18:30 - 19:40 DISCUSSION PANEL How Does Ukraine’s Tourist Attractiveness Influence Economic Development? Ukraine’s tourism potential is huge, but the quality of tourism products is still low. The investment volume in this sector does not guarantee its development. Tourism can become an instrument enhancing the invest- ment attractiveness of the country and its regions, while strengthening the country’s economy at the same time. Accordingly, the issue is pressing to carry out assessment and regulation with respect to the tourist attractiveness, as well as to implement a strategy of increasing the quality and professionalisation of the tourist offer.

One of the most important challenges of Ukrainian policy is a too close cooperation between politics and business. Interregional cooperation is extremely important for the economic development of neighbouring territo- ries, through a deep integration of the main areas of their business. The effectiveness of cross-border co- operation in regional development is determined by its ability to use the existing potential of these regions effectively and to develop it. The optimal combination of capabilities and resources of border areas may increase the investment attractiveness of the regions. 11:50 - 13:00 DISCUSSION PANEL Is the Marshall Plan for Ukraine Possible? Mechanisms for Financing Development The Ukrainian economy has been in its deepest crisis since the end of the 1990s, resulting in GDP falling by approx. 11% in 2015. Most of the macroeconomic initiatives taken by the government are correlated with the IMF loan assistance programmes. Even though essential for the country’s macroeconomic stability, these funds cannot be meant as systemic support for development. Are international financial institutions ready to set up a financial assistance scheme customised to Ukraine’s needs? Is there a political will on the side of the Western leaders? Would Ukraine be able to direct foreign aid in a way so as to put the crisis-ridden economy on the growth track?

13:10 - 14:20 THEMATIC BLOCK Ukraine’s Opportunities and Economic As- sets Ukraine has great economic potential. However, this potential remains to a large extent unexploited. The factors burdening the Ukrainian economy include its monopolisation and ‘oligarchisation’, overdepend- ence on the cooperation with Russia and other CIS countries as well as a high level of corruption. On the other hand, Ukraine’s assets are: the high value of human capital, rich natural resources and development potential of the agriculture and farming sectors. Although all these problems, Ukraine still has significant competitive advantages declining companies to invest – e.g. very attractive production costs and large ab- sorbent internal market.

Nowadays, the economic position of the state in the international arena is increasingly determined by its competitiveness and innovation. Adriatic, Baltic, Black Sea” – a magazine under this name was published in Poland, in the years 1984- 89. It was devoted to political and historical issues of the nations of the Adriatic, Baltic and Black Sea regions. Today, ABB appears as a multilateral cooperation proposal of the countries situated in the area between the three seas. The cooperation should above all include the fields of energy, transport and telecommu- nications. The question about the integration of these neighbouring regions is important especially in the face of the Ukrainian crisis, lack of unanimity within the Visegrad Group and diverse attitudes of individual states towards the policy of the EU and Russia.

The Eastern Partnership initiated by Poland and Sweden was supposed to be the main instrument of sup- porting transformation and modernization of the EU’s eastern neighborhood. That was the EU’s response to the growing challenges of the EU’s eastern policy. There is no doubt that the Eastern Partnership ended up with both success and failures. There have been contrary opinions as per the initiative itself. Some have considered it not enough ambitious whereas according to others its provisions had gone too far provoking Russia to take aggressive actions against its neighbours. What role does the EP play in current geopolitical situation? What changes does the Eastern Partnership need to carry out to become more effective?

9:00 - 10:10 DISCUSSION PANEL Return to “Business as Usual” between Russia and the Western World. What Does It Mean for Ukraine? Placed on high alert after the terrorist attacks in Paris, claimed by the so-called Islamic State, and after the crash of a Russian airliner brought down by a bomb, the West seems to opt for a rapprochement with Rus- sia. The extraordinary circumstances, due to the omnipresent threat of terrorism, meant that the relations with Putin, frozen since the annexation of the Crimea, have warmed. The Russian intervention in Ukraine made in blatant violence of international law, not to call it a war, has gone by the wayside. Does a return to ‘Business as Usual’ between Russia and the West mean that Ukraine will be left alone in its struggle for sov- ereignty and territorial integrity? Who will reassert Ukraine, given that Putin’s support in the fight against ISIS is a top priority for the West?
