The Black sea region can be a base for scientific and technological cooperation, for new scientific networks and exchange of students, for scientific and congress tourism; a guaranty for an economical security and as a part of a common policy about migration, refugees and new borders and as a cultural relation with Europe. The accent will be the Danube-Black Sea region which marks the European Union’s systematic strategy based on the ecological, economic, political and secure connection of the European continent with other areas. The original initiative of forming the Danube Region concerned the ecological protection of navigable transversals determined by the Danube River Basin in the Black Sea. It is necessary to discuss how to prevent the Black sea region from pollution and to cultivate respect for the environment and the protection of its resources for the sake of future generations; how, from economical point of view to promote the Black sea Union firstly, as a new unity in European

Journal of the International AIDS Society 2011, 14:26 http://www.jiasociety.org/content/14/1/26 REVIEW Open Access HIV and incarceration: prisons and detention Ralf Jürgens1*, Manfred Nowak2 and Marcus Day3 Abstract The high prevalence of HIV infection among prisoners and pre-trial detainees, combined with overcrowding and sub-standard living conditions sometimes amounting to inhuman or degrading treatment in violation of international law, make prisons and other detention centres a high risk environment for the transmission of HIV. Ultimately, this contributes to HIV epidemics in the communities to which prisoners return upon their release. We reviewed the evidence regarding HIV prevalence, risk behaviours and transmission in prisons. We also reviewed evidence of the effectiveness of interventions and approaches to reduce the risk behaviours and, consequently, HIV transmission in prisons. A large number of studies report high levels of risk behaviour in prisons, and HIV transmission has been documented. There is a large body of evidence from countries around the world of what prison systems can do to prevent HIV transmission. In particular, condom distribution programmes, accompanied by measures to prevent the occurrence of rape and other forms of non-consensual sex, needle and syringe programmes and opioid substitution therapies, have proven effective at reducing HIV risk behaviours in a wide range of prison environments without resulting in negative consequences for the health of prison staff or prisoners. The introduction of these programmes in prisons is therefore warranted as part of comprehensive programmes to address HIV in prisons, including HIV education, voluntary HIV testing and counselling, and provision of antiretroviral treatment for HIV-positive prisoners.

Four years have passed since fighting erupted in Ukrainian regions adjacent to Russia leaving thousands of innocent civilians dead, traumatised or homeless. Families have been torn apart. Despite a vast amount of evidence, Russia has continued to deny the facts that it breached international law by annexing a foreign territory and supporting the so---called Donetsk People’s Republic and Luhansk People’s Republic after the ousting of the former pro---Russian president Viktor Yanukovych at the end of the Maidan revolution in February 2014. Most researchers expounded on the international norms Russia has put at stake and pondered over Russia’s unreasonable legal justifications for its actions in Crimea. The Ukraine crisis has been dealt with extensively both from a political science and legal perspective but only a few scholars discussed the tools international law provide to establish Russia’s responsibility for its wrongful conduct and to hold individuals responsible, suspected of having committed crimes against humanity and war crimes on Ukrainian territory.

For the time being, Russia’s aim is to supplant the United States as the main political power in the Middle East. However, in the long run, the ultimate Russian goal is to dominate the world as the sole global superpower. My argument is that although Russia’s fortunes have ebbed and flowed throughout modern history, what the Russian political establishment has demonstrated in regard to ideological/territorial expansionism, from the Tsarist Empire to the USSR to the Russian Federation, is strategic continuity. As such, in this article I am going to conduct a strategic survey of the Russian expansionism in the Middle East throughout modern history and then warn of the impending dangers of unchecked Russian expansionism for contemporary US and Middle East security and for the future of global democracy and liberal world order. Various commentators argue that this ideological shift applies to external as well as internal politics, with Russia becoming an international conservative power. This article seeks to determine what being an “international conservative power” actually means for Russia, by means of an examination of four different variations of Russian conservatism—Orthodox/Slavophile conservatism, civilizational conservatism, isolationist conservatism, and state/official conservatism. It argues that these are not all fully compatible with each other. If Russia truly is emerging as a conservative international power, this could lead both Russia and the world in one of several different directions, depending on which version of conservatism comes to dominate.
