    THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

I would like first of all to apologise for the delay in my reply due to an administrative error in our services. The objective of this Directive is to ensure that before development consent is given, projects likely to have significant effects on the environment by virtue, inter alia, of their nature, size or location are made subject to an assessment with regard to their environmental impacts. Lifetime extensions' fall under Annex II, point 13 (a) of the EIA Directive, which is why they do not automatically require an environmental impact assessment. Such planned activities are, however, subject to a screening process, i.e. the determination of likely significant effects on the environment, either on a case by case basis or according to thresholds or criteria set out in national legislation. Member States have discretion in deciding whether the projects listed in Annex II will be subject to an EIA; however, they have to take into account the relevant criteria of Annex III of the EIA Directive and ensure that such an assessment shall be carried out if the project is likely to have significant effects on the environment.

    Political Group Coordinators in Parliamentary Committees Updated February 2017 Each political group in the European Parliament designates one of its MEPs to act as 'coordinator' on any particular Committee. The group coordinator is the main spokesperson for their group in the Committee, and also negotiates for the allocation of Rapporteurs. They assist Rapporteurs and Shadows in the drafting of voting recommendations and decide which substitutes can vote in the absence of full members. They also ensure that MEPs vote at critical times. Anlass des Schreibens waren die geleakten Briefe des Direktors der französischen Atomkraftaufsichtsbehörde (FANC), Jan Bens, an Energie Electrabel, den Betreiber der Kernkraftwerke. Mangelnde Brandsicherheit, das Risiko einer Kernschmelze und die generelle Sicherheitssituation der Kernkraftwerke waren Teil der Sorgen, die Bens in diesem Brief äußerte. „Einmal mehr wird die Sicherheitslage von Tihange und Doel als besorgniserregend eingestuft. Die Sicherheit und das Wohlsein der Menschen in der Region muss doch absolute Priorität haben“, fordert die CDU-Europaabgeordnete Sabine Verheyen. „Aus diesem Grund verlangen wir auch, dass sich die Europäische Kommission für verbindliche europäische Sicherheitsnormen von Kernkraftwerken sowie für die Einrichtung einer europäischen Atomaufsichtsbehörde einsetzt, die den nationalen Aufsichtsbehörden und Betreibern auf die Finger schaut. Wenn etwas schief geht, bedeuten Ländergrenzen gar nichts mehr. Gerade im Bereich der Sicherheit von Atomkraftwerken brauchen wir europäische Standards, da Katastrophen nicht an Grenzen Halt machen“, so Verheyen. Die Sorgen über die Sicherheitslage der Kernkraftwerke sind in der Grenzregion nach wie vor besonders groß. Sabine Verheyen und ihre Kollegen hielten diesen weiteren Schritt daher für erforderlich. Angesichts der grenzüberschreitenden Betroffenheit haben die Europaabgeordneten der Euregio immer wieder darauf hingewiesen, dass nationale Ansätze nicht ausreichen, sondern gegenseitige Sicherheitsinspektionen und eine Zusammenarbeit auf EU-Ebene dringend von Nöten seien.
