XXX IUSY World Congress Date and Place February 25 -28, 2014, Copenhaguen (Denmark) Organized by DSU Denmark Content Approval of main resolution “15 actions to eradicate poverty in 15 years” and election of IUSY Presidium 2014-2016. 2.Campamento Provincial de la Juventud Socialista La Pampa Date and Place: March 1-2, 2014, Santa Rosa (Argentina). Organized by: Juventudes Socialistas de La Pampa. Content I took part as a speaker at the "Challenges of Youth in center-left coalitions" panel during a Regional Socialist Youth Camp. 3. IUSY Presidium Meeting Date and Place May 16 – 18, 2014, Malta Organized by IUSY and Labour Youth Forum of Malta Content First Presidium meeting after the Congress, the main topics were the organization of IUSY work for the current period and the organization of IUSY World Festival. 4. I Encuentro Regional de Mujeres Date and Place July 4-5, 2014, San Juan (Argentina) Organized by Mujeres Socialistas de la Región Cuyo (San Juan, San Luis y Mendoza). Content Over the Regional Meeting of Women Entitled, called "Gender Parity and Political Parties", I spoke out in the "Parity Youth Union of the Socialist International" panel. 5. Progressive Alliance Meeting Date and Place July, 2014, Montevideo (Uruguay). Organized by Progressive Alliance, Socialist Party of Uruguay and Friedrich Ebert Foundation. Content First activity of Current IUSY Presidium in PA. The main topic was decent work-decent life. 6. IUSY World Festival Date and Place August 20 – 26, 2014, Malta. Organized by IUSY and Labour Youth Forum of Malta Content IUSY World Festival was the biggest activity hosting more than one thousand young activists from all over the world. 7. I Congreso Nacional del Partido GEN Date and Place September 20, 2014, Buenos Aires (Argentina) Organized by GEN Content I joined the First National Congress of GEN, called "The agenda of the future in pursuit for equality", which leader is the former presidential candidate Margarita Stolbizer. 8.Meeting with President of IUSY, Socialist Youth, Radical Youth and Franja Morada from Argentina Date and Place September 18 – 21, 2014, Buenos Aires & Rosario (Argentina). Organized by Socialist Youth of Argentina. Content Working on the possibility to build a left wing coalition in Argentina and debating which role should the youth organizations take in the process. 9.Presentación de la Ley Nacional de Juventudes Date and Place September 23, 2014, Buenos Aires (Argentina). Organized by Juventud Frente Amplio UNEN (Juventud Socialista, Juventud de Libres del Sur, Juventud del GEN, Juventud del Partido Socialista Autentico, Juventud Radical, Movimiento Nacional Reformista y Franja Morada) Content I participated in a workshop on the Situation of Youth in Argentina held at the National Congress of Argentina where different social organizations and political parties agreed on a draft for a National Youth Law. It is worth mentioning that it was a coordinated work between three member organizations of IUSY, among others (Socialist Youth, Franja Morada and Radical Youth). 10. American Committee Meeting Date and Place December 5-7, 2014, Buenos Aires (Argentina). Organized by IUSY, Socialist Youth of Argentina, Radical Youth of Argentina and Franja Morada. Content Annual meeting of American Committee. The reason we host it in Argentina was in order to support the construction of a progressive coalition to face together the next presidential election campaign of 2015. 11. IUSY Presidium Meeting Date and Place January 7-9, 2015, Tel Aviv (Israel). Organized by IUSY and Young Meretz. Content First Presidium meeting of the year where we discussed about the 2015 political agenda and the study visit to Israel and Palestine. 12. IUSY Study Visit to Israel and Palestine. Date and Place January 9-11, 2015, Israel and Palestine. Organized by IUSY, Willy Brandt Center, Young Meretz, Labour Youth and Fatah Youth. Content Second Study Visit of IUSY to both countries in two years. We had an interesting agenda of meetings and political visit to historical places. 13. XXXI Congreso Nacional de la Franja Morada. Date and Place March, 21-23, Mendoza (Argentina) Organized by Franja Morada Content In National Congress of Franja Morada, IUSY member, I participated as a speaker at the roundtable on "The student movement and Youth". 14. Foro de Juventudes “Jóvenes que transforman, la imaginación al poder” Date and Place June 5, 2015, Godoy Cruz (Argentina). Organized by Juventudes Socialista de Mendoza con el auspicio de Fundación Friedrich Ebert Content I spoke out at the panel "Public Policy for Youth in Latin America" that closed the Forum which brought together representatives of institutions, OSC and youth across the province of Mendoza. Its purpose was to make a diagnosis of the current situation of young people from different social and economic backgrounds as well as to advance concrete proposals that promote new ways of thinking about public policies for youth. 15. IUSY World Council Date and Place May 8-10, 2015, Yereván (Armenia). Organized by IUSY and Armenian Youth Federation. Content IUSY World Council took place in Armenia, in the Century of Armenian Genocide. One of the main resolutions of the Council was the IUSY recognition of Armenian Genocide and the fully support to our comrades on AYF in their historical struggle for peace and historical memory. 16. Reunión con la Presidenta de Foro Latinoamericano y Caribeño de Juventudes (FLACJ) Date and Place September 21, 2015, Buenos Aires (Argentina). Organized by Foro Latinoamericano y Caribeño de Juventud (FLACJ) Content We had a meeting to go over the steps to consolidate the Latin American and Caribbean Youth Forum (FLACJ) after the constituent assembly held on 14 April in Quito (Ecuador), where the Latin American Youth Forum (FLAJ) merged and Ibero- American Youth (EIJ). In this assembly representing IUSY I was elected Vice President of Institutional Development so that our area was deeply linked to the Strategic Plan that was being developed for the first 12 months. 17. IUSY American Committee Meeting. Date and Place November 24-26, 2015, Bogotá (Colombia) Organized by IUSY and Juventudes Liberales of Colombia Content Annual committee meeting, where IUSY supported the peace process in Colombia, after more than 50 years of war between Colombia and FARC. 18. Seminar “Challenges of Socialism in the XXI Century” and XXX General Congress of Partido Socialista de Chile. Date and Place January 28-31, 2016, Santiago (Chile). Organized by Partido Socialista de Chile and Instituto Igualdad. Content I participated in the International Seminar as well as the National Congress of the Socialist Party of Chile. 19. XXVII Campamento Nacional de las Juventudes Socialistas de Argentina Date and Place January 7-10, 2015, Oliveros (Argentina). Organized by Juventudes Socialistas de Argentina. Content I took part of the panel "Socialism from America" developed during the XXVII National Socialist Youth Camp of Argentina that host more than one thousand young people from Argentina and neighboring countries. 20. XXXI IUSY World Congress. Date and Place February 25-28, 2016, Tirana (Albania). Organized by IUSY and MO Youth Movement for Integration, Forum Eurosocialist Youth and Social Democratic Youth. Content The main topic of the congress is “Building peace, changing the system”. We plan to debate and decide on important resolutions, statements and political positions.     At a glance September 2015 Argentina: Political parties and the EU Argentina's presidential elections are scheduled for October 2015 and, according to the country's Constitution, Cristina Fernández de Kirchner is not entitled to run for a third consecutive term. As regards alternative candidates, the political landscape remains polarised after the primary elections. Argentina has a multi-party political system; however, election results demonstrate that it is, in practical terms, bipartisan. The Peronists, represented by the Justicialist Party (PJ), and the radicals, represented by the Civic Radical Union (UCR), effectively alternate in power. Argentinian political decision-making is opaque, complex and volatile. Parties play for power in changing coalitions, splits and mergers, which lead to a constantly changing political landscape of alliances. Political and Electoral System The Constitution of Argentina dates back to 1853. It remained in force under the various military regimes, with the exception of the Peronist constitutional period between 1949 and 1956. Over the years, it has been subject to a number of amendments, the most important in 1953, and recently in 1994. Argentina is a federal republic with division of powers. The executive is currently represented by the President, Cristina Fernández de Kirchner, from the centre-left Peronist faction, Front For Victory (FPV), which belongs to the Justicialist Party. The President is elected for a four-year term with the possibility of being re-elected for only one consecutive term. Elections take place in two rounds. To be directly elected in the first round, the candidate needs to obtain 45% of the votes cast, or 40% and be 11% ahead of the second candidate.

RESUMEN: En esta ponencia describimos el proceso de creación y evolución del partido político GEN (Generación por un Encuentro Nacional), conformado por dirigentes y militantes de la Unión Cívica Radical de la provincia de Buenos Aires (UCR BA), bajo el liderazgo de Margarita Stolbizer. En tal sentido, prestamos especial atención, por un lado, a las causas que originaron el proceso de ruptura definitiva con el partido radical (que se extendió del año 2005 al año 2007), y por el otro, a la creación y consolidación de una nueva estructura partidaria (2008 al 2015). Nuestro interés en el caso del GEN y su líder Margarita Stolbizer se enmarca en un análisis más general que forma parte de nuestra tesis de maestría sobre el desempeño de las fuerzas políticas de centroizquierda no peronista en Argentina en el período 2003-2015. En todos esos años, la centroizquierda ha influenciado de manera persistente en la agenda pública pero su desempeño electoral ha sido fluctuante, con éxitos y fracasos resonantes.     In Focus Presidential Elections in Argentina On 22 November 2015, Argentines elected the leader of the centre-right Cambiemos (Let’s Change) coalition, Mauricio Macri, as the country’s new President. The Cambiemos coalition comprises Macri’s centre-right Propuesta Republicana (Republican Proposal) party, the centre-left Radical Civic Union (UCR), and the centre-left Civic Coalition. Currently in his second term as Mayor of Buenos Aires, Macri narrowly defeated his rival, the leftist Daniel Scioli of the ‘Peronist’ Front for Victory (FPV) coalition in the second round run-off—the first in the country’s history—winning 51.4 percent of the vote. The Guardian suggests that Daniel Scioli’s loss to Macri is the “most significant defeat for a leftist candidate in South America for more than 10 years”. Background As noted by a number of commentators, Macri’s victory marks the end of the ‘Kirchner era’ in Argentina. For the past 12 years, the country has been governed by President (and leader of the FPV) Cristina Fernández de Kirchner, and her late husband and predecessor, Néstor Kirchner. The latter became President in 2003, following an economic crisis precipitated by the country’s sovereign default in 2001. Many commentators have credited the Kirchner administrations with the country’s economic recovery, particularly given that Néstor Kirchner was able to secure deals with most of Argentina’s creditors, increase employment and reduce inequality. However, the Kirchner and Fernández de Kirchner administrations have also been the subject of considerable criticism, with the Economist arguing that they governed with a “defiant populism that distorted the economy, made enemies at home and abroad and undermined institutions”.
