Final Report New Haven Hartford Springfield Commuter Rail Implementation Study 2 Existing Conditions Chapter 2 Existing Conditions Summary This chapter is a summary of the existing conditions report, necessary for comprehension of the remaining chapters. The entire report can be found in Appendix B of this report. 2.1 Existing Passenger Services on the Line The only existing passenger rail service on the Springfield Line is a regional service operated by Amtrak. Schedules for alternatives in Chapter 3 and the Recommended Action in Chapter 4 include current Amtrak service. Most Amtrak service on the line is shuttle trains, running between Springfield and New Haven, where they connect with other Amtrak Northeast Corridor trains. One round-trip train each day operates through the corridor to Boston to the north and Washington to the south. One round trip train each day operates to and from St. Albans, Vermont from New Haven. The trains also permit connections at New Haven with Amtrak’s Northeast Corridor (Washington to Boston) service, as well as Metro North service to New York, and Shore Line East local commuter service to New London. Departures are spread throughout the day, with trains typically operating at intervals of two to three hours. Springfield line services are designed as extensions of Amtrak’s Northeast Corridor service, and are not scheduled to serve local commuter trips (home to work trips). The Amtrak fare structure was substantially reduced in price since this study began. The original fare structure from November 2002 was shown in the existing conditions report, which can be found in Appendix B. -

Transit improvements under consideration include improved local and express routes, integrated shared mobility options, and new arterial bus rapid transit (BRT) lines. Bus rapid transit (BRT) provides an improved customer experience with frequent service and faster trips in our the Metro’s busiest bus corridors. Metro Transit first studied a dozen potential BRT lines in 2011-2012. This study led to the implementation of the METRO A Line in 2016 and the METRO C Line in 2019. Metro Transit has reported both lines have been very successful in increasing ridership and customers satisfaction. In 2020 and 2021, Metro Transit engaged the public to help identify the Metro’s next BRT priorities. Each step was based on four principles that guided the planning process for BRT, rooted in public engagement, Metropolitan Council transit policy, and the performance of the bus network: Advance equity and reduce regional racial disparities Build on success to grow ridership Design a network that supports a transit-oriented lifestyle Ensure the long-term sustainable growth of the bus network In February 2021, following months of analysis and community engagement, Metro Transit finalized recommendations for the next expansions in the BRT network: The METRO F Line will serve the Central Avenue corridor, modifying Route 10 from downtown Minneapolis to Northtown Mall via Central and University avenues. -

That the TAC Funding & Programming Committee recommend that TAC recommend to TAB award $25 million identified in the RECOMMENDED 2020 Regional Solicitation to the METRO F Line along current MOTION: Route 10 from Downtown Minneapolis to Northtown Mall via Central and University Avenues. BACKGROUND AND PURPOSE OF ACTION: On December 16, 2020, TAB approved a program of 57 projects to be funded through the 2020 Regional Solicitation, primarily for Fiscal Years 2024 and 2025. Included in the nearly $200M federal program was $25M in federal funds (and therefore at least $31.25M total) for an arterial bus rapid transit (ABRT) project, with a final funding award to be decided upon by TAB in April, 2021. This timing was selected to align with the Metropolitan Council’s adoption of Network Next arterial BRT expansion recommendations and to enable robust community outreach in the selection process. TAB received information updates on the selection process across late 2020. On March 24, 2021 the Metropolitan Council is expected to select the following three lines for as region’s next arterial BRT expansions, with 40 new miles of BRT corridors identified with planned implementation by 2030 serving four metro counties: • The METRO F Line will serve the Central Avenue corridor, largely replacing Route 10 from downtown Minneapolis to Northtown Mall via Central and University avenues. -

April 3, 2020 Connecticut Department of Transportation - COVID-19 Update The Connecticut Department of Transportation (CTDOT) continues to monitor and modify operations in the wake of the Coronavirus/COVID-19 outbreak. We are committed to being responsive to the needs of the public and are balancing the needs of commuters with our ability to maintain operations while we contend with this unprecedented situation. CTDOT headquarters in Newington and our district offices are open, but only those with CTDOT-issued badges and those with confirmed appointments with Department staff will be allowed entry. Members of the public wishing to contact agency staff to report problems, concerns or to provide any comments or feedback should continue to visit our website and utilize the "contact us" form, which is being monitored by Department staff. The following is an update on CTDOT programs and facilities: Construction Road and bridge construction projects are continuing as planned. Contractors are being instructed to follow best practices and to follow public health guidelines for sanitizing and minimizing potential for virus transmission. On Monday, March 23rd, the Department emailed all CTDOT contractors and consultants assuring them that continued investment in infrastructure, now more than ever, will facilitate economic recovery and to that end, construction projects are continuing as scheduled. In addition, project development activities including project design work and other support activities are continuing. Other essential activities including project advertising, bidding and award, design support of construction, and bridge inspection, are all continuing. Daily vehicle traffic volumes statewide have dropped substantially and are currently averaging 40% to 50% below normal. -

GENERAL CHARACTERISTICS Located at the junction of Interstate 91 and Interstate 95, as well as a key access point to the Northeast Corridor rail line, New Haven is the highway and rail gateway to New England. It is the largest seaport in the state and the region and also the first city in Connecticut to have joined the national complete streets movement in 2008 by adopting the City’s Complete Streets Design Manual, balancing the needs of all roadway users including pedestrians, bicyclists, and motorists. Arterial BRT Corridor Concepts December 2020 Central Concept Station Locations From north to south, the corridor begins at Northtown Mall in Blaine and ends in downtown Minneapolis. The Central preliminary concept identifies 30 station intersections over the approximately 13.0-mile corridor. Today, the corridor is primarily served by Route 10. Considerations in the corridor: • The station at University and 69th Avenue in Fridley differs from the station siting identified in the 2012 Arterial Transitway Corridors Study (ATCS) due to new developments in the area. The station would also serve Fridley city hall. • A station is sited to the west of the intersection of Central Avenue & 53rd Avenue, near Target. • Stations at 49th Avenue and 45th Avenue could be shifted to better serve the Hilltop mobile home community. • The station at 41st Avenue would be on-street, removing the current pull-in to the Columbia Heights Transit Center. • Station siting in the segment between the Columbia Heights Transit Center and Lowry Avenue in Minneapolis with low existing Route 10 ridership could be adjusted; planning should consider a station near apartment homes at 35th Avenue. • Mid-block station siting between University Avenue and 4th Street along Central would facilitate transfers to the METRO E Line. • The current alignment would partially operate on a new Washington Avenue transit spine in downtown Minneapolis. • Future planning should consider an alternative alignment that uses the Hennepin Avenue bridge to cross the Mississippi River, then travels along East Hennepin Avenue and Northeast 1st Avenue in northeast Minneapolis. Such may alleviate the potential for shared station and alignment issues along the proposed Washington Avenue transit spine at South 3rd Avenue & Washington Avenue. -

East-West Corridor High Capacity Transit Plan Rapid Transit Evaluation Results About the Corridor The AECOM consultant team conducted a high-level analysis of commuter rail, light rail transit (LRT), streetcar and bus rapid transit (BRT) to determine the most appropriate mode for the East- West Corridor. Based on the corridor fit, ridership capacity, cost per mile to build/operate and available right-of-way, BRT will move forward for more detailed analysis. This fact sheet provides, in more detail, how BRT and LRT compared and why BRT was determined to be the best fit.
