Case Study Women in Politics: Reflections from Malaysia Wan Azizah Women constitute half of humanity, and it follows that any decision-making, whether at the personal, family, societal or public levels, should be mindful of and involve the participation of women in the making of those decisions. Women’s political, social and economic rights are an integral and inseparable part of their human rights. Democracy is an inclusive process, and therefore in a functioning democracy, the points of view of different interest groups must be taken into account in formulating any decision. The interest and opinions of men, women and minorities must be part of that decision-making process. Yet far from being included in the decision-making process, women find themselves under-represented in political institutions. Numerous challenges confront women entering politics. Among them are lack of party support, family support and the "masculine model" of political life. Many feel that Malaysian society is still male dominated, and men are threatened by the idea of women holding senior posts. In the political sphere this is compounded by the high premium placed on political power. This makes some men even less willing to share power with women. -

Parti Pribumi Bersatu Malaysia in Johor: New Party, Big Responsibility By Wan Saiful Wan Jan EXECUTIVE SUMMARY • Parti Pribumi Bersatu Malaysia (PPBM) was officially launched on 14 January 2017, led by prominent personalities including former Prime Minister Mahathir Mohamad, former Deputy Prime Minister Muhyiddin Yassin, and former Kedah Chief Minister Mukhriz Mahathir. • Upon establishment, the party immediately announced that they are aiming to win the southern state of Johor in the upcoming general election. Historically, UMNO splinter parties have never been able to threaten UMNO in this state. Since independence, Johor has always been seen as an UMNO bastion. • PPBM has moved quickly to establish themselves in all parliamentary and state constituencies in Johor, however, and it has been rather successful in attracting support from those aged below 35. Their key challenge remains the rural and female voters. • Identity politics is a major hurdle for PPBM. The presence of the Democratic Action Party (DAP) in the Pakatan Harapan coalition — of which PPBM is a member — is a hurdle in attracting Malay support. Among Malay voters, DAP is perceived as a threat to Malay privileges. • At the same time, PPBM leaders in Johor believe that their contribution towards the coalition is not yet fully recognized by their coalition partners who insist that PPBM contests only in constituencies with a large Malay population. Areas with a high percentage of Malay voters are difficult for PPBM to win because UMNO tends to enjoy huge support in such constituencies, and PPBM leaders argue that they deserve more mixed seats to run in as well. -

Loh and Kevin Zhang* EXECUTIVE SUMMARY • On 26 September, the East Malaysian state of Sabah heads to the polls. The state election was called following the defection of 13 assemblymen from the Warisan-led state government. • The competition is fierce, with 447 candidates from many parties contesting for the 73 state legislative assembly seats. The main battle is however being fought between Warisan Plus on one hand and Gabungan Rakyat Sabah (GRS) on the other. Warisan Plus consists of the Pakatan Harapan (PH) coalition and the Sabah-based Warisan, while GRS consists of Perikatan Nasional (PN), Barisan Nasional (BN), and Parti Bersatu Sabah (PBS). • The COVID-19 pandemic has pushed much of the political campaigns and discussions to online media platforms. Our research indicates that a vigorous online discourse has emerged in Sabah, particularly since the dissolution of the state assembly on 30 July. • Three key themes can be seen in the online media discourse among Sabahans: wariness against the role of “Cybertroopers”, cynicism over party-hopping, and a deepening political divide between Sabah and Peninsular Malaysia. • Both the incumbent (Warisan) and major opposition (BN) parties have been viciously attacked. The Warisan is painted as a pro-migrant party with poor administrative ability shown during their short tenure, while the BN parties are tagged as “robbers of the state” who failed to develop Sabah despite having exploited its natural resources for decades. -

"Bandar Sibu yang dulunya daif semasa di bawah jajahan British, kini sudah bertukar wajah malah merupakan antara bandar paling pesat membangun di Sarawak," katanya semasa berucap kepada 8,000 orang pada majlis bersama rakyat di perkarangan Lapangan Terbang Sibu sempena lawatan seharinya ke Sarawak hari ini. Perdana Menteri berkata bahawa sebelum BN memerintah, keadaan di Sibu sangat daif dan tidak menampakkan pembangunan dan penduduknya pula tidak mempunyai peluang pekerjaan. Hari ini, rakyat sudah dapat melihat banyak industri dan bangunan pencakar langit di Sibu dan pada masa yang sama turut mengundang peluang pekerjaan kepada rakyatnya, kata Mahathir. Semua ini hanya dapat disediakan jika perpaduan dan kerjasama dipertahankan, katanya. Kalau sesebuah negara ataupun negeri itu aman, apa sahaja yang dirancangkan untuk kepentingan rakyat akan dapat berjalan dengan licin tetapi jika berlaku huru-hara sudah tentu pembangunan itu tidak dapat dilaksanakan, kata Dr Mahathir. "Keadaan yang aman serta kerjasama erat di kalangan masyarakat berbilang kaum di Sibu ini, telah membolehkan bandar ini dibangunakan malah merupakan salah satu kawasan paling maju," katanya. Sebab itulah, kata Perdana Menteri, pada hari ini ramai penduduk Sibu telah berjaya dalam bidang perniagaan khususnya industri perkayuan, malah berupaya meluaskannya ke seluruh negara. "Pengusaha-pengusaha perkayuan dari Sibu kini bukan sahaja terhad di Sarawak sahaja malah sudah terkenal di luar negara seperti di Rusia, Afrika dan yang lainnya. Ini hanya boleh berlaku bila sesebuah negara itu aman tanpa menghalang sesiapa sahaja untuk berniaga," katanya. -

Malaysia: Winners and Losers
MALAYSIA: WINNERS AND LOSERS David Camroux, Executive Director, Asia-Europe Centre, Senior Research Associate, CERI (Sciences Po, Paris) « If Malaysia did not exist, it would need to be invented », could be one way of describing the impact of 11th September on this Southeast Asian nation of some 22 million inhabitants. In avoiding the dangerous characterisation of the « war » against terrorism as one between civilisations, there is a desperate need for an exemplary modern Muslim country, one which has, ostensibly at least, demonstrated that Islam is neither incompatible with economic development nor with modernity nor with an, apparently, democratic form of political stability. To fully appreciate the changes that have occurred it is necessary to look at political situation in Malaysia prior to 11th September and afterwards. The Malaysian Prime Minister has consistently maintained an anti-Western rhetoric even prior to his appointment as Malaysian Prime Minister in 1981. This discourse in itself was not very problematical until the financial crisis of 1997. Until that period the somewhat old-fashioned anti-colonial rhetoric - designed for internal consumption - was balanced by an open arms acceptance of Western investment. The economic crisis and the subsequent self-induced political crisis triggered by the arrest and imprisonment (or, in more robust language, the judicial « assassination ») of Deputy Prime Minister Anwar Ibrahim, changed the situation. The reversion to a domestic solution to the crisis within Malaysia (capital controls, reshuffling of the corporate cards, Keynesian pump priming), was echoed on the international level with Malaysia’s classing amongst a group of undesirable states. DAP's slow momentum picking-up in Sibu MalaysiaKini.com April 24, 2013 By Kow Gah Chie ANALYSIS SIBU Once the focus of the battleground in the 2010 by-election and the 2011 state elections, Sibu, the third biggest town in Sarawak, seems to have lost its “shine”, where the election mood and momentum has been slow on the ground for DAP. The party appeared to be slower if compared with its opponent - the Sarawak United People’s Party (SUPP) - in terms of election machinery and ceramah crowd response. On the first day of the campaign, DAP’s ceramah held near its Sibu headquarters was only able to attract 1,000 people, while SUPP’s ceramah has a strong crowd of 1,500, far better than during the state elections where it had a poor crowd size of 150 for one of its night ceramah. At SUPP’s ceramah, rounds and rounds of applause followed by whistles were heard, while at DAP’s ceramah only a few people seemed to respond passionately with cheers and applause, while the rest just listened quietly and remained motionless. SUPP’s machinery has come out with new and creative ideas to attract the crowd, and its Lanang candidate Tiong Thai King and Sibu candidate Vincent Lau even danced on the stage, in an attempt to woo the first-time and young voters. SUPP’s supporters have turned their ceramah into a fans gathering, where the elderly and children were spotted carrying posters featuring cartoon designs of both candidates to show their affection toward them. -
