Executive Summary Sound Transit Capital Program Agency Activities and Monitored Issues Board Identifies Two Additional Alternatives for West Seattle and Ballard Link Extensions In October, the Sound Transit Board identified two ad- ditional alternatives to study in the West Seattle Link Extension and Ballard Link Extension Draft Environ- mental Impact Statement (DEIS): the Yancy/Andover Elevated option and a SODO Partial Elevated option. These alternatives will be analyzed in the DEIS along with the options the Board approved for study in May. Those original selection can be found at https:// www.soundtransit.org/system-expansion/west-seattle- ballard-link-extensions. Sound Transit will prepare the DEIS, followed by a pub- lic and agency comment period, in late 2020 and early 2021, respectively. I-976, which seeks to limit one of Sound Transit’s revenue streams, car tabs, to $30, and calls the agency to retire all its bonds, could conceivably cost Sound Transit $7.2 billion in MVET and rental car tax revenue through 2041. I- 976 would simultaneously increase project costs with project delays. Presenting to the Board, Sound Transit General Counsel Desmond Brown and Sound Transit CFO Tracy Butler out- lined potential legal and financial scenarios. Brown noted that state law, as clarified by past Supreme Court decisions and reflected in the initiative itself as well as voter pamphlet language produced by the Attorney General, requires continued collection of Sound Transit’s MVET until the retirement of bonds that the agency has promised to pay back with MVET revenues. Butler elaborated on the ramifications of I-976’s cost pressures, presenting several hypothetical project delays to note that inflation and increased interest costs would require the collection of an additional $25 billion in taxes from local taxpayers. She estimated that existing Sound Transit taxes would have to be extended approximately 12 years. After the meeting, Sound Transit Board Chair John Marchione issued the following statement: "While I-976 passed statewide, it failed within the Sound Transit District. The current estimate of 53 percent opposi- tion is almost identical to the 54 percent who adopted the Sound Transit 3 program in 2016. For the second time in just three years, the district voters who actually pay Sound Transit’s motor vehicle excise tax have endorsed its con- tinuation to finance the transit expansions our region so desperately needs. The initiative and the Attorney General’s voter pamphlet summary both make clear that state law requires the MVET to be collected until Sound Transit’s bonds are repaid.

    East Link light rail Segment C: Downtown Bellevue July 2011 Segment Details Segment C serves downtown Bellevue with alternatives running from approximately SE 6th and NE 12th Streets. Sound Transit evaluated 10 alternatives in the 2011 Final Environmental Impact C9T Statement (FEIS). C11A There are two preferred alternatives in this segment: a cut-and- cover tunnel along 110th Avenue NE (C9T) and an at-grade alignment on 108th Avenue NE (C11A). C9T begins on the east side of 112th Avenue SE, then transitions C9T C11A to the west side at SE 6th Street before turning west into a tunnel C9T portal on Main Street. C9T then turns north under 110th Avenue C11A NE to the Bellevue Transit Center Station at NE 4th Street. C9T turns east at NE 6th Street and exits the tunnel portal, transitions to an elevated profile in the center of NE 6th Street, and then crosses to the north side of NE 6th Street to pass over 112th Avenue NE, I-405, and 116th Avenue NE to the elevated Hospital Station in the former BNSF Railway corridor. C11A begins on the east side of 112th Avenue SE, then travels C9T & C11A on the south side of Main Street in a retained cut to the 108th Station and turns north at-grade over Main Street to the center of 108th Avenue NE. At NE 6th Street, C11A turns east in the center of the street to the at-grade Bellevue Transit Center Station. Henderson, PhD Director, Graduate Program on the Environment Member of the Faculty ________________________ Date ABSTRACT Employing life-cycle assessment and comparative analysis to reveal holistic perspectives in regional sustainable development Samuel J Wilson To combat climate change, rapid population growth, and sprawl, many urban areas are increasing public transit infrastructure. In Seattle, Washington, the first regional extension of a central light-rail line is planned to open its doors in 2023. This study closely examines the climate change mediation potential of the extension, known as East Link. While the system’s pollution reduction potential was addressed in an environmental impact statement, it did not include the impact from manufacturing construction and infrastructure materials. Previous studies have shown construction materials to be the single largest source of greenhouse gasses over a transit system’s life cycle (Chester and Horvath, 2009; Chester et al 2012). This study aims to fill this gap by conducting a life-cycle assessment of East Link’s construction materials. The results of the life-cycle assessment show a vast underestimate of greenhouse gas impacts in the East Link environmental impact statement. Additionally, this study provides a comparative analysis of historic regional transit and development policy in Seattle and Portland, a city that has had success in early adoption of regional light-rail.

The grants would have to be approved by Congress first, but history suggest that will happen. by Mike Lindblom Seattle Times transportation reporter Uncle Sam is offering to contribute $1.2 billion toward Sound Transit’s light-rail line from Northgate to Lynnwood, according to the president’s proposed budget — just one of three huge transit gifts in the pipeline for Puget Sound travelers. The proposed First Avenue streetcar line could win another $75 million in federal money, which suddenly places Seattle’s third streetcar corridor on the political fast track. And the feds want to give an additional $43 million toward Community Transit’s Swift 2 bus- rapid transit line connecting Bothell, Mill Creek, Everett’s McCollum Park and Paine Field. The three awards, and many others proposed around the country by the Federal Transit Administration, must still be ratified by Congress in its transportation budget. Each represents at least half the capital cost, and would stoke the transit-construction frenzy under way throughout the region. Sound Transit is already building a new Northgate Station, to open in 2021, followed by plans to reach North Seattle, Shoreline, Mountlake Terrace and Lynnwood with another 8½ miles of track by 2023, for a total $2.35 billion.
