or commonly used definition in Kosovo of what are urban and rural areas. Following definition is therefore used for the purpose of this assessment: Urban areas All administrative municipal centres are considered as urban settlements, regardless of their population size. Urban settlements include those centres of new municipalities with rather small settlements, such as Parteš / Partesh and Ranillug / Ranilug. Urban settlements are also referred to as “towns” in this report. Rural areas All settlements outside the municipal centres are considered as rural areas. Rural settle- ments are also referred to as “villages” in this report.

Area covered by the assessment The assessment coverers 34 out of Kosovo’s 37 municipalities, leaving out Leposaviq / Le- posavić, Zubin Potok / Zubin Potok Zveçan / Zvečan & as data collection was not possible due to the parallel municipal structure and due ethnic tensions existing in that area. Numbers for total population refer to the area of Kosovo excluding these three municipalities. Proportions of the population calculated, for example the percentages of population having access to water, always refer to the total population of Kosovo without the three northern municipalities

Population data Population data and settlement names used in the present assessment are based on the 1991 census, with some adjustments by CDI. The population data from the latest census in 2011 are not yet available on village level data, however the total population number from the census 2011 is already available (Census 2011): it is 1,733,872, excluding the Municipalities of Leposaviq / Leposavić, Zubin Potok / Zubin Potok, Zveçan / Zvečan & due to K-Serb boycott. The population estimate (estimates due to K-Albanian boycott) of the 1991 census was a total of 1,956,196 (ESK, 2008). The estimated total population figure that has been in official use since March 2008 is of 2,236,000 (RKS, 03/ L- 049). The total population estimate of the 1991 census is closer to the latest census from 2011 than the estimates in use since 2008. Therefore the village level data from the 1991 census are used for the purpose of the present assessment and are for indicative purposes only. Some small adjustments of the data from the 1991 census have been made to incorporate updated information collected from field visits as 25 villages not included in the 1991 census have been added to the current data. Additionally, minority data in the study are from esti- mates given by municipalities or CDI, as no accurate village level minority data exists. It is also worth pointing out that the study has included 53 remote villages (population mostly below 500) that are now believed to have been largely abandoned since the 1991census. This presented population data per village is an indicative figure for the purposes of planning future water and sanitation infrastructure. This report will be updated accordingly once the full 2011 Kosovo census figures will become available next year.

Names of locations Spelling of location names used in the report is in accordance with UNMIK Administrative Direction 2004/23 (Albanian / Serbian names). This list of locations provided in this direction consists of 1,466 settlements which were used when compiling this study. 171 of these were not included as these were the 3 Serb munici- palities in the north of Kosovo. This resulted in a list of 1295 settlements. However, CDI iden- tified another 6 settlements through its field work. This brings the total settlements to 1,301. These settlements are not on the official list but have been provided with water and/or sanita- tion systems. These are as follows: Suharekë / municipality: Topliqan Gjilan / Gnjilane municipality: Kufcë e Poshtme Novobërdë / Novo Brdo municipality: Koznicë, Qylkocë, Tullar, Vllasali

5.3 Limitations

The data collected in this assessment has several limitations due to the method of data col- lection, which need to be considered when comparing the data to data of other sources. These limitations are as follows:

Water Supply  Villages with water supply systems registered in categories A, B and C are assumed to be covering 100% of the population in these villages; however in some case the real cov- erage may be actually between 50-100%.  Based on municipal information and field visits, 53 remote villages (data from 1991 show- ing mostly less than 500 population) may by now have been virtually abandoned, consid- ering that the Kosovo Household Count in 2008 shows ‘0’ households in these localities. However, these presumably abandoned villages have been included in this assessment until more accurate census information becomes available.  Systems known to be functioning and under RWC management (according to information by RWC or municipalities) have not been visited for technical assessment. The possibility of technical deficiencies and functional problems of these systems cannot be excluded.  The data on population is not exact (see chapter above), and so possible errors also im- pact on the population coverage figures.  Only piped water supply systems were considered, and no wells or other types of water supply systems have been included as water supply for the purpose of this report. See also definition of “access to water supply” above.

 The water quality provided by the water systems is not known, so the following assump- tions are used: Systems in Categories A+B are under RWC management and this water is chlorinated and monitored by the RWC in accordance with IPH standards, whereas those in Category C usually have no quality monitoring and usually no chlorination.  The water quantity provided by the urban water systems in Category A is commonly ra- tioned as per scheduling of the respective RWC. Water systems in Category B are as- sumed to be fully functional; however water rationing may also be common there. The water sources of some of the functional water systems in Category C and the non- functional systems in Category D do not have sufficient capacity and require investments to increase their capacity.

Sanitation  Only sewerage systems are considered, no other sanitation systems such as household septic tanks were counted.  No data on the performance of basic wastewater treatment is available. As these sys- tems generally are not designed for complete wastewater treatment and are generally not properly maintained (e.g. the accumulated sludge is not regularly removed, it is assumed that discharge standards are not met by any of these systems).

6 Conclusions

Objectives The assessment of rural water and sanitation systems was conducted in order to get a com- plete overview on the current coverage in Kosovo with water supply and sanitation systems, and in particular to close the information gap on the situation of water systems not currently served by the Regional Water Companies (RWC).

Water supply coverage The assessment result show that 76 % of Kosovo’s population are currently covered with operation water supply systems (Category A+B+C). In rural areas, the total coverage with water supply systems is 61 %. 23 % of the population has currently no access to water supply systems (Category E) and relies on well water or other types of individual water supply. Among the unserved popula- tion, 3 % live in settlements where water supply systems have been constructed but are cur- rently not operating (Category D), in most cases due to bad maintenance. Another 3% of the population will receive new water supply systems in the next 2-3 years by already approved investments (Category F). Ethnic minority population have 87 % of coverage water supply systems (Categories A+B+C), which is higher than the average population. However, a significant 37 % of the total minority populations are served by systems that are not managed by RWC but by the respective community or municipality (Categories C), which compares to only 10% of the overall Kosovo population that are in a similar situation.

Sanitation coverage 65% of the total population live in settlements with a sewer system (Category G+H), whereas at the rural level only 42 % of the rural population has access to a sewer system. Wastewater is not treated at all or only partly in most cases. In the settlements without access to sewer systems, wastewater is generally discharged into household septic tanks. The coverage of the ethnic minority population with sewer systems is 65 %, the same propor- tion as the overall Kosovo population.

How to increase the coverage? The assessment results show that investments currently under way and minor additional in- vestments in rehabilitation of existing but not operating water systems would allow bringing the overall coverage to just above 80% by 2015. However, massive investments are required to serve the remaining 20% of the population, most of which live in small remote villages. Furthermore, the existing water supply systems still face many problems of service quality and sustainability of operation. Strengthening the capacities for maintenance and operation of the water supply systems will be crucial to assure the sustainability of investments. An important strategy to achieving this is the integration of small rural systems into RWC man- agement and enhancing RWC capacities for managing these systems. As for sanitation coverage, huge challenges remain to provide sewer connections to the population and in particular to introduce adequate treatment of wastewater. The priority for investments should certainly be in the wastewater treatment of urban areas, which are the most important polluters. However, the development of strategies for rural wastewater man- agement is also an urgent requirement.

Integration of rural water systems into RWC A total of 177 settlements with 10 % of Kosovo’s population (190,170 inhabitants) are cur- rently served by 143 operating water systems that are not managed by a RWC (Category C). Another 48 settlements with 3% of the population (50,905 inhabitants) have 30 water supply systems that are out of operation (Category D). All of these systems have been assessed in order to provide the data needed for their integration into RWC management. The assessment results provided following information that needs to be considered when selecting the systems to be integrated into RWC and defining the strategy to support RWC with the integration of those systems:  Systems that are no longer functioning need to be rehabilitated before they can be in- tegrated into RWC. Investment required for rehabilitating all non-functioning systems is just under 1.4 Million Euro. The integration of these systems will be probably rela- tively easy after their rehabilitation as the inhabitants are likely to accept RWC man- agement in order to have sustainable water supply in the future.  Most operating water supply systems do not fulfil the technical standards required by RWC. Technical deficiencies observed include for example insufficient capacity of water source, poor state of distribution network, missing electric equipment or chlori- nators, missing bulk and household water meters. Upgrading of those systems is therefore necessary before their integration into RWC is possible. The investment re- quired to upgrade all systems is estimated at just under 2.3 Million Euro.  Many independent systems use spring catchments as water source and distribute wa- ter by gravity only. These systems are cheap to operate and generally have no tariff systems in place. Integration into RWC of these systems may meet reluctance by the water users as they would face higher costs of water consumption. Systems that re- quire pumping often have already water tariffs in place and are likely to be more eas- ily integrated into RWC.  Several municipalities currently do not have service agreements with RWC. Besides the unsolved issue with service agreements, opposition to the integration into RWC may also exist in these locations due to political reasons or because of expected higher water tariffs.  Individual characteristics of each system have been assessed and respective infor- mation is provided in annex for further consideration, in particular on the performance of operation and maintenance but also on further issues such as existence of power supply, proximity to the nearest RWC operation unit, existence of protections zones etc. As a conclusion, the assessment of rural water systems shows that there are various techni- cal issues and investment needs that need to be addressed when integrating the systems into RWC. Most importantly however, there are also different causes of reluctance of local administrations and the population towards the integration of their water systems into RWC. The strategy of integration of all rural water systems into RWC needs to address all those identified issues. A strategy is needed that does not only propose one single model for inte- gration and management, but that offers several different options targeted to the individual local needs.
