EXTERNAL AI Index: EUR 70/28/95 December 1995 Shefki Mursel LATIFI - Kosovo province, the Federal Republic of Yugoslavia Shefki Mursel Latifi, aged 56, an ethnic Albanian from Podujevo town in Kosovo province, was arrested on 4 July 1995. At the time he was working as a cashier for a local "financial council", one of the "parallel" organizations, outside official state structures, created by ethnic Albanians in the province. The tasks of these councils include distributing funds collected from ethnic Albanians for the purposes of adminstration, schooling and humanitarian aid. According to a report issued by a local ethnic Albanian human rights organization, the Council for the Defence of Human Rights and Freedoms, at about 9am on 4 July 1995 three police officers came to Shefki Latifi's home in Podujevo to arrest him. They did not find him at home, but arrested him shortly afterwards in the town. They returned with him to his home, where they locked six members of his family, including his wife Xhezide and his brother-in-law Ramadan Salihu, in one room. They then searched the house while detaining Sheki Latifi in another room and beating him. When they had finished the search they took Shefki Latifi and Ramadan Salihu to the police station. There they left Ramadan Salihu in the corridor and took Shefki Latifi into a room where six police officers beat him, while demanding that he hand over the financial council's records of receipts and a revolver which they claimed he possessed. Afterwards they took Shefki Latifi into the corridor and left him there for an hour before returning him to the room and continuing to beat him. -

In both Pristina and Prizren I worked with Albanians and US staff. We had no contact with Serbs; they lived in small enclaves protected by KFOR. When a man walking down the main street of Pristina was suspected of being a Serb he was pounced on by a mob and killed. When I asked one of my Albanian colleagues about this hatred of Serbs he said: ‘Frank, if you saw a couple of Serbs cutting your friend to pieces with a chainsaw I think you would also hate them’. The Albanians craved recognition of their identity and their culture. They are proud of their language and literature, their music and folklore. For 500 years they were ruled by the Ottoman Empire, and more recently by the Serbs. Under Serb rule Albanians were allowed to walk on only one side of the main street in Pristina. In many cases Serb and Albanian children used to enter primary school through the same main gate. Once inside the gate the Serb children turned right into classrooms where they were taught a Serb curriculum by Serb teachers speaking the Serb language. The Albanian children turned left into other classrooms where they received an Albanian education. This was called integrated education. I was reminded a couple of times that this was not too different from the Catholic- Protestant divide in education in Northern Ireland. With the departure of the Serb forces in June 1999 the Albanians celebrated international recognition of their identity. This soon turned sour when some NGO and UNMIK staff seemed to see the Albanians as some kind of second class citizens. -

THE INTERNATIONAL CRIMINAL TRIBUNAL FOR THE FORMER YUGOSLAVIA CASE NO: IT-04-84-I THE PROSECUTOR OF THE TRIBUNAL AGAINST RAMUSH HARADINAJ IDRIZ BALAJ LAHI BRAHIMAJ INDICTMENT The Prosecutor of the International Criminal Tribunal for the former Yugoslavia, pursuant to her authority under Article 18 of the Statute of the International Criminal Tribunal for the Former Yugoslavia, charges: Ramush Haradinaj Idriz Balaj Lahi Brahimaj with CRIMES AGAINST HUMANITY and VIOLATIONS OF THE LAWS OR CUSTOMS OF WAR, as set forth below: THE ACCUSED 1. Ramush Haradinaj, also known as "Smajl", was born on 3 July 1968 in Glodjane/ Gllogjan* in the municipality of Decani/Deçan in the province of Kosovo. 2. At all times relevant to this indictment, Ramush Haradinaj was a commander in the Ushtria Çlirimtare e Kosovës (UÇK), otherwise known as the Kosovo Liberation Army (KLA). In this position, Ramush Haradinaj had overall command of the KLA forces in one of the KLA operational zones, called Dukagjin, in the western part of Kosovo bordering upon Albania and Montenegro. He was one of the most senior KLA leaders in Kosovo. 3. The Dukagjin Operational Zone encompassed the municipalities of Pec/Pejë, Decani/Deçan, Dakovica/Gjakovë, and part of the municipalities of Istok/Istog and Klina/Klinë. As such, the villages of Glodjane/Gllogjan, Dasinovac/Dashinoc, Dolac/Dollc, Ratis/Ratishë, Dubrava/Dubravë, Grabanica/Grabanicë, Locane/Lloçan, Babaloc/Baballoq, Rznic/Irzniq, Pozar/Pozhare, Zabelj/Zhabel, Zahac/Zahaq, Zdrelo/Zhdrellë, Gramocelj/Gramaqel, Dujak/ Dujakë, Piskote/Piskotë, Pljancor/ Plançar, Nepolje/Nepolë, Kosuric/Kosuriq, Lodja/Loxhë, Barane/Baran, the Lake Radonjic/Radoniq area and Jablanica/Jabllanicë were under his command and control. -

Balsa Djurié Plato, Plutarch and the Sibyl in the Fresco Decoration of the Episcopal Church of the Virgin Ljeviska in Prizren The picturesque town of Prizren, near the border of Kosovo, Albania and the Former Yugoslav Republic of Macedonia, is home to one of the most important buildings of Serbian medieval art - the cathedra! of Prizren dedicated to the Virgin Ljeviska. The history of the Serbian Diocese of Prizren, which the cathedra! of the Virgin Ljeviska represents, starts with the conquest of the town from the Byzantines around 1210 and the replacement of the Greek bishop with a Serbian bishop in 1219. The present five-domed church, with its two narthexes, belt tower, and several chapels [Fig. 27], is the result of reconstruction in 1306/1307 under king Milutin, on the foundations of an earlier Byzantine basilica. 1 The walls of the church were painted three times: between 1220 and 1230,2 when a roof was put over the ruined basilica; around 1310, during the reign of king Milutin; 3 and again when the Turks turned the church into a mosque [Fig. 28] at a date that has yet to be established. 4 That the walls were decorated at all was discovered completely by accident in the early twentieth century. During the First Balkan War at the end of 1912 the Serbian army entered Prizren. One of the officers, an architect, noticed under the cracked white paint in what was at that time the mosque, some images of saints. 5 Between the Great Wars the minaret was removed and the church again looked as it had in the past. -

The "Confidence Building Through Cultural Protection" (CBCPK) project, funded by the EU and implemented by UNDP in Kosovo, in close cooperation and consultation with local communities, has renovated, upgraded and beautified the following sites: * For UNDP, references to Kosovo shall be understood to be in the context of Security Council resolution 1244 (1999). TOWN PARK RECONSTRUCTION The town park has existed since just after World War II, during which time Kamenicë/Kamenica became an urban hub. Over the years the park was reconstructed several times, starting in the 1960s when the National Liberation War memorial was built, which is located in the center of the park. The park is located in the old town center, besides the river Krivareka, with good accessibility and several entry points from the surrounding roads. Within the frame of the CBCKP project, the park benefited from a new urban design including pathways, benches, a sport's field and a children's playground. The existing trees and plants were preserved and new ones added to enhance the park landscape.
