Chiltern Councillor Update Economic Profile of Cholesbury, The Lee & Bellingdon Ward April 2014 Produced by Buckinghamshire Business First’s research department P a g e | 2 1.0 Introduction Cholesbury, The Lee & Bellingdon is home to 2,304 people and provides 500 jobs in 44 businesses. Of these businesses, 16 (36.4 per cent) are Buckinghamshire Business First members. There were 1,655 employed people aged 16-74 living in Cholesbury, The Lee & Bellingdon ward at the 2011 Census, 54 fewer than the 1,709 recorded in 2001. Over that period the working age population fell 117 to 1,362 while the total population rose 18 to 2,304. The number of households rose by 20 (2.3 per cent) to 904. This is a significant percentage increase and places the ward 19th out of all wards in Chiltern. Based on the increase in number of households, the ward ranks 79th out of all wards in Buckinghamshire. The largest companies in Cholesbury, The Lee & Bellingdon include: The Full Moon; Hawridge & Cholesbury C of E School; Lee Common C of E First School; Sportcoach Amersham; Pearson Building; George Browns Implements Ltd; and Evolve Financial Planning. There are 10 Cholesbury, The Lee & Bellingdon, representing 0.7 per cent of working age residents, including five claimants aged 50+ and five who have been claiming for less than six months. Superfast broadband is expected to be available to 15 per cent of premises in the Cholesbury, The Lee & Bellingdon ward by March 2016 with commercial providers responsible for 15 per cent. The Connected Counties project, run by BBF, will deliver no fibre broadband service following complete commercial intervention. Commercial providers are seeking to deliver an extended superfast footprint via additional funding, adaptation of downstream technology and contract claw-back mechanism. At the time of the 2001 Censusi, of the 1,105 employed residents, 377 people lived and worked in the ward, with the most common destinations by local authority district being: Chiltern (610, 55.2 per cent) Westminster, City of (64, 5.8) Wycombe (57, 5.2) Aylesbury Vale (55, 5.0) Dacorum (43, 3.9) Camden (29, 2.6) Watford (27, 2.4) City of London (25, 2.3) P a g e | 3 2.0 Industrial structure There are 44 businesses located in Cholesbury, The Lee & Bellingdon employing 500 people. Of these businesses, 37 are micro businesses, employing fewer than 10 people. Cholesbury, The Lee & Bellingdon is over represented in Construction which accounts for 14.8 per cent of employment in the ward. This ranks Cholesbury, The Lee & Bellingdon 731st out of all wards for proportion of employment in the sector. The next most over- represented sector was Agriculture, forestry & fishing which accounts for 4.6 per cent of employment. This ranks the ward 146th out of all wards for proportion of employment in the sector. Information and Communication is over-represented in the ward accounting for 7.6 per cent of employment ranking 594th out of all wards for employment in the sector. Public Administration & Defence accounts for only 0.4 per cent of employment which ranks the ward 4,256th out of all wards based on proportion of employment in the sector. Health accounts for only 2.0 per cent of employment ranking the ward 4,022nd out of all wards. P a g e | 4 2.1 The Industrial Strategy and the Plan for Growth Plan for Growth and the Industrial Strategy set out policies to realise this objective and to rebalance the economy, which include focusing on sectors expected to deliver strong growth. Chiltern -represented in these sectors, particularly aerospace, the information economy and professional and business services. While Cholesbury, The Lee & Bellingdon provides jobs in these sectors, the industrial strategy sector where the ward delivers the highest share of national employment is Professional & Business Services which accounts for 12.0 per cent of employment, ranking Cholesbury, The Lee & Bellingdon at 1,957th among English wards. The proportions of jobs in Cholesbury, The Lee & Bellingdon in Industrial Strategy sectors are presented in Table 1. Cholesbury, The Lee & Bellingdon has a proportion of 43.6 per cent of its residents qualified to degree level or higher. Furthermore, 60.1 per cent work in managerial, professional or technical occupations. In Chiltern the wards most similar to Cholesbury, The Lee & Bellingdon are Penn & Coleshill, Chalfont St Giles and Little Missenden with 16 of the other 24 wards among the top thousand closest matches. The least similar ward in the district is Ridgeway, one of two wards in Chiltern to rank lower than the 4,000th closest match along with Vale. Furthermore, as stated previously, the ward has a high level of those educated to degree level or higher and those working in managerial, professional and technical roles ranking in the top quartile for both. In contrast Cholesbury, The Lee & Bellingdon ranks in the bottom quartile for other occupations, with only 3.1 per cent and 3.8 per cent of working residents employed in process plant & machinery operative and elementary occupations respectively. Skilled trades occupations service occupations Source: Census, ONS, 2011 5.0 Deprivation Buckinghamshire has the lowest level of economic deprivation of any Local Enterprise Partnership, with Chiltern having the 13th lowest economic deprivation of all 326 local authority districts in England, behind South Bucks (10th) but ahead of Aylesbury (37th) and Wycombe (69th). Chart 4 demonstrates the concentration of Chiltern least deprived in England with 12 of the 25 wards featuring among the least deprived 10 per cent of all wards in England and only three ranking among the most deprived half of English wards, a stark contrast to the London Borough of Newham where no ward ranks above halfway, highlighting the challenge Chiltern faces to attract resources to tackle deprivation. P a g e | 7 Cholesbury, The Lee & Bellingdon has the 47th lowest economic deprivation of the 7,707 wards in England and the fourth least economically deprived of the 25 Chiltern wards. Cholesbury, The Lee & Bellingdon is the fifth least economically deprived among the 108 ward in Buckinghamshire.
