European Parliament 2014-2019 European Parliament 2014-2019 Committee on Civil Liberties, Justice and Home Affairs LIBE_PV(2017)1106_1 MINUTES Meeting of 6 November 2017, 15.00-18.30 BRUSSELS The meeting opened at 15.03 on Monday, 6 November 2017, with Claude Moraes (Chair) in the chair. 1. Adoption of agenda LIBE_OJ (2017)1106_1 The agenda was adopted. 2. Chair's announcements The Chair announced that interpretation in Maltese, Croatian and Gaelic was not available for this meeting. Endorsement of Coordinators' recommendations (Rule 205) Further to Rule 205 of the Rules of Procedure the Chair submitted the following Coordinators' recommendation for approval: Endorsement of Coordinators’ feedback note of 23 October 2017 – Pursuant to Rule 208(3) of the Rules of Procedure the Greens/EFA, S&D and GUE/NGL, have requested a roll-call vote on the Coordinators' decision not to organise a mission to Hungary (point 2.4 of the agenda of the Coordinator's meeting of 23 October). This vote has been taken under point 6 of the agenda. – LIBE Calendar of Committee meetings for the year 2018 The Committee endorsed the LIBE Calendar of Committee meetings for the year 2018. – Delegated and Implementing Acts The Chair announced that on 26 October 2017, the European Parliament received a "Draft Commission Implementing Decision on the adoption of the work programme for 2018 and on the financing of the Rights, Equality and Citizenship Programme". The basic act being PV\1139046EN.docx PE613.404v01–00 EN United in diversity EN Regulation (EU) No 1381/2013 of the European Parliament and of the Council of 17 December 2013 establishing a Rights, Equality and Citizenship Programme for the period 2014 to 2020. The reception of this implementing act was communicated to all LIBE Members via the LIBE-Comitology newsletter of 27 October 2017 and an internal deadline for proposing an objection was set for 10 November 2017. He also announced that on 27 October 2017, the European Parliament received a "Commission Delegated Regulation amending Delegated Regulation (EU) 2016/1675, as regards adding Ethiopia to the list of high-risk third countries in the table in point I of the Annex ". The basic act being Directive (EU) 2015/849 on the prevention of the use of the financial system for the purposes of money laundering or terrorist financing. The reception of this delegated act was communicated to all LIBE Members and an internal deadline for proposing an objection was set for 15 November 2017 at 18.00. The scrutiny period is 1 month, extendable once by 1 month. 3. First annual review of the privacy shield LIBE/8/11383 Exchange of views with Tiina Astola, Director-General of DG Justice and Consumers, European Commission Ms Astola (DG Justice) presented the Commission views on the EU review of the EU-US Privacy Shield. The following Members took the floor: Claude Moraes (S&D), Michał Boni (EPP), Axel Voss (EPP), Birgit Sippel (S&D), Sophia in 't Veld (ALDE), Judith Sargentini (Greens/EFA) Ms Astola answered the questions raised. The meeting suspended at 15.55 and resumed at 16.00. 4. Recent developments in Poland and their impact on the Rule of Law LIBE/8/10530 Exchange of views with Frans Timmermans, First Vice-President, European Commission Mr Timmermans presented the views of the Commission on the recent events in Poland concerning the reforms of the judicial system. The Chair then gave the floor to the coordinators of the political groups for a first round of questions, followed by interventions by other LIBE Members. In addition, the Chair in accordance with Rule 206(3) gave the floor to two Members who do not sit in the LIBE Committee. The next MFF: Preparing the Parliament’s position on the MFF post-2020 LIBE/8/10393 2017/2052(INI) Rapporteur Monica Macovei (ECR) PA – PE612.221v01-00 for the opinion: Responsible: BUDG – Jan Olbrycht (PPE) Isabelle Thomas (S&D) Consideration of draft opinion Deadline for tabling amendments:10 November 2017, 12.00 Helga Stevens (ECR) presented the draft opinion on the next post 2020 MFF on behalf of the rapporteur Monica Macovei (ECR). Endorsement of a Coordinators’ decision pursuant to Rule 205 of the EP Rules of Procedure As announced under point 2 of the agenda and pursuant to Rule 205 of the EP Rules of Procedure a Coordinators’ decision was put to a vote (with roll-call). It was endorsed with 30 votes in favour, 21 against and 0 abstentions. 7. Een mooi moment om terug te blikken en conclusies te trekken. In juni 2009 vonden de verkiezingen voor het Europees Parlement plaats en werden 25 Nederlandse Europarlementariërs gekozen om de komende vijf jaar plaats te nemen in het Parlement. Het Instituut voor Publiek en Politiek (IPP)1 beschikt over data van de hoofdelijke stemmingen van de Nederlandse parlementsleden en hierdoor ligt de mogelijkheid vrij om deze gegevens te analyseren. Door deze informatie te interpreteren kan er onderzoek gedaan worden naar het stemgedrag van de Nederlandse parlementariërs. In 2009 is namens het IPP al onderzoek gedaan naar het stemgedrag van de Nederlandse Europarlementariërs in de periode oktober 2007 tot en met september 2008. Belangrijke conclusies van dat onderzoek waren: • Het stemgedrag van Europarlementariërs is vooral te verklaren vanuit een links/rechts ideologie en niet vanuit nationale belangen. In slechts 9,5% van de gevallen stemmen alle Nederlandse Europarlementariërs hetzelfde. • Het gemeenschappelijk stemgedrag binnen de delegaties ligt veel hoger. De cohesie binnen de verschillende politieke partijen ligt tussen de 0,94 en 0,99, waarbij 1 maximale cohesie is.

    Jean-Claude Juncker President of the European Commission Brussels cc: Frans Timmermans, First Vice-President, European Commission Maroš Šefčovič, Vice-President, European Commission Violeta Bulc, European Commissioner for Transport 9 June 2015 Dear President Juncker, We are writing to express our concern on hearing that the Commission has withdrawn plans to propose an EU-wide strategic target for reducing serious road traffic injuries, set to be announced later this week. This long-planned initiative, reconfirmed in a Commission press release as recently as 24 March, has already been strongly supported by member states and the European Parliament. An announcement at the meeting of Transport Ministers in June was expected but we understand on good authority that those plans have now been dropped. You have said that the European Commission is to be “serious about being big on big things”. Serious road injuries are undoubtedly a very big thing, with at least 200,000 people suffering life-changing consequences resulting from traffic collisions last year alone. The timing of this decision is unfortunate as, according to analysis by ETSC, serious road injuries increased by 3% last year. Furthermore, over recent years, declines in serious road injuries have not matched the reductions in road deaths. Moreover, there is a strong economic case to act. Estimates undertaken by ETSC show that, if all serious injuries recorded in 2010 could have been prevented, the benefits to society would have been more than 50 billion Euros in that year. The role of road safety targets in the current progress in reducing road deaths is known to be effective, as is confirmed both by the OECD (“Towards zero: achieving ambitious road safety targets and the safe system approach”, 2008) and scientists (Elvik, “Quantified road safety targets: a useful tool for policy making”, Accident analysis and prevention, 1993).

    Brussels, March 4th, 2015 SUBJECT: The case of Raif Badawi and other prisoners of conscience in Saudi Arabia Madam High Representative, We are again writing to you regarding the case of Raif Badawi, Saudi prisoner of conscience, currently held in detention by the Saudi authorities, after having been convicted by the Criminal Court of Jeddah. We remain deeply concerned about the possible developments in his case. We have been informed by multiple sources that Mr. Badawi may be subjected again in the near future to a new trial, this time for apostasy, and that he faces, if found guilty by the Criminal Court, the risk of being convicted to the death penalty. We, therefore, urge you to employ all your best efforts to call on the authorities of the Kingdom of Saudi Arabia for the release of Raif Badawi, his lawyer Walled Abulkhair who is also imprisoned and of all other prisoners of conscience. Raif Badawi’s alleged crime was to use his freedom of expression, which is an international human right that Saudi Arabia is bound to respect. We understand that Saudi Arabia is deemed an important partner to the European Union, both individually and in the context of EU’s relationship with the Gulf Cooperation Council. Nevertheless, we strongly believe that engagement with third countries must be based on the upholding of international law, namely, international human rights law, and Saudi Arabia is no exception to that. The moment has come, especially now with a new Saudi leadership, for the EU to send a clear message to the Saudi authorities demanding that it respects, protects and fulfills international human rights, releases all prisoners of conscience and revokes all institutionalized practices that actively infringe fundamental freedoms in the Kingdom.

    Werkbezoeken aan Europese topspelers Dinsdagmiddag 9 oktober gingen de deelnemers aan de Europese Week van Regio’s en Steden op werkbezoek bij diverse Europese topspelers in Brussel. Hieronder een impressie uit een aantal van deze gesprekken. Uit het gesprek met Annie Schreijer-Pierik en Jan Huitema (Europees Parlement) CDA-Europarlementariër Annie Schreijer-Pierik is lid van de commissies Milieubeheer, Landbouw (AGRI) en Visserij. De groep sprak onder meer met haar over het voorstel over het Gemeenschappelijk Landbouwbeleid (GLB) na 2020, dat de Europese Commissie op 1 juni heeft gepresenteerd. Volgens de plannen van de Europese Commissie krimpt het GLB-budget fors. Brussel kiest voor een 15% lager budget, maar gaat wel meer eisen stellen over klimaat en kringlooplandbouw. Inzet van het CDA: overheveling van budget van pijler 1 (directe inkomenssteun boeren) naar pijler 2 (plattelandsontwikkeling). Europarlementariër Jan Huitema (VVD) ziet een kans in het lagere budget: “Door de bezuinigingen op het budget voor de landbouwsector wordt de urgentie meer en meer gevoeld om de concurrentiepositie van de boer met een modern landbouwbeleid te versterken. Dit is een kans, ook voor de Nederlandse, en Twentse, landbouwsector”. Met directe inkomenssteun wordt volgens Huitema de concurrentiepositie van de Europese landbouwsector niet verbeterd. Huitema: “Het is luie politiek”. En natuurlijk kon een bezoek aan een commissievergadering, waar op dat moment door de leden van de AGRI-commissie werd gediscussieerd over de toekomst van het GLB, niet ontbreken.     Handreiking voor een bezoek aan het Europees Parlement voor gemeentelijke afdelingen van het CDA In veel landen in Europa kan net als in Nederland betaald worden met de euro. Bij een bezoek aan het buitenland staan er geen lange files bij de grensovergang en als EU-burger kun je vrij wonen en werken binnen de EU. Dit zijn een aantal voordelen die de lidstaten van de EU samen hebben gerealiseerd in het Europees Parlement. Wetgeving die in Nederland van kracht is, wordt ten dele in het Europese Parlement in Brussel of Straatsburg gemaakt, maar het raakt ons allemaal in het dagelijkse leven. Voor veel mensen lijkt ‘Europa’ ver weg en heeft men weinig van doen met ‘Brussel’. Maar hoe ver weg zijn Brussel en Straatsburg eigenlijk? Niet ver! Breng daarom eens een bezoek aan de Nederlandse Europarlementariërs die namens het CDA actief zijn in Brussel en Straatsburg. De leden van het Europees Parlement ontvangen je graag! In dit document tref je een aantal concrete adviezen aan over hoe je met de gemeentelijke afdeling een bezoek kunt brengen aan jouw CDA-collega’s die werkzaam zijn in het Europees Parlement in Brussel en Straatsburg. Je kunt een kijkje nemen in Brussel of Straatsburg en jouw afdeling laten informeren over het werkveld van een Europarlementariër en de stand van zaken omtrent verschillende beleidszaken.
