Förstudien är ett samarbete mellan Länsstyrelsen i Norrbotten, Vägverket Region Norr, Konsumentverket, Luleå tekniska universitet, Gällivare kommun, Länstrafiken i Norrbotten och Europeiska unionen. Luleå 2005-04-07 Maria Åberg Sammanfattning Fler och fler byar förlorar sina dagligvarubutiker på grund av befolkningsminskning och ändrade servicevanor. Detta medför att servicen på landsbygden försämras vilket innebär att många invånare flyttar från landsbygden in till tätorten. För att motverka ytterligare befolkningsminskning gäller det att ge dem som bor på orter utan dagligvarubutik en bättre tillgänglighet. Syftet med examensarbetet var att göra en kartläggning av de samhällsbetalda transporterna samt att ta fram förslag på samordning av dessa i Gällivare kommun. Detta ska i sin tur leda till en ökad tillgänglighet för de boende på landsbygden. Som underlag gjordes en enkätundersökning av resvanorna hos de boende på landbygden i Gällivare kommun. Ur enkäten framkom det att nästan alla kör bil till butiken då de ska utföra sina inköp. Detta medför många negativa följder inte minst för miljön, det ger även en bristande trafiksäkerhet och försämrad tillgänglighet för dem som inte har tillgång till bil då underlaget för service- turer minskar. Av alla som svarat var det drygt hälften som kunde tänka sig att samåka, av dessa var det många som svarat att de inte var intresserade av att använda sig av de samhällsbetalda transporter som till exempel sjukresor och färdtjänst. Det är dessa transporter som är mest aktuella för samordning vilket innebär att det måste satsas på attitydförändring och marknadsföring för att få befolkningen att använda sig av dessa transporter. De flesta som svarat på enkäten handlar minst en gång i veckan i en dagligvarubutik och har ett behov av att åka in till Gällivare centralort minst en gång i månaden. Det skulle vara bra att ge dem den möjligheten genom ökad samordning. I rapporten ges förslag till samordning i byn Hakkas som ligger cirka fem mil söder om Gällivare centralort. Förslaget är en shoppingtur för de boende i Hakkas. Shoppingturen innebär att de boende i Hakkas omland får möjligheten att åka med en efterfrågestyrd tur för att handla i butiken i Hakkas. En sammanställning av samhällsbetalda transporter under en typvecka presenteras och även mindre förslag på samordningar i byarna Skaulo, Ullatti, Nattavaara och Nilivaara redovisas i rapporten. Abstract An increasing number of villages loose their country shops due to a loss of population and changed service habits. As a result of this the service on the countryside is worsening and the inhabitants move to the larger cities. To counter the reduction in population, measures have to be taken to enhance the availability for those who live in places without a country shop. The purpose with this thesis was to make a survey of the community paid transports and also to make suggestions for the coordination of these in Gällivare municipality. This will lead to an increased availability for the people living in the countryside. As a base for the thesis a poll of the traveling habits of the people living in the countryside was made. The poll showed that almost everybody drives a car to the store when they shop their groceries. This brings many negative consequences, not the least for the environment, but it also makes the traffic less secure. There is also a decrease in the availability for those that have no access to a car, because less people need service trips and the coordination becomes more difficult. About half of the people that replied to the poll thought they would be interested in a car pool, and many of these had no interest in using the community paid transports like patient transports or a transportation service for the disabled. These are the most practical coordination transports which mean that there must be a change in attitude and also some marketing to make the people use these transports. A majority of the ones who answered the poll shops at least once a week in a country shop and needs to go to Gällivare once a month. It would be good to give them this opportunity by increasing the coordination of the transportations. The thesis gives a proposal for coordination of the transports in the village Hakkas, fifty kilometres south of Gällivare. The proposition is a shopping trip for the inhabitants of Hakkas and the surrounding area. It suggests that they get the opportunity to use a demand controlled trip to go to the local store and do their errands. A compilation of community paid transports during a week is presented and also lesser suggestions for coordination in the villages of Skaulo, Ullatti, Nattavaara and Nilivaara are presented in the thesis. Poelzer*, Political Science, Luleå University of Technology Thomas Ejdemo Economics, Luleå University of Technology Abstract In order to achieve legitimacy, reality must match expectations. Resource development projects, such as mining, often force small communities to make difficult decisions regarding which projects to support or reject based on whether their expectations regarding the development of a mine manifest in reality. To make this assessment, this study looks at the factors that contributed to the legitimacy of a mine in northern Sweden, focusing on the community of Pajala, where a new mine opened in 2012. We conducted interviews with local residents representing different interests that aimed to draw out what legitimized or delegitimized the mine. From these interviews, we determined that economic factors weighed most heavily in generating support for the mine. Subsequently, in order to determine if these economic expectations matched reality, we examined economic performance data on the municipality. We found that many of the factors identified in the interviews related to local outcomes and that these matched closely with economic changes associated with the mine. Given the largely positive perceptions of the mine, the congruence between economic expectations and reality validate this support from the community. Thus, our results provide insight into the factors that affect legitimacy at the local level. It is difficult to define who is or is not a legitimate stakeholder when it comes to issues that most likely will affect a community and a region for some 30 or 40 years. As more and Amore people extricate themselves from poverty, build cities and develop their industry, the demand for metals and minerals is rising. This has in turn led to a greater interest in Swedish mineral resources. Sweden is currently the EU’s leading mining and mineral nation and one of the goals of Sweden’s minerals strategy is to strengthen that position. By using our mineral resources sustainably, in harmony with environmental, na- tural and cultural values, we can create jobs and growth throughout Sweden. Not only do we have the resources in the form of ore and minerals, but we also have the framework in the form of robust and unequivocal environmen- tal legislation, a strong climate for innovation, openness as regards our geolo- gical resources, high-level research and a well-educated workforce. An expanding mining and mineral industry involves huge investments in parts of the country where such investments have been conspicuous in their absence for a long time. This is a welcome development, but it also brings with it substantial demands. The communities that are growing alongside the mining industry must also be built up sustainably.
