HOUSE RESOLUTION NO. 33

1 A RESOLUTION COMMENDING THE ACADEMIC ACHIEVEMENTS AND PUBLIC 2 SERVICE OF DR. MATTHEW HOLDEN, ACADEMICIAN. 3 WHEREAS, Dr. Matthew Holden, a multi-talented gifted scholar, 4 is being recognized for his outstanding contributions in academia 5 as well as his public service; and 6 WHEREAS, a native of Mound Bayou, Mississippi, Dr. Holden and

7 his family moved to , Illinois, during his childhood where 8 he graduated from Wendell Phillips High School; and 9 WHEREAS, after high school, Dr. Holden graduated with a 10 bachelor of arts degree in with a minor in 11 history from and then earned a master of arts 12 degree and a doctorate in political science with a minor in 13 anthropology from ; and

14 WHEREAS, Dr. Holden has taught at in 15 Detroit, Michigan, the , the University of 16 Wisconsin-Madison and the , where he was the 17 Henry L. and Grace M. Doherty Professor of Politics, which speaks 18 volumes of his notability in the area of politics; and H. R. No. 33 *HR12/R2016.1* ~ OFFICIAL ~ N1/2 13/HR12/R2016.1 PAGE 1 (OM\DO) 19 WHEREAS, Dr. Holden has also been the Newman Visiting 20 Professor of American Civilization at Cornell University and has 21 been a visiting professor at Jackson State University, where the 22 Matthew Holden, Jr., Symposium Lecture was created in honor of his 23 work as well as the creation of the Mrs. Dorothy Howard Holden and 24 Dr. Matthew Holden, Jr., Reading Room in which Dr. Holden and his

25 wife donated a 4,000 volume library to Jackson State; and 26 WHEREAS, since 2009, Dr. Holden has had the notable honor of 27 being the Wepner Distinguished Professor in Political Science at 28 the University of Illinois-Springfield, and he is the convener of 29 the Wepner Symposium on the Lincoln Legacy and Contemporary 30 Scholarship, which has the purpose of exploring Lincoln-related 31 material using concepts in political science with other

32 disciplines in the exploration; and 33 WHEREAS, described as an eminent scholar of race and 34 politics, public bureaucracy, regulatory policy and urban 35 politics, Dr. Holden has written in various fields of the 36 discipline of political science; and

37 WHEREAS, Dr. Holden has written Continuity & Disruption: 38 Essays in Public Administration, a study of race and politics

39 entitled the Divisible Republic as well as an edited volume on 40 Varieties of Political Conservatism, and contributions to a joint 41 volume on Resources and Decisions; and 42 WHEREAS, Dr. Holden has several research and writing 43 projects, including: The World and the Mind of Isaiah T.

No. 33 *HR12/R2016.1* ~ OFFICIAL ~ 13/HR12/R2016.1 PAGE 2 (OM\DO) 44 Montgomery; The Greatness of a Compromised Man, which examines the 45 lone African-American delegate in the Mississippi Constitutional 46 Convention of 1890; and 47 WHEREAS, in addition to making vast contributions in 48 academia, Dr. Holden has selflessly served the public as a 49 Commissioner of the Public Service Commission of Wisconsin and as

50 a Commissioner of the Federal Energy Regulatory Commission; and 51 WHEREAS, Dr. Holden has also been a member of the United 52 States Department of Energy's Electricity Advisory Board, the Task 53 Force on Electric System Reliability, the President's Air Quality 54 Advisory Board and the Board of Directors of Atlantic Energy, 55 Inc.; and 56 WHEREAS, as one who supported the mission of the National

57 Urban League, Dr. Holden has been a member of its delegate 58 assembly and education and youth incentives committee, has served 59 on the boards of directors for the Madison, Wisconsin, and 60 Pittsburgh, Pennsylvania, Urban Leagues, has been a member of 61 local NAACP chapters and is an active layperson in the Episcopal

62 Church; and 63 WHEREAS, Dr. Holden is the former President of the American

64 Political Science Association, the Policy Studies Organization, is 65 a former fellow of the American Academy of Arts and Sciences and a 66 senior fellow of the National Academy of Public Administration; 67 and

No. 33 *HR12/R2016.1* ~ OFFICIAL ~ 13/HR12/R2016.1 PAGE 3 (OM\DO) 68 WHEREAS, Dr. Holden holds the following honorary degrees: 69 the L.L.D. from Tuskegee University and the L.H.D. from Roosevelt 70 University as well as Virginia Theological Seminary; and 71 WHEREAS, in addition to his vast studies and contributions in 72 academia, Dr. Holden is a man of valor having served in the United 73 States Army, with 16 months in Korea in the 7th Infantry Division

74 Artillery; and 75 WHEREAS, throughout all of Dr. Holden's endevours, he has 76 been lovingly supported by his beautiful wife, Dorothy Howard 77 Holden, and their two children, Paul and Matthew; and 78 WHEREAS, it is the policy of the House of Representatives to 79 pay tribute to great native Mississippians such as Dr. Matthew 80 Holden, whose outstanding contributions in the discipline of

81 political science and the area of energy have left those fields 82 positively changed thereby resulting in dynamic benefits for 83 others: 84 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 85 REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby

86 commend Dr. Matthew Holden for his outstanding contributions in 87 academia as well as his public service and extend best wishes for

88 continued success in all of his future endeavors. 89 BE IT FURTHER RESOLVED, That copies of this resolution be 90 furnished to Dr. Holden and to the members of the Capitol Press 91 Corps.
