UVOD Tokom 2017. godine Vlada Republike Kosovo i opštine nastavile su da podržavaju projekte nevladinih organizacija u različitim oblastima prioriteta za institucije Republike Kosovo i kosovsko društvo. Ova finansijska podrška projektima NVO ima za cilj da poveća saradnju sa civilnim društvom, posebno sa nevladinim organizacijama. Treba napomenuti da se uz podršku donatora i međunarodnih partnera tokom 2017. godine radilo dosta radi poboljšanja donošenja odluka kroz proces javnih konsultacija u kojem nevladine organizacije i civilno društvo igraju značajnu ulogu. Pored toga, vlada uz pomoć donatora i učešće nevladinih organizacija po prvi put je uspela da izradi podzakonske akte, u kojima se jasno utvrđuju kriterijumi, standardi i postupci za javnu finansijsku podršku za nevladine organizacije. Ministarstvo finansija i Kancelarija za dobro upravljanje uz podršku Projekta tehničke pomoći Evropske komisije "Podrška implementaciji Strategije vlade za saradnju sa civilnim društvom" izradila je uredbu o kriterijumima i standardima i procedurama za javno finansiranje NVO-a, kao i metodologiju za monitorisanje i izveštavanje i priručnik za njihovo sprovođenje. Ovi dokumenti su konsultovani sa svim javnim institucijama i nevladinim organizacijama. Javne konsultacije su takođe sprovedene, a prilikom izrade nacrta nekoliko komentara je uzeto u obzir i uključeno je u podzakonske akte. Uredba MF-Br.04/2017 o kriterijumima, standardima i procedurama za javno finansiranje NVO-a stupila je na snagu 1. jula 2017. godine i objavljena je u Službenom listu Republike Kosovo.1 Ova uredba definiše pravila prema kojima će se vršiti javno finansiranje NVO-a na transparentan način na osnovu unapred definisanih kriterijuma, konkurenciji i istovremeno obaveštavajući javnost na transparentan način o primaocima i prioritetima koji se finansiraju javnim novcem. Izveštaj o napretku Evropske komisije iz 2017. godine pozitivno ocenjuje donošenje ovog podzakonskog akta, gde je naglašeno da "stupanje na snagu dveju uredba koje određuju standarde konsultacija i definišu kriterije i procedure za javno finansiranje NVO-a postavile su osnovu za poboljšavanje upravljanja i povećanje transparentnosti u korišćenju javnih fondova."2 U izveštaju se takođe primećuje potreba za poboljšanje institucionalnih kapaciteta za postupanje u skladu sa novim zahtevima, naglašavajući da "neka ministarstva i opštine još nisu spremne da ispune svoje obaveze prema novim propisima". I da "još uvek nedostaju tehničke mogućnosti za efikasno izvršenje budžeta u skladu sa utvrđenim propisima i procedurama"3 U martu 2017. godine Kancelarija za dobro upravljanje/ Kancelarija Premijera objavila je po prvi put izveštaj o javnoj finansijskoj podršci tokom 2015. i 2016. godine. Ovaj mandat je dat Kancelariji za dobro upravljanje Uredbom MF-Br.04/2017 o kriterijumima, standardima i procedurama za javno finansiranje NVO-a. Objavljivanje ovog izveštaja ocenjeno je pozitivno u Izveštaju o napretku Evropske komisije iz 2017. godine, u kojoj se navodi: "U martu 2017. godine, Vlada je objavila prvi izveštaj o javnom finansiranju. "Međutim, tip pruženih informacija i dalje ne omogućava značajnu analizu izvršenja budžeta"5 Uredbom koja je stupila na snagu u julu 2017. godine detaljno se preciziraju informacije koje javne institucije moraju pružiti u vezi sa javnim finansiranjem NVO-a. Štaviše, ona sadrži standardne obrazce za izveštavanje. Uredba je takođe utvrdila ulogu Kancelarije za dobro upravljanje u pripremi Sveobuhvatnog izveštaja o javnoj finansijskoj podršci NVO-a, koji je pripremljen na osnovu izveštaja svih javnih institucija. Zbog toga je donošenje zakona o kriterijumima i procedurama za javno finansiranje nevladinih organizacija rezultiralo u bolje struktuiranom metodom monitoringa i izveštavanja o javnoj finansijskoj podršci za NVO. Izveštaj o javnoj finansijskoj podršci za NVO tokom 2017. godine je drugi izveštaj koji je pripremila Vlada Republike Kosovo o javnoj finansijskoj podršci NVO-a i pokriva sve budžetske organizacije na centralnom i lokalnom nivou koje su pružile bilo kakvu finansijsku podršku za nevladine organizacije. S obzirom na to da je Uredba MF-Br.04/2017 o kriterijumima, standardima i procedurama za javno finansiranje nevladinih organizacija stupila na snagu 1. jula 2017. godine, i dalje je teško doneti tačne zaključke o primeni regulatornih zahteva od strane budžetskih organizacija. Međutim, postoje pozitivni primeri implementacije regulatornih zahteva od strane budžetskih organizacija. At the time he was working as a cashier for a local "financial council", one of the "parallel" organizations, outside official state structures, created by ethnic Albanians in the province. The tasks of these councils include distributing funds collected from ethnic Albanians for the purposes of adminstration, schooling and humanitarian aid. According to a report issued by a local ethnic Albanian human rights organization, the Council for the Defence of Human Rights and Freedoms, at about 9am on 4 July 1995 three police officers came to Shefki Latifi's home in Podujevo to arrest him. They did not find him at home, but arrested him shortly afterwards in the town. They returned with him to his home, where they locked six members of his family, including his wife Xhezide and his brother-in-law Ramadan Salihu, in one room. They then searched the house while detaining Sheki Latifi in another room and beating him. When they had finished the search they took Shefki Latifi and Ramadan Salihu to the police station. There they left Ramadan Salihu in the corridor and took Shefki Latifi into a room where six police officers beat him, while demanding that he hand over the financial council's records of receipts and a revolver which they claimed he possessed. Afterwards they took Shefki Latifi into the corridor and left him there for an hour before returning him to the room and continuing to beat him.

Original Scientific Paper CONTEMPORARY CHANGES IN THE ETHNIC STRUCTURE OF THE POPULATION IN THE AUTONOMOUS PROVINCE OF KOSOVO AND METOHIJA SAŠA MILOSAVLJEVIĆ1, JOVO MEDOJEVIĆ1 1Faculty of Sciences, University in Priština – Kosovska Mtrovica, Kosovska Mtrovica, Serbia ABSTRACT Twenty years (1999 - 2019) after the end of the conflict in the Autonomous Province of Kosovo and Metohija, it can be stated that nowhere in Europe is there such ethnic segregation of the population as is the case with the AP of Kosovo and Metohija. Following the withdrawal of pumped security forces from the entire territory of Kosovo and Metohija and the entry of the United Nations peacekeeping force into the Serbian Autonomous Province, Kosovo Albanians carried out their persecution from Kosovo through terrorist attacks on Serbs and other non- Albanian populations (Montenegrins, Gorans, Roma, Ashkali) carried out their persecution from Kosovo and Metohija and fundamentally changed the ethnic structure of the Province. In addition to the unfolding humanitarian crisis there was growing concern about the environmental and human settlement consequences of the conflict. Conflict The Kosovo Conflict Ð Consequences for the Environment & Human Settlements Force UNEP/UNCHS (Habitat) Balkans Task To address these issues, the Balkans Task Force mobilised an international and independent scientific team to work within Kosovo and at targeted industrial sites in Serbia. Similar teams visited pollution sources along the Danube River, as well as Consequences targets within National Parks and other protected areas. This report presents the findings of the Balkans Task Force. Immediate action is recommended at the Ôhot spotsÕ of environmental concern found in four cities. Conscious of the need for urgent action, the United Nations Environment Programme and the United Nations Centre for Human Settlements have acted to make the facts available as rapidly as possible. The result is a major contribution to for the Environment environmental assessment of modern warfare.
