Transit improvements under consideration include improved local and express routes, integrated shared mobility options, and new arterial bus rapid transit (BRT) lines. Bus rapid transit (BRT) provides an improved customer experience with frequent service and faster trips in our the Metro’s busiest bus corridors. Metro Transit first studied a dozen potential BRT lines in 2011-2012. This study led to the implementation of the METRO A Line in 2016 and the METRO C Line in 2019. Metro Transit has reported both lines have been very successful in increasing ridership and customers satisfaction. In 2020 and 2021, Metro Transit engaged the public to help identify the Metro’s next BRT priorities. Each step was based on four principles that guided the planning process for BRT, rooted in public engagement, Metropolitan Council transit policy, and the performance of the bus network: Advance equity and reduce regional racial disparities Build on success to grow ridership Design a network that supports a transit-oriented lifestyle Ensure the long-term sustainable growth of the bus network In February 2021, following months of analysis and community engagement, Metro Transit finalized recommendations for the next expansions in the BRT network: The METRO F Line will serve the Central Avenue corridor, modifying Route 10 from downtown Minneapolis to Northtown Mall via Central and University avenues. -

EXECUTIVE SUMMARY: Metro Transit is moving towards construction of planned improvements to the Route 5 corridor with the D Line Bus Rapid Transit (BRT) project after securing final project funding at the legislature in the recent bonding bill. The project will be a positive asset to the City of Richfield and enhance the overall metro transit system in our region. The D Line will substantially replace Route 5, running primarily on Portland Avenue within Richfield and on Chicago, Emerson and Fremont Avenues in Minneapolis. Rapid bus brings better amenities, such as: Faster, more frequent service; Pre-boarding fare payment for faster stops; Neighborhood-scale stations with amenities; Enhanced security; and, Larger & specialized vehicles. -

That the TAC Funding & Programming Committee recommend that TAC recommend to TAB award $25 million identified in the RECOMMENDED 2020 Regional Solicitation to the METRO F Line along current MOTION: Route 10 from Downtown Minneapolis to Northtown Mall via Central and University Avenues. BACKGROUND AND PURPOSE OF ACTION: On December 16, 2020, TAB approved a program of 57 projects to be funded through the 2020 Regional Solicitation, primarily for Fiscal Years 2024 and 2025. Included in the nearly $200M federal program was $25M in federal funds (and therefore at least $31.25M total) for an arterial bus rapid transit (ABRT) project, with a final funding award to be decided upon by TAB in April, 2021. This timing was selected to align with the Metropolitan Council’s adoption of Network Next arterial BRT expansion recommendations and to enable robust community outreach in the selection process. TAB received information updates on the selection process across late 2020. On March 24, 2021 the Metropolitan Council is expected to select the following three lines for as region’s next arterial BRT expansions, with 40 new miles of BRT corridors identified with planned implementation by 2030 serving four metro counties: • The METRO F Line will serve the Central Avenue corridor, largely replacing Route 10 from downtown Minneapolis to Northtown Mall via Central and University avenues. -

FOR IMMEDIATE RELEASE CONTACT: Nicole Ramos April 5, 2021 Dir. of Marketing & Communications Office: 909.379.7155 Mobile: 909.229.2410 [email protected] Omnitrans Offers Free Vaccination Shuttles (San Bernardino, CA) Beginning Tuesday, April 6, Omnitrans will offer free shuttle service to COVID-19 vaccination sites in Ontario and San Bernardino to those with vaccine appointments, five days per week. “Omnitrans has been providing essential transportation service since the beginning of the COVID- 19 pandemic, and we are pleased to continue to do our part to help protect the health and safety of our community and support the reopening of our region,” said CEO/General Manager Erin Rogers. The Ontario shuttle will pick customers up at the Montclair Transit Center for transportation to the Ontario Convention Center, one of the region’s largest vaccination sites. The shuttle will operate every 40 minutes, beginning at 9:25 a.m., Tuesday through Saturday. Twelve bus routes from three agencies (Omnitrans, Foothill Transit, Riverside Transit Agency) and Metrolink trains connect at the Montclair Transit Center, allowing for convenient regional connections to the shuttle. In San Bernardino, a shuttle will pick up customers at the San Bernardino Transit Center (SBTC) for transportation to the vaccination site at Arroyo Valley High School. The shuttle will operate every 30 minutes, beginning at 9:40 a.m., Tuesday – Saturday. Nineteen bus routes from five agencies (Omnitrans, Beaumont Transit, Mountain Transit, Riverside Transit Agency, Victor Valley Transit) and Metrolink trains connect at the SBTC, allowing for convenient regional connections to the shuttle. Shuttle trips are free to the community. -
Rice-Robert Arterial Bus Rapid Transit Little Canada – Roseville – Maplewood – Saint Paul – West Saint Paul
Rice-Robert Arterial Bus Rapid Transit Little Canada – Roseville – Maplewood – Saint Paul – West Saint Paul The Rice-Robert Project is a proposed 11-mile Arterial Bus Rapid Transit (ABRT) line roughly along Rice St and Robert St, serving the communities of Little Canada, Roseville, Maplewood, Saint Paul, and West Saint Paul. Rice-Robert ABRT would serve a wide variety of communities, from the jobs and destinations of downtown Saint Paul to many of the poorest and most transit- dependent neighborhoods in the East Metro. Both Rice St and Robert St are home to a wide variety of destinations ranging from a dozen schools and numerous parks to the State Capitol and the main service centers of Ramsey and Dakota Counties. It would also connect to numerous existing or planned transit improvements, including METRO Green Line, METRO Gold Line, Rush Line, Riverview, and METRO B Line on Selby. Rice-Robert ABRT is being considered for study and implementation as the METRO F Line in 2025. This timeline coincides with three major investments by state and local partners along the Rice-Robert corridor: Rice St Visioning Project (2022-24): Rice St from Pennsylvania Ave to Wheelock Pkwy is the subject of the ongoing Rice St Visioning Study, which will reimagine and redesign the corridor. Construction on the corridor between Pennsylvania and County Road B is scheduled to begin in phases in 2022. Rush Line Project (2024-26): Rush Line is a proposed BRT project from downtown Saint Paul to White Bear Lake. Rush Line would co-locate with Rice-Robert BRT from 12th St to 5th St in downtown Saint Paul. -
