News in Pictures 32 26th January Republic Day, 2018 MICRO IRRIGATION For doubling farmer’s income; a new perspective under (PMKSY) Ksh. Birachandra Singh D.O(H&SC),Thoubal A new Agriculture Approach” PRIME MINISTER’S KRISHI SANCHAYI YOJNA” which envisage in the creation of potential irrigation in the country to increase crop production per unit areas of agricultural land using all the potential natural water resources & recycling the same in a balanced & productive manner has been formulated recently. Under “ HAR KHET KO PANI”; minor & lift irrigation has been proposed to access irrigation to the remote areas and under “PER DROP MORE CROP”; a precision farming strategy shall favour micro irrigation in the district by installing sprinkler & drip irrigation. This system will encourage a change in farming pattern by increasing crop intensity/rotation of vegetable & horticultural crops in a sustainable manner. Under this new approach, water resources management shall take centre stage assessing total water availability, status of soil, soil water & plant relationship viz a total enhanced crop production in off season are given due importance .As such district authority work out 4(four) years district irrigation plan(DIP) & approved by authority for implementation in the district. The following are year wise & component wise action plan for different line department in the district. Every cluster of 3-5 Ha of Horticulture land with a number of 5-15 farmers will be encourage for joint/collection farming by creating common assets like farm ponds with pumping facilities for drip & sprinkler irrigation.The interested farmers will be given awareness & training for new technologies in horticulture crops to movalised the crop production in their respective cluster.Under the noble new Agricultural approach of hon’ble Prime Minister,”Prime Minister Krishi Sanchaya Yojna”(PMKSY); will be a success story in doubling farmers income in coming five years in Thoubal District. THOUBAL TODAY 3 26th January Republic Day, 2018 AECs were opened in Thoubal Block and 22 in Kakching Block. They are operationalised in full swing, out of these 64 – Adult Education Centre 5(five) AECs have been upgraded to the level of Model Adult Education Centre with the financial assistant of CONCOR (Container Corporation of India Limited. 2 (two) Model Adult Education Centre are in the Kakching Block & 3(three) Model Adult Education Centre in Thoubal Block with full equipment of the centres.     Executive Summary 2011 -12 Chandel District having an area of 3313 sq. km, population of about 144028 ( 2011 census)with an international border of about half of the district boundary has a distinction of multi ethnic tribal inhabitants with a few pockets of Meiteis, Muslims, Nepalese, Biharies and other Indian nationals specially at Moreh areas. It is one of the backward hill districts of Manipur with inaccessible problem in many of the villages even on foot and its prevailing Law and Order situation at the border villages to Myanmar. The Integrated Health Action Plan (2013-14) provides information on the various importance subjects like RCH-II, New additionalities under NRHM, Routine Immunization Strengthening, Vertical Programmes through elaborate annexures. The Integrated District Health Action Plan (DHAP) of National Rural Health Mission was prepared with a vision to address local needs and specificities, enable decentralization and public participation, facilitate interdepartmental convergence and improve accountability of Health system. DISTRICT PROFILE The Chandel district is one of the important districts of the state given the multi-lingual, multi- ethnicity culture and tradition it possesses. The District lies in the south-eastern part of Manipur. It is the border district of the state. Its neighbors are Myanmar (erstwhile Burma) on the south, Ukhrul district on the east, Churachandpur district on the south and west, and Thoubal district on north. It is about 64 km. away from Imphal. Several communities inhabit the district and they are scattered all over the district. Prominent tribes in the district are Anal, Lamkang, Kukis, Moyon, Monsang, Chothe, Thadou, Paite, and Maring etc.

Details of the visited Institutions: District visited D.H., CHC and PHCs visited SCs visited Chandel DH: Chandel Aimol Thampak, Komla CHC: More Thambi, Unopat and Saivom PHCs: Chakpikarong, Tengnoupal and More II. Major Observations: 1. Health Human Resources: a. No sanctioned strength of the staff was available at district office. At district headquarter no one was aware about the sanctioned strength of staff in the district. b. Acute shortage of Specialists and Medical officers was observed in the visited institutions. 5 posts of Specialist, 4 posts of MO and 4 posts of GNM/Staff Nurse were lying vacant at District Hospital. 3 posts of Specialist, 13 posts of MO, 15 posts of GNM/Staff Nurse were vacant in the Centres of CHC Moreh. c. The PHC Chakpikarong was functioning with single AYUSH, MO. d. Under District Programme Management Unit (DPMU), one post each of District Programme Manager, District Data Manager, Block Account Manager, Block Data Manager and 2 posts of Block Programme Manager were lying vacant since long in the district. 2. Functioning of Rogi Kalyan Samiti (RKS): It was reported that RKS has been constituted and registered in the visited CHC and PHCs in the district, but the meetings of RKS were not being held regularly. 3. Functioning of ASHA and Village Health Sanitation & Nutrition Committee (VHSNCs): a. As targeted, 550 ASHAs have been selected in the district and provided training up to 6th module.
