    Foreword The Daventry District Settlements and Countryside Local Plan (Part 2) is a key document that will help to shape the future of the District. When this document is adopted, it will sit alongside the West Northamptonshire Joint Core Strategy (Adopted 2014) and made Neighbourhood Development Plans. These will collectively be the basis for helping to guide and shape the development and use of land across the District. This document is therefore very important for helping to shape the future of the District. This document is the Proposed Submission Version, which builds on the Issues and Options and Emerging Draft consultations undertaken in early 2016 and late 2017. We are grateful to everyone who responded to those consultations, your views have been taken into account in preparing this plan. This plan is based on a thorough evidence base which is set out on the Council’s website. Further details of the consultation are set out within the document including how you can respond, it is important to note that comments must relate to legal compliance and the tests of soundness and be made on the prescribed response form. The consultation also includes a series of exhibitions taking place in early September which you are encouraged to attend. Following consultation on this document, the Council will then consider the responses received before submitting the plan, the responses and other supporting information. This will be undertaken by an Inspector appointed by the Secretary of State. Adoption is anticipated to take place in summer 2019. We look forward to your participation.     English Book Owners in the Seventeenth Century: A Work in Progress Listing How much do we really know about patterns and impacts of book ownership in Britain in the seventeenth century? How well equipped are we to answer questions such as the following?: What was a typical private library, in terms of size and content, in the seventeenth century? How does the answer to that question vary according to occupation, social status, etc? How does the answer vary over time? – how different are ownership patterns in the middle of the century from those of the beginning, and how different are they again at the end? Having sound answers to these questions will contribute significantly to our understanding of print culture and the history of the book more widely during this period. Our current state of knowledge is both imperfect, and fragmented. There is no directory or comprehensive reference source on seventeenth-century British book owners, although there are numerous studies of individual collectors. There are well-known names who are regularly cited in this context – Cotton, Dering, Pepys – and accepted wisdom as to collections which were particularly interesting or outstanding, but there is much in this area that deserves to be challenged. Private Libraries in Renaissance England and Books in Cambridge Inventories have developed a more comprehensive approach to a particular (academic) kind of owner, but they are largely focused on the sixteenth century. Sears Jayne, Library Catalogues of the English Renaissance, extends coverage to 1640, based on book lists found in a variety of manuscript sources. The Cambridge History of Libraries in Britain and Ireland (2006) contains much relevant information in this field, summarising existing scholarship, and references to this have been included in individual entries below where appropriate.

    The Story of One Year in the Early Life of New College Introduction This article is based upon a New College Account Roll, which is in New College Archives1, covering the fifty-two weeks from 27 September 1392 to 26 September 1393. It comprises 422 items of income and expenditure and these have been numbered to allow reference in this article to those items in the associated transcript and translation documents which accompany this article. This is the first of the surviving annual New College Account Rolls to have been fully transcribed and translated and enables this ‘story’ of one year in the early life of the College to be told. The transcribed and translated text for selected items has been used as the basis of this ‘story’ (shown in blue). This New College Account Roll has been augmented by reference to other contemporary documents so that a fuller picture can be painted. The most important of these is the Hall Steward’s Book2 which contains the names of Fellows, Scholars, Chaplains and Visitors who attended the two daily meals in the Great Hall and it identifies the days when they left and rejoined the college during periods of absence. Another is the only surviving Household Account Roll for bishop William of Wykeham; it is held in Winchester College Muniments and has recently been transcribed and translated by this author3. The dates of all three manuscripts overlap and contain interrelated items concerning New College. The New College Account Rolls4 had been produced by the Warden, but, since a Statute revision in 13895, this was changed to be produced by three college Bursars who were elected each year.

I certify that all material in this thesis which is not my own work has been identified and that no material has previously been submitted and approved for the award of a degree by this or any other University. 2 ABSTRACT This thesis is concerned chiefly with the military role of sea power during the English Civil War. Parliament’s seizure of the Royal Navy in 1642 is examined in detail, with a discussion of the factors which led to the King’s loss of the fleet and the consequences thereafter. It is concluded that Charles I was outmanoeuvred politically, whilst Parliament’s choice to command the fleet, the Earl of Warwick, far surpassed him in popularity with the common seamen. The thesis then considers the advantages which control of the Navy provided for Parliament throughout the war, determining that the fleet’s protection of London, its ability to supply besieged outposts and its logistical support to Parliamentarian land forces was instrumental in preventing a Royalist victory. Furthermore, it is concluded that Warwick’s astute leadership went some way towards offsetting Parliament’s sporadic neglect of the Navy. The thesis demonstrates, however, that Parliament failed to establish the unchallenged command of the seas around the British Isles.

    John Farley (d. 1464) and the Finessing of MS 281 In spite of having suffered the loss of three illuminated leaves, MS 281 in the College Library remains a refined object. It contains a copy of Ptolemy’s Almagesta in the translation of Gerard of Cremona, written in England in a steady gothic bookhand, for which a date around the third quarter of the thirteenth century may be suggested. Ample margins were left open for the text’s diagrams and tables, which are mostly present, and there is quite an extensive, coeval gloss. Space was also left for decorated initials—but artists for these were not found until nearly two centuries later. When a date for the manuscript has been suggested in the scholarly literature, the tension between the script and the illumination, both pulling in opposite directions, has led opinion to cluster somewhere in the middle. Coxe, in what was the first published description of the manuscript, suggested that it belonged to the late fourteenth century (‘s. xiv exeuntis’).1 Dates have been offered in more recent times by scholars whose interest was the text itself: Paul Kunitzsch (‘14. Jh.’), followed by Henry Zepeda (‘fourteenth century’), and David Juste (‘s. xiv’).2 Richard Hunt had in fact already spotted that the script and decoration belong to different periods, in his essay in the College’s sexcentenary volume.3 Both text and decoration have distinct interest. The marginal apparatus, added in a small Anglicana hand not long after the main scribe’s work, presents as a gloss on the text excerpts taken from Almagesti minor.4 Zepeda noted that our manuscript shares a close connection in these notes with one other copy, in the Laurentian Library in Florence, MS Plut.
