November 7) 1888 in Gulyai-Polye, Ukraine, Nestor Ivanovych Makhno was a revolutionary anarchist and the most well-known ataman (commander) of the Revolution- ary Insurgent Army of the Ukraine during the Russian Civil War.1 Historiographical issues regarding the extent to which Makhno and the Makhnovists implemented anarchist ideals in south-east Ukraine have been noted by contemporary Russian anarchist and historian Peter Arshinov. Makhno’s own memoirs and the newspa- per Put’ k Svobode, both valuable material documenting anarchist activity in Ukraine, were lost during the Civil War.2 With much of the contemporary evidence impossible to reconstruct, historians have attempted to understand the nature of the Makhnovist move- ment and the ‘social revolution’ in Ukraine with surviving evidence whilst separating myth and legend about Makhno from historical fact. This essay will argue that Makhno and the Makhnovist move- ment were inspired by anarchist ideals in an attempt to establish a ‘free and completely independent soviet system of working people without authorities’ during the Civil War.3 However, the war itself hindered the political and economic development of the anarchist ‘free territory’ before finally being defeated and dissolved by the Bolshevik-led Red Army in August 1921.

Like Joan she started from humble origins and, improbably, became a ferocious military commander who was captured and executed by her sworn enemies. And, like Joan, she was a fanatic who pursued her goals in a violent, ruthless fashion. But there is no cult of Maria Nikiforova. There are no shelves of books devoted to her life in any language. Although she played a prominent role in the Russian Revolutions of 1917 and the subsequent Civil War, she was virtually expunged from Soviet histories of the period. A biographical dictionary of the Russian Revolution published in the Soviet Union which includes hundreds of names does not mention her, indeed mentions only a couple of dozen women. There are entries on the Bolshevik heroines Alexandra Kollontai, Larissa Reissner, and Inessa Armand but none of these women held independent military commands like Nikiforova.

    Although the Russian delegation agreed to the participation of the Ukrainian delegation, its head, Leon Trotsky, tried to dis- credit it; he even invited a delegation from the Ukrainian So- viet Government, and tried to prove that the Rada no longer existed. The Germans favored Ukrainian participation inthe The Anarchism of Nestor conference because they wanted to secure their supplies and Makhno, 1918–1921 put pressure on the Bolsheviks. By the peace treaty between the four Central Powers and An Aspect of the Ukrainian Revolution Ukraine, concluded on February 9, 1918, Ukraine, including Kholm, was recognized as an independent republic. Austria promised to unite Bukovina with East Galicia and set up a new Michael Palij Ukrainian Crown Land with political and cultural rights within the monarchy. In return, Ukraine agreed to provide the Central Powers with at least one million tons of surplus foodstuffs.16 Subsequently, the Rada sought Austrian and German aid in expelling the Russian forces, believing that an adequate force could be composed of the existing Ukrainian units in the Aus- trian Army and the Ukrainian prisoners held by the Germans. They asked that these troops, estimated at thirty thousand men, be employed in Ukraine. The Central Powers refused, arguing that the time required to bring the troops from other areas was too great, though they undoubtedly were also anxious to assure their own control of Ukraine. Through the ensuing deployment of the Austrian and German armies, Ukraine became in effect an occupied nation. The Austro-German forces, including some Ukrainian troops, followed the railways, meeting little Bolshevik resis- tance; by the end of April Ukrainian territory was cleared of Soviet Russian troops.

It has also been called the most effec- tive democracy promotion mechanism ever developed and applied. There is a lot of truth in such claims. The eight Central and East European countries that joined the EU have been the most successful examples of democratic con- solidation and transition to a market economy in the entire postcommunist region. This paper examines the impact of the EU accession process on demo- cratic consolidation and the consequences of EU membership on the quality of new democratic regimes in these countries. In the first part of the paper, I will review empirical evidence showing the diverging trajectories of post- communist transformations and the deepening split between two parts of the former Soviet bloc. In the second part, I will sketch five dilemmas faced by the new, postcommunist members of the EU. These dilemmas reveal the tension between the requirements of EU membership and continuation of postcommu- nist transformations aimed at improving the quality of democracy and secur- ing faster economic growth. THE EU ACCESSION AND DEMOCRATIC CONSOLIDATION: COMPLEMENTARITY OR CONFLICTING LOGICS? Since its inception, the European integration process has aimed at strength- ening liberal democracy across Europe. Participation in emerging European institutions has been reserved for states with secure democratic systems and a consistent record of respect for political and civil rights. While this principle remained implicit in early EC documents, the presence of a strong democratic system in the candidate country soon became an explicit sine qua non condition for EC/EU accession.
