PLP 2016-17 Thoubal District EXECUTIVE SUMMARY The theme of the PLP 2016-17 is: "Accelerating the pace of capital formation in agriculture and allied sector”. Accelerating the pace of capital formation in agriculture and allied sector plays a very important role in providing agricultural growth, food security and poverty alleviation in the country. Due to rapid growth of human population, climate changes, decreasing agricultural land areas etc., there is rapid decreasing in agricultural production and productivity. So, there is an urgent need to accelerate the pace of capital formation in agriculture and allied sector. Thoubal district lies between 23° 45’ N and 24° 45’ N latitudes and 93° 45’ E and 94° 15’ E longitudes. It is bounded on the North by Imphal East and Senapati districts and on the East by Ukhrul and Chandel districts, on the South by Chandel and Churachandpur districts and on the West by Imphal West and Bishnupur districts. The district came into being in May 1983 with its head-quarter at Thoubal. The district has 10 Assembly Constituencies, two community development blocks i.e., Thoubal and Kakching and three sub-divisions. One is at Thoubal comprising Thoubal and Lilong sub divisions and another is Kakching block comprising Kakching sub-division only. It has 10 main towns. viz, Lilong (Thoubal), Thoubal, Yairipok, Shikhong Sekmai, Wangjing, Heirok, Kakching, Wabagai, Kakching Khunou and Sugnu. Thoubal and Kakching are Municipalities. As per 2011 Census, the population of the district is 4, 22,168. The district density comes to 821 people per sq. km. Average literacy rate of Thoubal in 2011 was 74.47% with male and female literacy at 85.00 and 64.09 respectively. The number of main cultivators is 59090 and marginal cultivators are 18241. As per Economic Survey 2012-13, Government of Manipur, the total cropped area of the district is 46120 ha and net sown area of 26270 ha with cropping intensity of 175.56 percent. Agriculture and allied activities are the main sources of livelihood of the people in the district. Mono cropping is in vogue in the district. Paddy is the major crop grown in the district. Other crops like Oil Seeds, Maize, Pulses, Sugarcane, Vegetables, Potato, Mushroom and Fruit crops such as Pineapple, Orange, Banana, Papaya, Lemon, Passion fruit etc. are also grown in the district. The district is endowed with moderate to high rainfall and fertile alluvial soils in the river basin. The prospect of agricultural expansion in the valley is almost saturated. However, with increasing use of fertilizers and modern methods of cultivation, there is good scope for increasing overall production and productivity. Shallow and marshy land also has potential for tapping in the district. There are 42 PACS in the district. State Bank of India is the lead bank of the district. The outstanding deposits of the district as on 31.03.2013, 31.03.2014 and 31.03.2015 were 1557408.00 lakh 1950825.00 lakh and 23818.65 lakh respectively. The credit deposit ratio (CD ratio) of the district stood at 66% as on 31.03.2015 which shows a slight decline from 71% during 2013-14. The CD Ratio of Manipur State as on 31 March 2015 is 42%.The ACP achievement for the year 2014-15 was 9931.01 lakh against the target of 14614.00 lakh which is 67.95 % of the target. Under Priority Sector, the achievement was 6646.96 lakh against the target of 9789.00 lakh which is 68 % of the target while achievement under Non Priority Sector was 3284.05 lakh against the target of 1 PLP 2016-17 Thoubal District 4825.00 lakh. Under financial inclusion plan 86 villages with population less than 2000 have been allocated to banks. The banks are following BC model to cover these villages. Credit estimates for 2016-17 A base PLP for Thoubal district for the Five Year Period 2012-13 to 2016-17, co-terminus with XII Five Year Plan, was prepared by NABARD and the projections made in the base PLP for the year 2016-17 are reviewed and updated taking into account the revisions in costs, infrastructure development, revision of Priority Sector Lending classification norms by RBI and other relevant factors. The potentials estimated under PLP for the year 2016-17 stood at 34533.71 lakh. The Potential Linked Credit Plan prepared by NABARD highlights the bankable potential of the various sectors of the economy. Due to the revision of unit costs, revision of physical units, addition of new sectors/sub sectors because of revision of priority sector lending classification norms by RBI, considering the performance of banking sectors in the last few years, infrastructure development and other relevant factors etc. in respect of other sectors, the projections made in the base PLP for 2016-17 have been revised (details are given at Chapter No. 3). Major constraints and suggested action points for State Govt. and banking sector that would translate PLP into a reality are as indicated below: Financial out reach / accessibility is one of the major problems of development of banking in the district. Poor road connectivity and condition of the roads is a major area of concern. Major thrust area are Fishery, Animal husbandry and Vegetable Cultivation sector which have considerable potential. JLG/SHG financing also has considerable scope with the coming up of NRLM as well as Make in Manipur Mission recently launched by Govt. of Manipur. The district is lacking in the rural infrastructure facilities like rural connectivity to markets, irrigation facilities, storage godowns, extension and training support, etc. There is considerable scope for improvement in basic rural infrastucture facilities like rural connectivity, development of markets, irrigation facility, storage godowns, extension services and training support etc. As the state government is having financial problem due to lack of state revenue, the government may take the advantage of Rural Infrastructure Development Fund (RIDF) managed by NABARD for developing the rural infrastructure of the district. Moreover, banks should try to cover the financially excluded areas of the district Area Development Plan/ Scheme: In view of abundant resources and opportunities available in the district, Fishery has been identified as area development plan/ scheme where financial institutions and State Govt.
