The following DRAFT ORDINANCE is made public prior to enactment in accordance with Article 17 (1) (d) of the Palestine Order in Council, 1922, as amended by Article 3 of the Palestine (Amendment) Order in Council, 1923. ROBERT SCOTT 15th July, 1940. Clerk to the Advisory Council. (J/91/40) DEAPT. AN ORDINANCE TO AMEND THE EXTRADITION ORDINANCE. BE IT ENACTED by the High Commissioner for Palestine, with the advice of the Advisory Council thereof :— 1. This Ordinance may be cited as the Extradition (Amend• Short title. ment) Ordinance, 1940, and shall be read as one with the Extra• dition Ordinance, hereinafter referred to as the principal Ordinance. Such arrest and delivery may be made whether the crime in respect of wrhich the surrender is sought was committed before or after the coming into operation of this section." OBJECTS AND REASONS. Section 23 of the Extradition Ordinance (Cap. 56)—the principal Ordinance— provides for the arrest of persons charged with any offence committed in Trans- Jordan and the delivery of such persons for trial. The section, however, does not specifically authorise the arrest and surrender of persons who have been convicted in Trans-Jordan and who are evading the serving of sentence by being in Palestine, although such procedure is contemplated by the Extradition Agreement of the 10th July, 1934, subsisting between the respective Governments. 2. This Ordinance is, therefore, designed to remedy this defect by repeal and replacement of section 23 of the principal Ordinance to provide specifically, and with retrospective effect, for the arrest and surrender of persons who in Trans- Jordan have been charged with or convicted of extraditable offences. During this period, over 27,000 attacks against Israeli citizens and residents have been recorded, and over 1000 Israeli citizens and residents have lost their lives in these attacks. Out of these, 155 (May 2007) attacks were suicide bombings, carried out against Israeli targets by 178 (August 2007) suicide terrorists (male and female). (It should be noted that from 1993 up to the beginning of the conflict in September 2000, 38 suicide bombings were carried out by 43 suicide terrorists). Despite the fact that suicide bombings constitute 0.6% of all attacks carried out against Israel since the beginning of the conflict, the number of fatalities in these attacks is around half of the total number of fatalities, making suicide bombings the most deadly attacks. From the beginning of the conflict up to August 2007, there have been 549 fatalities and 3717 casualties as a result of 155 suicide bombings. Over the years, suicide bombing terrorism has become the Palestinians’ leading weapon, while initially bearing an ideological nature in claiming legitimate opposition to the occupation.

    Ethiopian National Project Mid-Year Report 2016-2017 The Ethiopian National Project (ENP) was created by Jewish Federations as Diaspora Jewry’s tool to address the needs of Ethiopian-Israelis in partnership with the Government of Israel and the Ethiopian-Israeli community itself. The transformation ENP has succeeded in engendering is no less than extraordinary: scholastic gaps are closing, educational performance is improving, risk situations are decreasing and empowerment is broadening with each passing year. The Ethiopian National Project – Transformation of a Community ENP aims to ensure the full and successful integration of Ethiopian Jews into Israeli society. ENP’s methodology of holistic interventions on a national scale that fully include the Ethiopian-Israeli community, while strictly adhering to the critical importance of external evaluations to measure the impact and effect of ENP’s work, has resulted in unequivocally successful programs. In fact, due to its success, this school year brings new and exciting changes to ENP’s SPACE Scholastic Assistance Program, as part of a four-year initiative by the Government of Israel requesting that ENP expand its reach to 8,729 students in 35 cities nationwide while including 20% non- Ethiopian-Israeli students. In addition, where traditionally the Ministry of Aliyah and Absorption was the leading government ministry to spearhead ENP’s work, from 2016 the Ministry of Education will take the leading role as part of the new four-year initiative. In addition, the Jewish Federations of North America (JFNA) recently launched a campaign to raise matching dollars over four years to ensure that ENP can expand its SPACE Scholastic Assistance Program nationwide.

    Coastal Communities under Threat: Comparing Property and Social Exposure Michal Lichter and Daniel Felsenstein* Hebrew University of Jerusalem We examine the threat to coastal communities from sea level rise and extreme flooding. A distinction is drawn between the exposure of the physical property base of a community and its social composition. We investigate whether any correspon- dence exists between these two dimensions of vulnerability and whether it holds for both small and large communities. Flood scenarios along the Israeli coast are de- fined and we look at the resultant property and exposure patterns in communities at different flooding increments. Results are presented for three select inundation increments. Using comparative and graphic methods, we analyze exposure rank- ings for different communities and property and social exposure at the intra-urban level. We use break point analysis to trace the evolution of community exposure at different flooding increments. We conclude with some cautionary policy implica- tions with respect to opportunities for change in highly exposed communities in the wake of extreme flooding. Vulnerability of coastal communities is an issue high on the agenda of urban plan- ners, disaster management specialists and appointed public officials. ‘Vulnerability’ is an intangible concept that has been defined in several ways (Fussel and Klein, 2005). Socio-economic vulnerability is commonly acknowledged as encompass- ing both the physical-capital fabric of the community and also its social compo- sition. Often these two dimensions are integrated to generate a composite index (Clark et al., 1998; Cutter et al., 2003; Chakraborty et al., 2005; Wood et al., 2010; Martinich et al, 2013).
