X Link to Public Health Wales commitment and priorities for action: (please tick which commitment(s) is/are relevant) X X X X Priorities for action Relevant to all priorities of action Public Health Wales Acting Chair’s report – March 2017 Introduction Since 1 December 2017 Professor Simon Smail has been performing the role of Acting Chair of Public Health Wales as Sir Mansel Aylward has been suffering from ill health. Sir Mansel has commenced with his return to the organisation and given his commitment to a range of organisations/reviews, such as the Parliamentary Review he will not return fully into his role under the until 1 April 2017. This report focuses on the engagements/activities of Professor Simon Smail as the Acting Chair. Other activities performed by Sir Mansel are also shown which he has undertaken as part of a phased return to the role of Chair (see Appendix 1). Professor Simon Smail will step down as Acting Chair on the 1 April 2017 when Sir Mansel will assume the full range of roles and responsibilities. Report of the Acting Chair – Professor Simon Smail 1 Non-Executive Directors The recruitment process for Non-executive Director (Third Sector) and Non- executive Director (University) has been successfully completed with individuals appointed to post. I am pleased to announce Judi Rhys (Third Sector) and Dr Shantini Paranjothy (University) have been appointed. I am sure you will join me in welcoming Judi and Shantini into the Public Health Wales fold. I also wish to express my enormous gratitude to Dr Carl Clowes and Professor Gareth Williams for their sterling work during their term of office with Public Health Wales. Their unstinting support and wise counsel given to the Board and its predecessor organisations has been invaluable. They have helped us greatly to ensure that Public Health Wales strives hard to work closely with the third and higher education sectors, particularly at a time of considerable change. I am sure you will join me wishing them all the best in their future plans. 2 NHS Wales Chair’s meeting with Minister re Integrated Medium Term Plan I attended an NHS Wales Chair’s ministerial meeting to discuss Integrated Medium Term Plans (IMTPs) on 15 February, 2017. This was a brief meeting at which the Cabinet Secretary asked Chairs to ensure that balanced IMTPs from all LHBs and Trusts are forthcoming. In particular, the Cabinet Secretary emphasised the Date: 23 March 2017 Version: 1 Page: 2 of 6 Public Health Wales Acting Chair’s report – March 2017 importance of LHB and Trust Chairs working together to ensure that, so far as possible, in future, financial balance is delivered across NHS Wales. 3 NHS Wales Chairs Ministerial meeting I attended the NHS Wales Chairs meeting with the Cabinet Secretary on 20 March, 2017. A verbal update will be provided. 4 Joint NHS Wales Chair’s and Vice Chair’s meeting I attended the Joint NHS Wales Chair’s and Vice Chair’s meeting on 21 February, 2017. Topics discussed at the meeting included: Update on WHSSC (Welsh Health Specialised Services Committee) Update on EASC (Emergency Ambulance Service Committee) and Unscheduled Care Primary Care Programme Update Progress on IMTPs and response to Cabinet Secretary Parliamentary Review Update on Prudent Healthcare public engagement strategy 5 Welsh NHS Confederation Annual Conference Together with a number of Executive and Non-executive Directors I attended the Welsh NHS Confederation Conference which took place at City Hall, Cardiff on 01 March, 2017. The main theme of the Conference was “Shifting the Balance”. 6 Public Policy Institute for Wales (PPIW) meeting I attended the above meeting with Sir Mansel Aylward, Tracey Cooper and Dr Chrissie Pickin with Dan Bristow, Deputy Director, Public Policy Institute for Wales (PPIW) on 22 February, 2017. We discussed a number of topics including a programme of work on large scale behaviour change which Welsh Government asked PPIW to look into. PPIW have liaised with a number of organisations to assist their scoping process to understand whether and how PPIW might add to what already exists with regards to large scale behaviour change. We also discussed a longer term programme of work (3-5 years) PPIW were developing around health following an extension of five years to their funding by Welsh Government. Date: 23 March 2017 Version: 1 Page: 3 of 6 Public Health Wales Acting Chair’s report – March 2017 7 Collaborative Leadership Forum meeting I will be attending the first meeting of the Collaborative Leadership Forum which will take place on 22 March, 2017. A verbal update will be provided. 8 Welsh NHS Confederation Expert Seminar I attended the Welsh NHS Confederation Expert Seminar for Boards on 13 March, 2017 at the All Nations Centre, Cardiff along with a number of Non-Executive Directors and Executive Directors. Conferences and events 9 Public Health Research, Policy & Practice: Working Together in Wales I attended the ‘Research in Wales’ event which took place in the Atrium Building, University of South Wales on 02 March, 2017 and chaired the afternoon session of the event. A number of important presentations were made reflecting research being undertaken by staff of PHW. The audience was drawn from a number of organisations with an interest in public health research, including both academic bodies and NGO’s. The conference was also addressed by the Chief Medical Officer for Wales. 10 Adverse Childhood Experiences Conference I attended the Adverse Childhood Experiences (ACEs): What it means for you Conference on 15 March at the All Nations Centre. Date: 23 March 2017 Version: 1 Page: 4 of 6 Public Health Wales Acting Chair’s report – March 2017 Appendix 1 Report of Sir Mansel Aylward, reporting on activities carried out on behalf of Public Health wales Board during phased return to work Conferences and events 1 BioWales Annual Conference 2017 Sir Mansel Aylward attended the BioWales Annual Conference on 7 and 8 March, 2017. BioWales is the flagship event for the life sciences sector in Wales, and one of the UK’s leading life science conferences. The theme of this year’s event is Health and Wealth, where the unique opportunities in Cell Therapy, Regenerative Medicine and Medical Technology are empowering patients and professionals through better services and information on a global scale. Dr Andrew Goodall gave the keynote address describing the contributions that NHS Wales were making to wealth and health in Wales and its commitment to exploit innovation, partnering links with industry and life sciences businesses and the development of a skilled workforce. He gave a number of examples where Health Boards had developed and introduced advances in health related technologies and mentioned the success of the Bevan Commission Innovators initiatives. Professor Marc Clements (Swansea University) gave a broad overview of the ARCH programme and S E Wales Regional City Initiative with a particular emphasis on health and wellbeing on its constituent communities. I had an opportunity to have a long and fruitful conversation with the Minister for Skills and Science and recognised more fully her keen interest that she and her department had in addressing health inequalities and adverse childhood experiences. This conference also gave me an ideal opportunity for networking among a wide range of individuals in public services and the life sciences sector. 2 Policy Forum for Wales Sir Mansel spoke at the Policy Forum for Wales Keynote Seminar on Next steps for the health and social care workforce in Wales: recruitment, training and retention on 14 March, 2017. The topic of his presentation was ‘Creating a prudent workforce: progress so far and addressing future needs’. Date: 23 March 2017 Version: 1 Page: 5 of 6 Public Health Wales Acting Chair’s report – March 2017 3 Opening of Health and Wellbeing Academy, Swansea University On 6th March, Sir Mansel attended the opening by the Cabinet Secretary of this new Academy which is part of the College of Human and Health Sciences. It is described as an innovative partnership with ARCH and delivers health and wellbeing services, research and teaching with a collaborative arrangement with ABMUHB. I had a brief conversation with the Cabinet Secretary and brought him up to date with my activities over recent months. Activities carried out by Sir Mansel Aylward in his role as Chair of the Bevan Commission 4 Launch of the Bevan Academy at the Bay Campus, Swansea University The Bevan Academy was launched by Dr Andrew Goodall and Professor Richard Davies, VC Swansea University at the Swansea Bay Campus on 15th March. Sir Mansel chaired the event (as Bevan Commission Chair) attended by seventy guests from the health, public, academic and private sectors. The Academy offers the environment, motivation, culture and support needed to transform the Commission’s thinking into practice through a more prudent approach to improving and remodelling health and healthcare and providing a platform for innovation. Bevan Innovators drawn from across Health Boards and Trusts in NHS Wales presented their work which gave an insight into the impact these initiatives could well have on improving health and health and healthcare in Wales.
