Our period in the chair coincides with the Restitutions Committee’s twentieth anniversary. This milestone is important in several respects. Prompted in part by the work and report - ‘Striving for Justice’ - of the Kohnstamm Committee, we have looked back very explicitly at the last twenty years, we have reflected on our recommendations and the considerations they were based on, and on our own procedure. At the same time, we have contem plated how to implement the recommendations of the Kohnstamm Committee for the future and we have amended our procedure in line with a new Decree Establishing the Restitutions Committee. The Restitutions Committee remains just as committed to contributing to restoration of the rights of the individual victim. In our Newsletter contribution ‘Restitutions Committee: A New Assessment Framework in the Netherlands’ we explain the new assessment framework. On the occasion of our twentieth anniversary, we are now also working on a documentary that focuses on the Restitutions Committee’s work. Through this documentary we want to contribute to increasing awareness of the history of the looting of art in the Second World War and at the same time improve the Restitutions Committee’s outreach. If the COVID-19 situation allows, we hope to bring the members of the network together physically in November 2021 so we can watch the documentary together. We hope to tell you more about this shortly. We look forward very much to further cooperation with and within the European network and we hope you enjoy reading this issue. Els H. After World War I and more particularly in June 1940, the prestige of French Marshal Philippe Petain,´ considered as the winning general the battle of Verdun, was very high. He became President of Council while the French army was unable to stop the German offensives. But five years later he was sentenced to death for high treason. By rereading his bibliography from a medical perspective, it is possible to find multiple suggestive events and to affirm a posteriori Petain´ suffered from a neurodegenerative disorder, whose first signs appeared in the 1930s, suggestive of Alzheimer’s disease, which had an impact on French politics. The modern medical knowledge of this disease casts a new light on the behavior of Petain during the last war. With the proliferation of studies on popular opinion under Vichy, it was inevitable that the role of the parliament, which overwhelming voted to transfer full powers to Marshal Philippe Pétain on 10 July 1940 by a vote of 570 to 80, with 20 abstentions, would attract renewed attention. While the eighty parliamentarians who voted against full powers, together with the twenty-seven deputies and senators who set sail for North Africa on the Massilia to continue the battle against the Nazis, have been hailed as résistants of the first hour, those who voted in favor of full powers have been condemned either as outright collaborators or as attentists willing to sacrifice the values of republicanism and democracy in the false hope of securing a place for France in the new European order. Olivier Wieviorka's new book provides a welcome opportunity to reassess the validity of this dualistic interpretation. By using the recently opened dossiers of the Jury of Honor, the panel established by the provisional government of the Republic in 1945 to determine whether politicians who had supported Vichy deserved exoneration--and thus the right to resume political office--on the basis of subsequent resistance activities, Wieviorka seeks to achieve two goals.

Arthur Goldschmidt’s drawings were displayed in an exhibition in the CHRD, in Lyon in 2015. 1 Memory and commitment Seventy years ago, the world discovered the horror of the camps and the enormity of the crimes committed by the Nazis. The specific nature of the fate of Jews, their systematic and organized extermination, was only gradually recognized starting in the 1960s. Survivors, witnesses, historians, politicians and members of the judiciary all contributed to writing this history, putting words to the abyss and transcending the shock in the face of the scope and nature of this senseless crime. Yet knowledge of the history of the Shoah has unfortunately not prevented other mass crimes. In 2014, we commemorated the 20th anniversary of the Rwanda genocide of the Tutsi. The underlying racist ideology, the shameful inaction of governments, the inability to assess at that time the nature of this extermination effort, even though early signs presaged the worst, even the historical revisionism that still exists to this day, are all aspects of the savage cycle that are still painful reminders of the Shoah. Far from any notion of “competing memories,” the study of genocides and crimes against humanity compels us to think about the inner workings of hate, inspires us to cast a clearheaded and thoughtful look at the present day and urges us toward civic participation, so that “never again” are not just empty words.
