    (Tradução) IAOD do Deputado Ho Ion Sang em 17/02/2016 Face ao rápido desenvolvimento socioeconómico dos últimos anos, as exigências da sociedade tendem a aumentar no respeitante à fiscalização do dinheiro público, com vista ao seu bom aproveitamento. Assim, o âmbito da auditoria foi alargado e os respectivos trabalhos foram reforçados. Os problemas detectados durante a auditoria são cada vez mais e notórios, e a atenção dos diversos sectores desperta sempre que são divulgados os relatórios do Comissariado de Auditoria. Mas não podemos esquecer que “depois da auditoria os problemas mantêm-se”, portanto, continua por resolver o fenómeno das “várias auditorias e das reincidências”, o que prejudica a fé pública no Governo. A fiscalização através da auditoria visa promover uma melhor governação. A “Declaração de Pequim”, aprovada em 2013 num congresso internacional que reuniu entidades auditoras, aponta claramente que o objectivo e a missão dos órgãos de auditoria dos actuais governos é promover a boa governação do país. Segundo as leis de Macau, o Comissariado de Auditoria tem de fiscalizar a gestão do erário público e de outros recursos públicos, e fazer com que os “sujeitos da auditoria” governem de forma mais transparente, eficiente e eficaz, em prol da boa gestão dos interesses dos cidadãos da RAEM. Que se saiba, os relatórios de auditoria divulgados pelo Comissariado da Auditoria, desde o seu estabelecimento, apontam para problemas com a aplicação e gestão do dinheiro e recursos públicos e para erros que se repetem. Os problemas mais evidentes são as falhas nas obras públicas e a aplicação ineficaz e ilegal do erário público.

The whole façade has been acknowledged as a perfect fusion of western and eastern cultures. In 1835, the Church was destroyed by fire. The façade which was left after the fire becomes the world famous monument – the Ruins of St. Paul’s. At the back of the façade is the Museum of Sacred Art and Crypt. Opening hours: Museum of Sacred Art and Crypt 09:00 – 18:00, last admission at 17:30, closed on Tuesdays after 14:00, open during public holidays. Macau, porque teve Portugal no contexto, é mais livre do que outras regiões da China por via da sua excepcionalidade administrativa e tem uma língua, embora residual, e uma cultura que são activamente valorizadas pelo Estado chinês. Tal é evidente pela criação do Fórum Macau logo em 2003 e ainda pela inclusão de directrizes para tal aproximação no XIII Plano Quinquenal (de 2016). A diplomacia aspirante universalista portuguesa – hoje, por força das circunstâncias, com um espírito mais delicado do que a sua visão tradicionalmente irreal – inclui, antes de o ser, também os países lusófonos, embora atrás da Europa e do Atlântico. Se a China pretende, na continuação de uma estratégia de reunificação nacional e de diálogo e acção internacional, usar Macau para a lusofonia, a lusofonia, com um argumento para se discutir, tem de o debater.
