Case Study Women in Politics: Reflections from Malaysia Wan Azizah Women constitute half of humanity, and it follows that any decision-making, whether at the personal, family, societal or public levels, should be mindful of and involve the participation of women in the making of those decisions. Women’s political, social and economic rights are an integral and inseparable part of their human rights. Democracy is an inclusive process, and therefore in a functioning democracy, the points of view of different interest groups must be taken into account in formulating any decision. The interest and opinions of men, women and minorities must be part of that decision-making process. Yet far from being included in the decision-making process, women find themselves under-represented in political institutions. Numerous challenges confront women entering politics. Among them are lack of party support, family support and the "masculine model" of political life. Many feel that Malaysian society is still male dominated, and men are threatened by the idea of women holding senior posts. In the political sphere this is compounded by the high premium placed on political power. This makes some men even less willing to share power with women. -

Parti Pribumi Bersatu Malaysia in Johor: New Party, Big Responsibility By Wan Saiful Wan Jan EXECUTIVE SUMMARY • Parti Pribumi Bersatu Malaysia (PPBM) was officially launched on 14 January 2017, led by prominent personalities including former Prime Minister Mahathir Mohamad, former Deputy Prime Minister Muhyiddin Yassin, and former Kedah Chief Minister Mukhriz Mahathir. • Upon establishment, the party immediately announced that they are aiming to win the southern state of Johor in the upcoming general election. Historically, UMNO splinter parties have never been able to threaten UMNO in this state. Since independence, Johor has always been seen as an UMNO bastion. • PPBM has moved quickly to establish themselves in all parliamentary and state constituencies in Johor, however, and it has been rather successful in attracting support from those aged below 35. Their key challenge remains the rural and female voters. • Identity politics is a major hurdle for PPBM. The presence of the Democratic Action Party (DAP) in the Pakatan Harapan coalition — of which PPBM is a member — is a hurdle in attracting Malay support. Among Malay voters, DAP is perceived as a threat to Malay privileges. • At the same time, PPBM leaders in Johor believe that their contribution towards the coalition is not yet fully recognized by their coalition partners who insist that PPBM contests only in constituencies with a large Malay population. Areas with a high percentage of Malay voters are difficult for PPBM to win because UMNO tends to enjoy huge support in such constituencies, and PPBM leaders argue that they deserve more mixed seats to run in as well. -

4 Electoral boundaries in Malaysia’s 2018 election Malapportionment, gerrymandering and UMNO’s fall Kai Ostwald Introduction Malaysia’s General Election 14 (GE14) on 9 May 2018 broke with the previ- ous thirteen in a fundamental way: the United Malays National Organisation (UMNO) and its coalition partners were defeated for the first time, bringing about an unprecedented transition of power after over six decades of political dominance. Despite the unpopularity of UMNO Prime Minister Najib Razak and widespread frustrations with the cost of living, the outcome was not anticipated. This is largely due to the extensive partisan manipulation of Malaysia’s electoral process, which provided the ruling Barisan Nasional (BN) coalition with far- reaching advantages in electoral competition. Of the many advantages, perhaps the most powerful came through biased elec- toral boundaries that use malapportionment and gerrymandering to provide the BN with a reliable and significant seat bonus over the opposition. This bias was enough to fundamentally distort outcomes, for example in the 2013 general elec- tion (GE13) where the BN lost the popular vote by 4% but still emerged with a 20% seat advantage in parliament (Wong 2018 ; Lee 2015 ; Ostwald 2013 ). Rede- lineation exercises concluded just prior to GE14 increased malapportionment further and showed signs of extensive gerrymandering. Critics from the opposi- tion and civil society feared that they would make a turnover of power through the ballot box nearly impossible. Relative to brazen manipulations like phantom voting or ballot box stuffing, biased electoral boundaries do not easily rouse cries of electoral malpractice. However, their effects are powerful. -

Loh and Kevin Zhang* EXECUTIVE SUMMARY • On 26 September, the East Malaysian state of Sabah heads to the polls. The state election was called following the defection of 13 assemblymen from the Warisan-led state government. • The competition is fierce, with 447 candidates from many parties contesting for the 73 state legislative assembly seats. The main battle is however being fought between Warisan Plus on one hand and Gabungan Rakyat Sabah (GRS) on the other. Warisan Plus consists of the Pakatan Harapan (PH) coalition and the Sabah-based Warisan, while GRS consists of Perikatan Nasional (PN), Barisan Nasional (BN), and Parti Bersatu Sabah (PBS). • The COVID-19 pandemic has pushed much of the political campaigns and discussions to online media platforms. Our research indicates that a vigorous online discourse has emerged in Sabah, particularly since the dissolution of the state assembly on 30 July. • Three key themes can be seen in the online media discourse among Sabahans: wariness against the role of “Cybertroopers”, cynicism over party-hopping, and a deepening political divide between Sabah and Peninsular Malaysia. • Both the incumbent (Warisan) and major opposition (BN) parties have been viciously attacked. The Warisan is painted as a pro-migrant party with poor administrative ability shown during their short tenure, while the BN parties are tagged as “robbers of the state” who failed to develop Sabah despite having exploited its natural resources for decades. -

26/11/1999 Barisan alternatif hanya tagih simpati pengundi Mior Kamarul Shahid UMUMNYA, persaingan dalam pilihan raya 1999 tidak boleh dianggap sengit, jika pertarungan pilihan raya 1995 dan 1990 dijadikan perbandingan. Jika pun sesuai, ia hanya boleh dianggap lebih `bingit', berbanding kedua-dua pilihan raya umum yang lalu. Jika rentetan peristiwa sebelum dan menjelang pilihan raya 1999 ini dijadikan plot sebuah novel, terlalu banyak episod antiklimaks yang berlaku. Barisan alternatif yang membariskan Pas, DAP, Parti Keadilan Nasional (Keadilan) dan Parti Rakyat Malaysia (PRM) benar-benar mengharapkan pilihan raya diadakan ketika klimaks, sewaktu semangat rakyat membara. Tetapi, secara dirancang, Perdana Menteri, Datuk Seri Dr Mahathir Mohamad membubarkan Parlimen ketika keadaan sudah kendur. Dr Mahathir tidak terikut-ikut dengan congak parti pembangkang. Tempik sorak pembangkang yang bermula sejak Datuk Seri Anwar Ibrahim disingkirkan daripada Umno dan kerajaan 28 September 1998, adalah satu jangka masa yang terlalu panjang diukur dari segi kemampuan mereka untuk mempertahankan isu Anwar, yang dijadikan watak utama dalam pilihan raya kali ini. Ia juga memberi masa yang panjang bagi kerajaan Barisan Nasional (BN) untuk mengendurkan keadaan dan mematah hujah pembangkang, walaupun satu demi satu isu membabitkan bekas Timbalan Perdana Menteri itu cuba diketengahkan. Barangkali ada baiknya juga bagi pembangkang apabila pilihan raya ini diadakan sekarang. Jika ia diadakan tahun depan, mereka mungkin terus kekontangan isu. Sekurang-kurangnya buat masa ini, ada juga saki-baki isu yang boleh diketengahkan. Jika pun ada perkara yang merugikan, mereka tidak boleh lagi menggunakan majlis tazkirah di masjid dan surau untuk mencaci kerajaan sepanjang Ramadan nanti. Tinjauan di beberapa ceramah politik yang diadakan sepanjang tempoh kempen rasmi lapan hari ini, didapati hujah-hujah penceramah yang mewakili parti-parti politik, agak hambar. -

It ensures that citizens exercise their rights to vote for the destiny of the country. It is therefore essential that there must be clean and fair elections and voters are at liberty to cast their votes freely. Voters are more prepared to get involved in electoral process when they are confident that the elections are clean and fair. DAP Sarawak welcomes the recommendations to improve the election process contained in the Interim Report of PSC presented in Parliament on 1st December, 2011. We congratulate the PSC for a job well done. We do not intend to repeat the recommendations in this Memorandum. Suffice it is to say that we welcome and accept, among others: (a) the proposals to use indelible ink in order to avoid mUltiple voting by a single person; (b) advance voting by security personnel such as the armed forces and police, members of the Election Commission and media; (c) overseas voting - whereby Malaysians may be able to vote in centres arranged by the Election Commission instead of haVing to return to the home constituencies; (d) clean-up of electoral roll; (e) 14 day-period to check on new voters without haVing to pay objection fees; (f) revised voting process - whereby there will be no serial numbers on the ballot papers but only on counterfoils, recount is allowed when the vote differences between two candidates is less than 2% instead of the former 4%; (g) improvement to nomination process - whereby the objection to nomination is abolished and the 3-day cooling off period is removed. -

PAS Dilemmas in the Era of Abdul Hadi Awang Saiyid Radzuwan Syed Sopi and Faridah Jaafar Political Science Section, School of Distance Education, Universiti Sains Malaysia, 11800, Penang Keywords: organization, mainstreamer, reformist, ulama and politicians Abstract: The objective of this research is to identify what will happen to the PAS organization when the result of 61st Parti Islam Se-Malaysia (PAS) muktamar (general assembly) in Kuala Selangor, June 6, 2015 revealed that the PAS leadership has been dominated by ulama leaders, labelled ‘traditionalist’ or ‘purist’ and the ‘mainstreamer’ or ‘reformist’ had to admit that they have lost their positions in the party. The focus of this research is to identify that when Abdul Hadi Awang, the PAS president, had successfully purged the reformist from being a part of the party members, he and his factions had made an unpredictable action to withdraw from multi-ethnic opposition coalition Pakatan Rakyat (PR) in June 16, 2015. As a result, PR was dissolved and the rift worsened after the PAS leadership was captured by conservatives and the party accepted a motion by its conservative ulama (clerics) wing to sever ties with the Democratic Action Party (DAP) and People Justice Party (PKR). Hadi realized that it is near impossible for PAS to be in power on the national level without assistance from the opposition parties. However, this research found that although Hadi was a veteran politician, he asserts that his ideology, political thought and his ways of solving political problems are against with PH. Hadi was categorized as an arrogant who always disagrees with his colleagues, lacks of coalition spirit, and always makes a controversial statement towards PH. -

The above assumption, and its many consequent analyses of a rising, perhaps even threatening, ‘political Islam’ seemed justified, if belatedly, by the results of the November 1999 general election.
