John Tiscornia TRANSPORTATION NETWORK Multimodal transportation network Bellevue is a regional hub with more than 140,000 residents and nearly 150,000 jobs. It’s critical that the city’s transportation network support our current population and future growth. We do this by supporting multiple options. We are dedicated to getting people where they need to go in Bellevue -- safely and efficiently. Amidst our growth, traffic congestion has become a greater challenge. More drivers are using city parallel arterials to reach their destinations. In response, several city-led initiatives are shaping Bellevue’s distinct urban character to better accommodate people who want to drive, walk, bike and take transit. These include: • Downtown Livability Initiative • Smart City strategy • BelRed Transformation • Vision Zero Action Plan • Pedestrian and Bicycle Implementation Initiative • Bike Share pilot program • Grand Connection project Within neighborhoods, more safety improvements, congestion reduction, sidewalk, bike lanes and maintenance projects are being funded by a 20-year, voter-approved neighborhood transportation levy.

More broadly, Bellevue is working closely with regional partners to improve transportation connections: • – Expanding light rail service to East King County with East Link service in 2023. • King County Metro – “Ride2” pilot program provides “first and last mile” shuttle service to and from Eastgate Park-and-Ride. • King County’s Eastside Rail Corridor – Development of a regional pedestrian-bicycle trail, part of which is already open in Bellevue. • State Department of Transportation – Interstate 405 Renton to Bellevue Widening and Express Toll Lanes project will improve mobility and reduce congestion. Interstate 90 Eastgate to State Route 900 Corridor Improvement project will create capacity by adding one lane in both directions between the Eastgate and Lakemont interchanges. Bellevue continues to grow and evolve as a community. It’s the city’s ongoing goal to ensure commuters can easily get to where they want to be, when they want to be there.

Across Bellevue, from Interstate 90 to BelRed, there are signs of construction – cones, flaggers and detour signs. Work ranges from private residential projects to large-scale commercial development. Some of it is publicly- funded development such as improvements to intersections, utilities, neighborhood sidewalks, and of course, light rail construction. While all of this construction will eventually produce enhanced travel options and economic opportunity, it puts a strain on available roadway. The city plans and coordinates construction projects among departments as well as with contractors, public agencies and affected neighborhoods and businesses. This collaboration ultimately helps minimize impacts to the transportation network – the places where you walk drive, bicycle, drive and catch the bus – and keeps Bellevue open for business.

Much of the traffic control near light rail construction zones will remain into 2019 and station construction will become more visible. The table below and associated map indicate key construction activities. NOTE: Construction schedules are subject to change.

Lake Boren EAST LINK CONSTRUCTION Project milestones in Bellevue Since East Link light rail construction began in spring 2017, more than 90 concrete columns are now visible along the light rail alignment in Bellevue. From Interstate 90 in south Bellevue along Bellevue Way Southeast, from east over Interstate 405 and from 120th Avenue Northeast in BelRed to Redmond’s border, these columns are being connected via girders which will encase the tracks. Girder installation will continue in the south and central (downtown) segments. It is now complete in the north (BelRed) area. The overall project which extends from downtown to Redmond is more than 45% complete as of the end of 2018. Approximately five miles of the 14-mile extension of Sound Transit’s Link light rail system and six out of 10 stations are being built in Bellevue.

S E BELRED TRANSFORMATION The BelRed area is undergoing an exciting transformation from a light industrial corridor in decline to a collection of new, transit-oriented neighborhoods. To support the change, the city has been building a new east-west boulevard through BelRed, expanding north-south arterials in the area and adding sidewalks, bike lanes and trails – with more to come. Private development is also part of the equation. The Global Innovation Exchange (GIX), a graduate-level institute created through a partnership between the University of Washington, Tsinghua University in China and Microsoft, welcomed its first class in 2017. REI’s new headquarters is under construction and expected to be completed in 2020. A range of market- rate and affordable housing units will be available in new transit-oriented neighborhoods across BelRed, including The Spring District. This public and private development is advancing ambitious planning and land use goals the city adopted for the area in 2009. The BelRed Lookback is currently reviewing policies to determine if adjustments to land use, zoning and design guidelines for streets could accelerate development, particularly near the future Bel-Red/130th light rail station. Sound Transit’s East Link light rail construction is advancing between 120th and 134th avenues and north to Northeast 20th Street. There will be two stations in the BelRed area – Spring District/120th and Bel-Red/130th – as well as a park-and-ride and a light rail operations and maintenance facility on 120th Avenue Northeast. East Link is expected to begin service in 2023. Thanks to a $99.6 million, low-interest federal loan, the city is investing in projects that improve access, circulation and mobility for vehicles, transit, freight, pedestrians and bicyclists.

CITY OF BELLEVUE PAGE 12 ACCESS BELLEVUE BELRED TRANSFORMATION NORTHEAST SPRING BOULEVARD CORRIDOR Northeast Spring Boulevard is a new multi-modal, east-west roadway being built in phases from Northeast 12th Street to 136th Place Northeast. When complete, the new street will improve mobility and unlock development potential for the area. The first segment of Spring Boulevard – between the Eastside Rail Corridor and 120th Avenue was completed in early 2018 and includes two bridges over the East Link line. Starting in 2019, the city will: • Widen Northeast 12th Street to six lanes between 116th Avenue Northeast and a new signalized intersection west of the Eastside Rail Corridor and build a pedestrian and bicycle path along the northside of the roadway. • Then, build a new four-lane street between 120th and 124th avenues northeast including sidewalks, off-street bike paths and on-street parking. A future roadway between 130th and 132nd avenues northeast will be funded by the federal loan and the city.

124TH AVENUE NORTHEAST CORRIDOR

Pending right of way acquisition prior to construction, the following phased improvements are planned in the coming years to widen 124th Avenue Northeast to five lanes:

ACCESS BELLEVUE PAGE 13 CITY OF BELLEVUE BELRED TRANSFORMATION • Between Northeast Spring Boulevard and Ichigo Way: Construction begins in 2019 to raise and widen the street, build a bridge and install sidewalk with planters. A new traffic signal will be installed at Northeast 16th Street; • Between Northeast 12th Street and Northeast Spring Boulevard: Construction begins in 2020 to widen the street and provide non- motorized facilities; and, • Between Ichigo Way to Northup Way: Construction begins in 2021 to raise and widen the street and install sidewalks with planters. This final connection is being coordinated with Seattle City Light to replace transmission towers with monopoles on 124th Avenue Northeast.

130TH AVENUE NORTHEAST CORRIDOR Redevelopment of 130th Avenue Northeast from Bel-Red Road to Northeast 20th Street is expected to begin in 2020 and will include one vehicle travel lane in each direction, protected bike lanes, sidewalks and landscaping. The project will also include on-street parking from just south of the Bel- Red/130th light rail station to Northeast 20th Street.

EASTSIDE RAIL CORRIDOR An interim, compacted gravel trail completed by King County and Sound Transit is now open from 120th Avenue Northeast north to Kirkland. King County is currently developing a plan to install a ramp connection from the trail to Northup Way; Sound Transit will extend the trail south to Northeast Eighth Street following East Link construction.

Paths, piers and playgrounds Bellevue’s robust parks and open spaces provide a retreat from the bustle of urban life, offering access to forests, beaches, wildlife, recreation, history and art. In 2017, Bellevue’s signature Downtown Park underwent major upgrades, with completion of its circular promenade and the addition of an accessible playground. Enhancements are now planned for other Bellevue parks, great and small.

MERCER SLOUGH NATURE PARK Six acres of Lake Washington’s largest fresh water wetland are being restored near the Sweyolocken Boat Launch to mitigate impacts from construction of Sound Transit’s East Link light rail line. Additional mitigation includes: • The replacement of nearly 700 trees with over 2,800; • Access to the park and boat launch during construction; and • A temporary parking lot for park users due to the closure of Winters House and blueberry farm. Following light rail construction, Sound Transit will construct new parking by the Winters House next to a new farm stand and restrooms.

Once it’s open, visitors will enjoy: • A “Great Lawn” encircled by a pedestrian path, picnic shelters and a new playground; • A meadow bordered with picnic tables, benches and new restrooms; and • A viewing platform overlooking the light rail tracks along 112th Avenue Northeast. MEYDENBAUER BAY PARK The first phase of Meydenbauer Bay Park is nearly finished. Visitors will enjoy a quarter mile of waterfront, a new pedestrian pier and overlook, playground and picnic areas and a new bath house. Renovations have been made to the historic Whaling Building, marina and swimming beach.

CITY OF BELLEVUE PAGE 16 ACCESS BELLEVUE CITY IN A PARK FUTURE PARK NORTH OF EAST MAIN LIGHT RAIL STATION In 2021, a new park south of Main Street between 110th and 112th avenues will open, providing pedestrian connections between adjacent neighborhoods, the East Main light rail station and downtown. Sound Transit will build the park and deed it to the city as mitigation for use of a part of Surrey Downs Park.
