Little Missenden Parish Council Minutes of Council Meeting held on 20th November 2017 At Rossetti Hall Holmer Green The meeting commenced at 7.30pm. Attendees: Cllr. Vigart – in the Chair Cllrs. Geraghty, Rawbone, Marzouk, Whitten, Fallon, Spiller, Giles, Burke, Baker (left meeting at 9.45pm refusing a request from the Chairman to stay) 1. Public Forum Sergeant Paul Cossey attended and spoke with Council regarding the anti-social behaviour that Holmer Green has been experiencing recently. He updated the Council with the steps he has put into place and he is committed to deal very strongly with any incidents. Richard Pytel and Charles Padley attended from the Holmer Green Village Society. They spoke to Council regarding their concerns regarding the Wycombe and Chiltern District Plans. 2. County Councillors None Attended 7. District Councillors D.Cllr.Mike Smith responded to Richard Pytel and Charles Padley’s concerns regarding the Wycombe and Chiltern Plan. A formal response is to be presented to Wycombe County Council from the Parish Council. 8. Chairman’s Report Nothing reported 9 Individual Committee Reports A) Chairman of Planning Current Planning Applications for comment CH/2017/1953/SA Application for a Certificate of Lawfulness for a proposed operation relating to the erection of a detached outbuilding Shortmead Bullbaiters Lane Hyde Heath Buckinghamshire HP6 5RS Comment:: 1953 and 1954 should be presented together as this would show that one of the applications would be unlawful CH/2017/1954/SA Application for a Certificate of Lawfulness for a proposed operation relating to the erection of a single storey rear extension. Shortmead Bullbaiters Lane Hyde Heath Buckinghamshire HP6 5RS Comment: 1953 and 1954 should be presented together as this would show that one of the applications would be unlawful CH/2017/1992/OA Outline application for the erection of two detached houses on land to rear of 48 Sheepcote Dell Road Open for Comment: Land at Rear of Cambois 48 Sheepcote Dell Road Holmer Green Buckinghamshire HP15 6TL Objections: Clearly within Green Belt. CH/2017/2024/TP Crown reduction of a sycamore tree protected by a Tree Preservation Order. 18 Longfield Little Kingshill Great Missenden Buckinghamshire HP16 0EG No comment Ref. No: CH/2017/1650/FA Log cabin for use as a farm office, restroom and storage associated with the agricultural use Oaklands Farm Beamond End Lane Beamond End Buckinghamshire HP7 0QT Objection: The need is not proven, for what is clearly a residential building. Enforcement Issues Rosewood Farm, Watchet Lane Operating a Volkswagen specialist garage service. Clerk to write to Planning Enforcement at Chiltern District Council to advise that this business is being operated without planning permission copy to be sent to D.Cllr Varley Sign on Kebab Shop – Holmer Green Clerk to write to Planning Enforcement at Chiltern District Council to advise as no planning application has been received in relation to the flashing LED signage. D. Cllr. Smith to also be advised. It was also resolved to request an update on the Bubbles Car wash on the A413 (i) Wycombe Local Plan Chairman Vigart thanked Cllrs Whitten and Giles for the hard work they have put into compiling a formal opposition document. Council agreed for the document to be sent to Wycombe District Council, A copy was given to representatives from HGVS at the meeting. (ii) HS2 Nothing further noted B. Chairman of Finance The Bank Reconciliation, Bank Statement Unpresented Payment statements and Income and Expenditure statements for October were reviewed and approved The Precept for 2018/19. Further to discussions at this and a previous Council meeting in respect of setting the Precept for 2018/19 it was agreed to apply for £122,000 C. Chairman Open Spaces Cllr.Burke queried the decision making process for the works on the A frame and junior swings at Little Missenden. Cllrs Vigart and Geraghty would review the process and report back to Council. Quotes to install waste paper bins in Holmer Green were agreed by Council PO to be raised to Chesham Town Council in the sum of £85 as per quote. Quote to replace seats and boards at Little Kingshill roundabout was agreed by Council in the sum of £445 PO to be raised to Amersham Town Council Quote for the clearance of dead tree and installation of security fencing at Holmer Green Pond was agreed by Council in the sum of £280 to clear and install PO to be raised to Chesham Town Council and agreed by Council to purchase the fencing from First Fencing in the sum of £187.06 PO to be raised. Quote for repairs to Little Missenden swings was agreed by Council PO to be raised to Amersham Town Council who will repair and install the new poles at a maximum cost of £600 and agreed by Council to purchase the required wooden poles from The Lapa Company in the sum of £386 PO to be raised. Quote to repair the base at the Wendy house at Little Missenden and to fit a wooden trim at base of multiplay climbing panel in the sum of £55 PO was by agreed by Council. PO to be raised to Amersham Town Council Quote to repair the webbing on the climbing equipment at Holmer Green was agreed by Council in the sum of £75 PO to be raised to Amersham Town Council. Quote to cut back vegetation at rear of Hyde Heath play area was agreed by Council in eh sum of £125 PO to be raised to Chesham Town Council. Quote to replace the concrete slab at the base of the slide was agreed by Council in the sum of £40 (turf replacement) PO to be raised to Amersham Town Council. It was agreed by Council to cut the hedging to the rear of 1 Hogg Lane as requested by the resident as a one off gesture of goodwill, a maximum sum of £100 was agreed. Quotes to be obtained and PO to be raised. Quotes to supply and fit 6 signs in play areas was agreed by Council in the sum of £474.24 for the signs from Impact Signs and the sum £240 for installation from Amersham Town Council. PO’s to be raised. It was agreed by Council that the Clerk go ahead and arrange for the posts to be reinstated that have been dug up on Holmer Green Common. It was agreed by Council that the grass cutting contract be renewed for 2018 with Chesham Town Council. It was agreed by Council to go ahead and remove all three of the panes of glass from the bus shelter in Browns Lane. Quotes to be requested and PO raised. 10. Clerk’s Report Council Meeting dates for 2018 were reviewed and agreed and would be posted onto the website. Flagpole Insurance Claim has now been settled. Further Flagpole vandalism. Clerk advised Council that the Headmaster at the Senior School has offered to take control of the flagpole, to repair (using the old flagpole) and maintain, store, erect and dismantle the flagpole in the future for nil cost. Clerk agreed to write to the Headmaster to confirm. Clerk to write a letter of thanks to Mark Richardson at Amersham Town Council in response to the quick action in restoring the flagpole to serviceable use for Remembrance Day. Clerk updated Council on the Holmer Green lighting. It was advised that the supplier is unable to return to Holmer Green to adjust/replaced faulty lighting for two weeks. Clerk to write to supplier with complaint about service. Clerk advised that the cost of cork tiles for Little Missenden and Holmer Green notice boards is £10 for a pack of 4 tiles. It was agreed by Council to purchase. LAT contact procedure. Clerk advised that TfB have informed us that Councillors are no longer to approach the LATs for this area in person; they can only now be contacted via the Clerk or County Councillors. Clerk to write to TfB expressing the dissatisfaction of the Council regarding this. Clerk advised that the two dog bins in Hyde Heath are now on the schedule to be emptied regularly commencing 13th November 2017. Clerk advised that the matting area work undertaken at Homer Green is very good however the condition that the grassed areas and the Oyster play equipment has been left in is unacceptable. Clerk to write to Abacus regarding this. Clerk advised that no Disclosure of Interest had been received from Cllr Baker despite requests. Cllr Baker had left the meeting at 9.45pm prior to this being raised. Cllr Burke was asked to confirm whether Cllr Baker was a member of the HGVS; he advised that he was unaware of him being a member but would confirm back to the Clerk. The Chairman advised that advice be sought from BALC in this connection. The Clerk reported on the water issues within the allotments, especially at Hogg Lane in Holmer Green where a very high bill had been received for October. Requests that everyone be aware of the water consumption when the water is switched back on in the Spring. Cllr Burke to provide the Clerk with alternative plumbers as small leak at Little Kingshill needs repairing. Quotes to repair the fencing at Little Missenden Allotments were agreed by Council in the sum of £600 PO to be raised to David Stocks Agricultural Fencing. Clerk advised that due to changes in Data Protection coming in May 2018 it may be the case that all parish emails will have to be under a .gov.uk email address; this was advised as information only at this stage awaiting further details from BALC.
